Analysis by the Council on Energy, Environment and Water (CEEW) shows that unless the
government restructures the market price of kerosene, the price differential between
unsubsidised kerosene and diesel would be in the range between Rs.18 and Rs.32 per litre
varying across States
The CEEWs analysis of National Sample Survey Office data highlights that kerosene is
predominantly used as a lighting fuel in rural India, with less than 1 per cent of households using
it as a primary cooking fuel. In urban-poor households, it is used for both lighting and cooking.
A recent report by the CEEW shows how shifting from kerosene to alternatives such as solarassisted solutions for lighting and LPG for cooking could be economically beneficial for both the
government as well as households. The shift would provide households with much better endservices and avoiding the adverse health impacts associated with kerosene use. Our analysis
suggests that such a transition could result in an annual saving between Rs.8,000 and Rs.12,000
crore to the exchequer. Moreover, there is a bottom-up demand for such a change. T he largest
energy access survey in India, conducted by the CEEW and Columbia University, U.S., shows
that 78 per cent of rural households in six major States are willing to adopt solar-based lighting
solution in lieu of a reduction in their kerosene subsidy.

of the
total population. Similarly, West Bengal had 30.6% of all homoeopathic doctors in the country
but only
7.8% of the population. Better-off States seemed to afford more doctors plus nurses per capita.
District-wise, the inequalities were massive. The density of allopathic doctors with any level
of
education in the lowest 30 districts half of which were in north-eastern States and the other
in
central States was a little over 4 per lakh of the population whereas, in the highest 30
districts, it

the average growth rate of the economy was 7.7 per cent per annum, when it was only
1.8 per cent for employment.
66th round of the National Sample Survey Office (NSSO) data on employment in
2011 revealed that between 2004-05 and 2009-10, only 1 million jobs were added per
year; in a period when the economy averaged a record 8.43% growth annually.
An Indian Labour Bureau survey of 2015 showed that 2,000 companies in eight
