GENERAL:
Twenty-four (24 hrs.) prior to Cargo Transfer Operations:

Have Fire-Fighting Systems been checked and confirmed in operational condition ?


Have Tank Gauging System and High / High-High Level Alarms been checked and
confirmed in order ?
Have Tank Overfill Alarm(s) been checked and confirmed in order ?
Have IG Deck Main pressure indications consisting of at least the:
- press. transmitter panel on weather main deck been checked and confirmed in order ?
- press. transmitter panel in the ECR been checked and confirmed in order ?
- press. transmitter sub. panel in the CCR been checked and confirmed in order ?
Have IG Deck Main High / Low pressure alarms consisting of at least the:
- main panel in ECR been checked and confirmed in order ?
- sub. panel in the CCR been checked and confirmed in order ?
Have Oxygen (O2) levels in COTs been checked and confirmed below 8% ?
Have IG pressure in all COTs been checked and confirmed to be at 100 mm/WG as
minimum ?

Have the IGS been shut down and the Isolation Valves on Deck closed ?
Have it been ensured that the Vapour Line blind flange(s) are securely positioned before berthing or before line connection takes place ? and
Have all vapour manifold valves and all drain valves on vapour collection headers been
opened and have it been confirmed that all condensate is drained from the system ?
Have all vapour manifold valves and all drains been fully closed again after completion
of the above required draining ?

At alongside berth prior to- and at connecting the vapour line(s):


Have the connection of the vapour line(s) been carried out in close co-ordination with
the Shore Terminal Representative(s) ?
Have Shore Terminal Representative(s) observed and confirmed that the vapour line
system have been seen fully drained before the vapour line(s) are being connected ?
Have it been confirmed that the terminals vapour collection line flange co-ordinates
with the vessels presentation flange and its color code and that both lines have a cylindrical stud accepting a 12 oclock orientation ?
Are vapour line / -hose(s) in all ways adequately supported in order to prevent any
damage to the line and / or hose itself ?
Are vapour hose(s) free from any kinks, cuts, abrasions, bulges or any other defects ?
Have it been confirmed that the vapour hose(s) have sufficient length to allow for the
vessels changes in draft and / or surging ?
Are vapour hose(s) pressure tested within one (1) year of the date being used and are
hose(s) marked accordingly ?

Prior to commencing the Cargo Transfer Operations:


Have all drains on the vapour collection header been opened again and have it been
ensured that all condensate is drained from the system ?
Have the vessels vapour emission control system been aligned in such a way that the
vapour will flow directly from the segregation being loaded to the presentation flange
at the vessels manifold ?
Have it been ensured that simultaneous loading of incompatible cargoes do not conflict with any vapour collection requirements given (no such loading is allowed) ?
Have it been ensured that the terminals vapour connections are electrical insulated
from the vessels vapour connection by the use of an insulating flange or a single section of insulating hose ?
Have a Pre-Transfer Conference between the Officer in Charge of the vessels cargo
operations and the Person(s) in Charge of the Shore Facility been held ?

After completion of the Cargo Transfer Operations:


Have all cargo- and vapour return valves been properly secured ?
Have vapour collection hose(s) been removed and blank(s) fitted on the vessels presentation flange(s) ?

- that high pressure alarm is set at no more than: ___________% of the lowest pressure
relief valve setting in the venting system ?
- that the low pressure alarm is set at not less than: _________ psi ( _________ bar) ?
- that in the event of the pressure increasing to high the action to be taken (cross out):
1): slow down the loading rate or;
2): increase the opening of the regulator valve on the shore vapour line.
- that in the event of the pressure decreasing too low the vessel shall notify the shore
facility in order to minimize the opening of the shore vapour regulating valve ?
- that in the event that item 3 and 4 cannot be accomplished the loading and vapour
collection shall be terminated and all cargo- and vapour valves shut immediately ?
- that cargo- / vapour collection operations can be resumed as soon as shore facility
have stabilized their systems ?
- that upon completion of the vapour emission operations, the vapour manifold valves
shall be closed immediately, the vapour hose(s) removed and blank(s) refitted ?
- that segregation valves can be closed and IG deck isolation valves opened ?

TEST AND INSPECTIONS:

Have the vessels vapour emission control valve been opened before commencing the
transfer ?
Have the monitoring of the rate of transfer, the tank gauging system, the overfill alarmand pressure systems been agreed upon between vessel and terminal ?
Have the Officer in Charge of the vessels cargo operations determined with the Person
in Charge of the Shore Facility when to stop the loading of a particular product and
when to commence loading of another product ?

PRESSURE SENSOR SYSTEM:


Have the following been agreed upon between ship / shore:

Have all tank gauge housings and electrical connections on deck been checked for deterioration and / or any other damage at every 3 months intervals ?
Have tests of AC/DC power source switches, power failure alarms, high level alarm for
each tank etc. been carried out prior to commencement of this cargo- and vapour emission operation and as described in the vessels planned maintenance program ?
