General Technical Requirement of FOTE (Fibre Optic Terminal Equipment)

The Fibre Optic Terminal Equipment (FOTE) shall have following features.
1. Substation Automation System (SAS) interface
The Substation Automation System (SAS) will be as per the technical
specification given separately. The offered FOTE shall include all the interface
(hardware & software) required to connect & to integrate it with the SAS system.
2. Speech communication
6 Wire E&M, VF Interface for Speech communication - 4 W for speech & 2 for M
& E wire.
Voice Interface (VF interface)
This module shall provide connections for voice channels with a bandwidth
of 300 Hz - 3.4 kHz with analogue 4 wire for Speech (2 wires for TX & 2
wires for RX) and 2 wires for signaling channels (M => E, M => E)
per voice channel.

Each voice channel shall be configurable to operate with or without CAS

(Channel Associated Signal, i.e. 16th bit of 2 Mbps Frame).

The Input & Output levels shall be software adjustable within the following
range:
Input: +7.5 to -16dBr
Output: +7.0 to -16dBr

Modules of VF interface where each voice channel can be individually

configured with 1+1 path protection shall also be available.

3. Tele-protection
A. Tele-protection commands
Independent Tele-protection commands i.e. each command transmission /
reception shall be independent and in case of simultaneous operation of
commands, all shall be transmitted / received.
B. Tele-protection command interface:
The Tele-protection and communication system has to ensure the easy and
secure function of the Tele-protection. Therefore following features shall be
provided:
At least an 8 bit command addressing for Tele-protection signal shall be
provided to prevent tripping if the signal is inadvertently re-routed through
the telecommunication network.

An automatic and periodic loop test (<100s) has to be provided for a signal
delay measurement.
A switch-over of the Tele-protection command in less than 10 ms has to
be guaranteed.
The configuration of the Tele-protection has to be integrated into the
communication configuration tool in order to ensure an easy maintenance.

C. Tele protection Module

This module shall have following features related to protection commands:
Transmit X protection commands bi-directionally & independently. (Where
X= no. of commands configurable per module)
Accept protection command signals in the range of 24VDC 250VDC
All inputs and outputs shall be isolated and with EMC immunity for harsh
environment.
Security and Dependability shall be selectable and programmable.
It shall also be able to drop and insert commands, transfer commands as a
transit station and to realize AND - and OR - combinations between
commands.
The module shall support T-node configurations.
Command transmission time shall be 6 ms (Max).
An integrated non-volatile event-recorder, which shall synchronized either
internally or by Global Positioning System (GPS)
Command counters, which counts trip send & receive commands.
Signal delay measurement
1+1 Path protection,
Switching shall be done within less than 4ms (typical value)
Periodically automatically initiated loop-tests (e.g. every 60s).
Under no circumstances will the module cause trip-commands in
case of power supply failure or when equipment is put into or taken
out of service.
D. Notes:
1. All necessary hardware & software to meet the required configuration as
above shall be included in & shown in the technical bid.
2. Any material/equipment accessories which are not listed in BOQ or scope
of supply but required to complete the job shall be included in and shown
in technical bid.
3. System shall be such that there shall be no compromise for required data
channel and speed.
4. It shall have integrated PDH/DI Multiplexer and SDH capabilities.

5. The offered systems of FOTE must support expandability further for same
number of E&M interface & Tele-protection commands interface.
6. The offered FOTE shall be compatible to have connectivity in transit with
conventional PLCC terminals installed at line opposite end Sub- station.
7. The bidder shall have to ensure about the data connectivity onwards the
opposite end Sub- station which is to be made available at ALDC Jetpur or
/ and SLDC, Gotri through Conventional PLCC.
8. It shall be highly reliable and provide secure communications for real time
signals such as voice, Tele-protection, data including IP/Ethernet and
status, control signals & other information from SCADA system.
9. The bidder shall have to submit the technical details of module of each
above application along with the technical bid.
