Article I This Regulations is formulated in accordance with the relevant provisions of the relevant
governmental departments and the practical situation of AALRT to regularly manage the certificates of
technical workers in AALRT.

Article II Human resources department is a department to assess and manage the training and
certificates getting for AALRT staff, which makes management and assessment system for employees
certificates and provides support to human resources department.

Employers shall responsible for the direct assessment and management and the organization of
personnel certificates training, assessment, certificates getting and other issues.

Article III Types of Certificates and Certified Personnel

(i) The following jobs are special technical jobs in Light Rail industry (hereinafter referred to as Light
Rail technical jobs):

ICT
Passenger train driver (Passenger train captain), train dispatcher (director dispatcher), power
dispatcher, information dispatcher, watch keeper on signal tower (depot dispatcher), engineering
vehicle driver, recharge station conductor, train steward, station (train crossing) watch men, engineering
construction maintenance worker, signalman, communicator, substation maintenance worker, power
supply maintenance worker, vehicle maintenance worker on duty in turns, vehicle equipment
maintenance worker, ICT technical worker, AFC terminal device technical worker and electromechanical
technical worker.

(ii) Passenger train driver shall be authorized by Ethiopia Transportation Bureau to AALRT. The eligible
passed the training and assessment by AALRT (training and assessment program for details see annex
1) will get the Train Driver Qualification Certificate issued by Ethiopian traffic bureau directly. The
certificate can be taken as the legal qualification proof for passenger train driver to work on duty.

(iii) The other 18 Light Rail technical jobs must be trained and assessed by AALRT (training and
assessment program for details see annex 2-19) and qualified, then can get the Induction Training
Certificate Of Qualification of corresponding post by AALRT and be allowed on duty.

(iv) Job Resumption Training and Assessment Certificate

1. Employee who leaves half year or more shall review the theory and practical knowledge required by
his post during vacation. The employee shall report the time to take the theory (including practical)
examination to employer within one week after resumption and the employer shall apply to human

resources department. The examination shall be charged by employer and supervised by human
resources department.

2. The employee who gets more than 60 scores in theory and practical examination is qualified. The
unqualified person has one chance to make up in an interval of 15 days, if still unqualified, he shall be
cancelled the qualification to work on his post.

3. All the theory and practical examination scores shall be truthfully filled out in the Induction Training
Certificate of Qualification that issued by human resources department and stamped with its official
seal. Employee can resume his post only with the Induction Training Certificate of Qualification.

(v) Job-Transfer Training and Assessment Certificate

In the promoting competition of staff in manufacturing post to transfer a job, he need to self-study the
theory and practical knowledge required by the post to be transferred. Only when he get or above the
regulated scores of the theory and practical knowledge examination required by the post by human
resources department and get the Job-Transfer Training and Assessment Certificate that stamped with
the official seal of human resources department can he transfers from the original post to the new post.
