ANLISIS ESTRATGICO DEL SECTOR AGRCOLA EXPORTADOR

CHILENO, RESPECTO A LA POLTICA, INSTITUCIONALIDAD Y

LEGISLACIN MEDIO AMBIENTAL DE LA UNIN EUROPEA.

RESUMEN
La globalizacin de los mercados se ha caracterizado por una creciente
demanda de productos provenientes de procesos y prcticas ambientalmente
inofensivas, y a condiciones transparentes e igualitarias de competencia. Ante ello,
la Unin Europea surge como el bloque comercial con mayores restricciones
ambientales y el de mayor nmero de acusaciones de competencia desleal. El
sector agrcola chileno se presenta altamente vulnerable a recibir este tipo de
restricciones y acusaciones, dado que existe una directa relacin con la
explotacin de recursos naturales, sumndose a ello, una poltica, institucionalidad
y soporte legal ineficiente, y contradictorio con las nuevas exigencias de los
mercados a los que Chile se ve enfrentado.
El objetivo general de este estudio es el desarrollo de un anlisis estratgico
de la situacin actual del sector agrcola exportador chileno, respecto a la poltica,
institucionalidad y legislacin medio ambiental de la Unin Europea.
La metodologa del Anlisis FODA, permiti identificar las fortalezas y
debilidades del sector agrcola nacional, y las amenazas y oportunidades del
mercado de la Unin Europea. Posteriormente, mediante un Anlisis Estratgico,
se elaboraron las estrategias para enfrentar y reducir los efectos de las amenazas
y debilidades, y reforzar las fortalezas y oportunidades.
Como resultado de los anlisis, se disearon diversas estrategias, que en
forma general, exigen un apoyo estatal y privado para el desarrollo de sistemas de
informacin sobre las nuevas exigencias ambientales al comercio, la creacin y/o
redefinicin de las institucionalidades, textos legales y normativos de la poltica de

desarrollo sustentable, gestin de residuos agrcolas, agricultura limpia, y la

formacin de instrumentos e indicadores que permitan la incorporacin y
evaluacin medio ambiental en los acuerdos comerciales y actividades productivas
agrcolas. Tambin, el estudio sugiere el fomento pblico para la formacin de
programas de incorporacin a la actividad sectorial, de normas y estndares
internacionales, la creacin de un sistema de certificacin con independencia y
reconocimiento internacional, y el apoyo legal a las empresas agrcolas nacionales
frente a las acusaciones de dumping ecolgico.

ABSTRACT

The globalization of the market has been charaterized for a huge demand of
products from abroad of process and practise none contamenations and a
conditions thats transparent and similar of competition. Although the European
Union urges the comercial market whit great enviromental restrictions and the
greater number of accusations of disloval competition. The Chilean sector
agricultural presents itself vulnerable to recieve this type of restrictions and
accusations should there exist a direct relation with the explotations of natural
resources, aceding to a political institutionality and inefficient legal support and
contradictory whit the new demand for the market, in which Chile has confronted.
The general objetive of this study is the development of one analisis strategic
of the actual situation of the agricultural sector the Chilean exportation in respect of
political, institutional and legalization in means of enviroment of the European
Union.
SWOT Analysis methodology let identify national agricultural sector strengths
and weaknesses and the European Union markets oportunities and threats.
Subsequently, through strategic analysis, strategies to face and reduce the
threats and weaknesses effects and reinforce strengths and oportunities were
done.
As analisys result, several strategies were designed, which require private and
governamental support to develop data systems about recent environmental
demands to trade, the creation and/or redefinition of the public and private
institutions

documents of the maintenable policys

development, agricultural waste management, clean agriculture and the production

of tools and indicator which let environmental incorporation and evaluation as a
part of trade agreements and agricultural waste management.
The research also suggests public fomentation for creating incorporation
programs to the sector activity, of international rules and standars the creation of
an independent system of certification and legal support to national agricultural
enterprises when these face ecological dumping accusations.
