Analysis by the Council on Energy, Environment and Water (CEEW) shows that unless the
government restructures the market price of kerosene, the price differential between
unsubsidised kerosene and diesel would be in the range between Rs.18 and Rs.32 per litre
varying across States

The CEEWs analysis of National Sample Survey Office data highlights that kerosene is
predominantly used as a lighting fuel in rural India, with less than 1 per cent of households using
it as a primary cooking fuel. In urban-poor households, it is used for both lighting and cooking.
A recent report by the CEEW shows how shifting from kerosene to alternatives such as solarassisted solutions for lighting and LPG for cooking could be economically beneficial for both the
government as well as households. The shift would provide households with much better endservices and avoiding the adverse health impacts associated with kerosene use. Our analysis
suggests that such a transition could result in an annual saving between Rs.8,000 and Rs.12,000
crore to the exchequer. Moreover, there is a bottom-up demand for such a change. T he largest
energy access survey in India, conducted by the CEEW and Columbia University, U.S., shows
that 78 per cent of rural households in six major States are willing to adopt solar-based lighting
solution in lieu of a reduction in their kerosene subsidy.

WHO report sounds alarm on doctors in India

The report of a study titled The Health Workforce in India was recently released. The study
was conducted
by the WHO. The data for each district in the country from the 2001 census were specially
extracted for this
study, which provided a comprehensive picture of health workers in each district.
Highlights:
Almost one-third (31%) of those who claimed to be allopathic doctors in 2001 were

educated only
up to the secondary school level and 57% did not have any medical qualification.

DAILY CURRENT EVENTS JULY 2016

www.insightsonindia.com 35 www.insightsias.com
The situation was far worse in rural India, where just 8% of allopathic doctors had a

medical
qualification.
Female healthcare workers

38% of the total were found to be more educated and

medically
qualified than their male counterparts.
Ignoring those who dont have a medical qualification, there are

36 doctors per lakh

population in India.
As for nurses and midwives, India had 61 workers per lakh population compared to 96 in
China. The
number reduced tenfold to 6 per lakh population, if only those with a medical qualification were

considered.
There is substantial variation in the density of health workers across States and districts.
For
instance, Kerala had 38.4% of the countrys medically qualified nurses but constituted only 3.1%
of the
total population. Similarly, West Bengal had 30.6% of all homoeopathic doctors in the country
but only
7.8% of the population. Better-off States seemed to afford more doctors plus nurses per capita.
District-wise, the inequalities were massive. The density of allopathic doctors with any level

of
education in the lowest 30 districts half of which were in north-eastern States and the other
in
central States was a little over 4 per lakh of the population whereas, in the highest 30

districts, it
was 159 per lakh of population.
In the case of dentists, the situation was even worse. The

national density of dentists was

extremely
low at 2.4 per lakh population, with 58 (of the total 593) districts having no dentists at all in
2001. In
fact, 175 districts (30%) had no dentists with a medical qualification.

The National Sample Survey Office has released data from its 2011-12 round on education and
vocational training.
According to the report, the union government will have its work cut out on skill
development, as just over one in 10 adults reported having received any vocational
training, and the bulk of it was informal.
What the data say?
Among persons in the 15-59 age group, about 2.2% reported to having received formal
vocational training and 8.6% non-formal vocational training. The non-formal variety
mainly comprised the passing down of hereditary skills, or on-the-job training.

was significantly higher than the growth rate of employment (1.4 per cent), which itself
was several-fold less than the growth rate of the economy. According to Census 2011,
the average growth rate of the economy was 7.7 per cent per annum, when it was only
1.8 per cent for employment.
66th round of the National Sample Survey Office (NSSO) data on employment in
2011 revealed that between 2004-05 and 2009-10, only 1 million jobs were added per
year; in a period when the economy averaged a record 8.43% growth annually.
An Indian Labour Bureau survey of 2015 showed that 2,000 companies in eight
sampled industries generated all of one lakh jobs, a fall from the four lakh generated
in 2014, even though growth in 2014 was lower than in 2015.
