Article I: Creation of the Government Continuity Bureau
Section I: The United States Government Continuity Bureau is to be established as an entity of the United States Government, independent of Executive and Congressional review. Section II: The United States Government Continuity Bureau will be a semi-permanent organization, its duties, limitations, and authority consisting of the following: 1. Create documents for the Office of National Intelligence's Systems Directorate. 2. Assist agencies with leaders upon request of a directory or secretary. 3. Conduct reviews of United States Federal Agencies and make recommendations to The President of the United States to improve the efficiency and compliance of agencies. 4. Assign warnings to Government employees, agencies, and departments to comply with the United States Code, The United States Constitution, and United States Federal Regulations as outlined in the Code of Federal Regulations [CFR]. 5. Assist the Department of Education by maintaining electronic education scores and education tiers to assist in recruiting decisions and hiring or promotions for corporations and entities that request education information. 6. Audit the National Exchange of the United States to ensure efficiency and payments are transacted legally and legitimately. 7. Maintain the National Exchange of the United States and assist the Department of the Treasury in budget questions and fiscal measures. 8. Government Continuity Bureau employees will fill roles as needed, and identify themselves as Government Continuity Agent(s), GC Officer(s) or Continuity Officer(s). 9. The Government Continuity Bureau will appoint interim government officials that must submit their resignations immediately upon request of an appointed supervisor or an elected official that oversees the specific Department, Agency or position. 10. The Government Continuity Bureaus Executive Director shall have the additional power of terminating negligent,
hostile, or otherwise incapacitated cabinet members if there
is no office-holder of the United States of America. 11. The Government Continuity Bureau Executive Director will have a lifetime tenure, only revocable by unanimous consent of the entire Supreme Court, Congress with appropriate quorums and on approval of the President of The United States, Vice President of The United States and at least five Cabinet Secretaries. 12. The Government Continuity Bureau, if neither the President, nor the Vice President can respond in a go-nogo situation, the Government Continuity Bureau shall have the power to using remedies traditionally available to the President. Section III. The United States Government Continuity Bureau shall have the following organizational structure: 1. Executive Director 2. Deputy Director 3. Continuity Officer(s) Section IV. The United States Government Continuity Bureau employees will not be compensated under any circumstances for fulfilling the role. Section V. The United States Government Continuity Bureau Executive Director and Deputy Executive Director shall be forbidden from occupying full-time the office of the President, Vice President, or Cabinet.
