Project Title:

Lawig Visayas: Sakayan Kumbuyahanay for Ati and Panay


Bukidnon Communities

Project Cost: PhP3,300,000.00


Project Objectives:
This program shall develop and implement various activities towards
sustained socio-cultural and inclusive economic development of Ati and PanayBukidnon cultural communities in Western Visayas.
Project Description:
This is an integrated cultural development program shall be implemented in
five (5) towns in the Western Visayas with substantial populations of indigenous Ati
and Panay Bukidnon. The target priority areas are situated in neighboring IP
territories in any of the adjacent provinces of Aklan, Antique, Capiz, Iloilo and
Guimaras. The IP-focused and community-manage projects envisions pro-active
cultural development that propels an inclusive and genuine community-based
productivity enhancement within their claimed ancestral domains.
As designed, the project must be considered as community-solicited or
community-initiated project that must address both the short term and medium-term
development needs of the cultural community.
LAWIG shall facilitate an improved access to socio-cultural services as well as
expanded opportunities for the cultural communities to sustainably manage their
natural and cultural resources. As such, it is comprised of three (3) major
components that intends to raise the capacities of the community members and the
council of elders of the Indigenous communities to expand their network of support
for an improved traditional economy beyond subsistence levels, namely:

A.

Institutional Development and Organizational Strengthening


This component shall strengthen their indigenous structures of
governance and other culture-focused mechanisms in towards socially
cohesive, resilient, and self-reliance and autonomy. The organizational
aspects of the component shall raise the capabilities of the community
elders, women leaders and the youth groups and enable them to
manage their resources.
Moreover, interventions that are undertaken shall expand and strengthen
the support from the network of assisting institutions: LGUs, CSOs,
National Agencies and other Peoples Organizations to enable the
cultural communities to help themselves.

B.

Conservation of Natural and Cultural Resources and Heritage


Management
This particular component shall start with the conduct of participatory
assessment of the resource-base of the cultural community, including the
identification of potentials and constraints towards the formulation of
development strategies that are based on the indigenous knowledge and
practices (IKSP) of the local indigenous community.
Consequently, culture-focused policies and plans are developed in order
to install timely and measured interventions for the conservation of the
natural and cultural resources and the expansion of the community
assets. This community policies and plans shall be integrated in the
Ancestral Domain Sustainable Development and Protection Plan or
ADSDPP.
Based on the community-formulated policies and plans, a project trial for
the conservation of the community productivity systems shall be initiated
by the community members themselves.

C.

Enrichment of traditional crafts and creative products


The third component shall facilitate assistance or effective interventions
from within and from outside of the cultural community, with the end view
of enhancement of the local creative industry / sustainable cultureenterprise. Among others, this particular component shall realize the
following:

Enhancement of traditional craft and the expansion of the local


production;
Provision of market advisory and assistance for social marketing
and promotions of community products; and
Holding of community traditional festival and/or rituals

Project Title: Panakayon: Western Visayas Cultural Development Program for


Akeanon, Hiligaynon and Kiniray-a Cluster
Project Cost: PhP2,200,000.00
Project Objectives:
This program aims to sustain and develop further cultural development
program started in 2016 in Akeanon, Hiligaynon, and Kiniray-a communities in
Western Visayas.
Project Description:
The first year (Year I) of this project was implemented in five towns of
Western Visayas: Balete, Cuartero, San Jose, Miag-ao and Jordan. It is effectively
seeding the foundations of a cultural development process aimed at establishing a
pro-active cultural renaissance in these towns, propelling genuine community-based
productivity and development.
The pilot towns will unreel four activities that will help ensure sustainability of
the products and results emerging from Year I, focusing on strengthening the cultural
organization established, variated product development, audience and market
development, promotions and marketing strategies all aimed at connecting the local
creative industry generated with the provincial/ regional tourism value chain. The
activities will consist of the following phases:
Phase I: (January to February 2017) ORGANIZATIONAL STRENGTHENING:
Comprehensive Assessment of Year 1 with the stakeholders and beneficiaries and
Detailing Activities of Year 2 towards identifying the main cultural product or service
to be marketed or promoted and establishing the cultural institution as a SOCIAL
ENTERPRISE.
Phase II: (March to April 2017) PRODUCT DEVELOPMENT: the development
of the main cultural product or service or institution towards quality standards,
variegated sub-products, organized as a culture-based social entrepreneurship.
Phase III: (May 2017) MARKETING AND PROMOTIONS DEVELOPMENT
The cultural organization will be trained in these aspects towards creating a
Communications and Promotions Plan, a Sales Feasibility Study, and Action Plans
towards developing linkages in the current Tourism Value Chain in the island.
Phase IV: (June to December 2017) ACTUAL FIRST
OPERATIONS and PRODUCT TEST IN THE TOURISM MARKET.

Project Title: Mugna: Towards a Sustainable Cultural Development of Negros


Island
Project Cost: PhP3,000,000.00
Project Objectives:
This program aims to sustain and develop further the cultural development
program which started in 2016, and replicate the best practice of the program in
three (3) more towns in Negros Island.
Project Description:
The first year (Year I) of this project was implemented in six towns of Negros
Island: Bais, Bacong, Amlan, Calatrava, Murcia, and Kabankalan. It is effectively
seeding the foundations of a cultural development process aimed at establishing a
pro-active cultural renaissance in these towns, propelling genuine community-based
productivity and development.
For the second year (Year II), there will be two simultaneous components:
COMPONENT A: For the pilot towns and city
The pilot towns will unreel four activities that will help ensure sustainability of
the products and results emerging from Year I, focusing on strengthening the cultural
organization established, variated product development, audience and market
development, promotions and marketing strategies all aimed at connecting the local
creative industry generated with the provincial/ regional tourism value chain. The
activities will consist of the following phases:

Partnership Building which is basically preparing the main stakeholders in the
three towns to embrace the philosophy and principles of the project, assign
their specific roles and responsibilities, and plan harmoniously the
implementation processes that the project requires. In this phase
commitment and counterparts in sharing resources and expertise shall be
defined.
Phase 2: (March to September 2017). The scheduled implementation of the
first three main components shall be realized: Resiliency Building, Heritage
Management, and Creative Industries.
Phase 3: (September to October 2017). Slightly overlapping with Phase 2,
this particular period focuses on Project Communication and Education on
results harvested from Phase 2.

Project Title: Layag Bantayan: Towards a Sustainable Cultural Development of


Bantayan
Project Cost: PhP1,600,000.00
Project Objectives:
This program aims to develop and implement various activities towards a
sustained cultural development for Bantayan.
Project Description:
This is an integrated cultural development program in the three towns in
Bantayan Island: STA. FE, BANTAYAN, MADRIDEJOS, which will establish a proactive cultural renaissance in these three towns, propelling genuine communitybased productivity and development.
LAYAG BANTAYAN is composed of 8 activities that will provide capacity
enhancement interventions for specific sectors to be more culturally proactive,
creative and sensitive in the delivery of their roles and responsibilities.
The implementations of these components are to be realized into three
phases:
Phase 1: (January to February 2017). Organizational Development and
Partnership Building which is basically preparing the main stakeholders
in the three towns to embrace the philosophy and principles of the
project, assign their specific roles and responsibilities, and plan
harmoniously the implementation processes that the project requires.
In this phase commitment and counterparts in sharing resources and
expertise shall be defined.
Phase 2: (March to September 2017). The scheduled implementation
of the first three main components shall be realized: Resiliency
Building, Heritage Management, and Creative Industries.

Loon, Maribojoc, Cortes, Balilihan, Antequera, Baclayon and 1 city, Tagbilaran. It is

establishing a pro-active cultural renaissance in these towns, propelling genuine
community-based productivity and development.

program started in 2016, and replicate the best practice of the program in three (3)

The first year (Year I) of this project was implemented in eight towns of
Samar: Capul, Laoang, Palapag, Catbalogan, Calbiga, Balangiga, Basey, and
Borongan. It is effectively seeding the foundations of a cultural development process
aimed at establishing a pro-active cultural renaissance in these towns, propelling
genuine community-based productivity and development.
For the second year (Year II), there will be two simultaneous components:

interior designers, landscape architects and planners, and other practitioners in the

The project intends to provide financial and technical assistance to a local
government unit as a mechanism for institutionalizing the cultural programs in its

and policy, and manage arts activities of the locality, including the establishment of a

Project Objectives:
This project aims to come up with an annotated bibliography that focuses on
ethnographic studies, folklore, community traditions and IKSP.
Project Description:
Some research institutions and individual researchers were able to gain
access to IP communities and ethno-linguistic groups to gather data and information
on their social structures, folkways, beliefs, natural and cultural resources and other
features. However, results of these researches were merely kept on file or in libraries
and were not endorsed to the LGU concerned or to the IP communities themselves.
This project ensures that the ultimate beneficiaries of all research efforts,
affecting cultural communities are the people and cultural communities that are the
subject of research, and that their cultures are nurtured rather than violated,
damaged, or exploited;

The project aims to increase the number of researches and cultural studies in
the Visayas.
Project Description:
The project encourages the production of new researches or cultural studies
that embark on trans-disciplinary, inter-disciplinary or multi-disciplinary
characteristics or approaches (e.g. translations of Visayan literary works, cultural
inventories and/or cultural researchers, among others).
Such researches or studies must also address any of the following crosscutting themes: Gender-and-Development, Promotion of Green Culture and
Environment Conservation, addressing the concerns for climate-change adaptation
and strengthening resilient communities, creative or cultural industries, communitybased culture and heritage tourism, and adherence to cultural pluralism.
Moreover, the project encourages the building of partnership with the existing
