Lindbergh candidates
discuss district growth

Four Lindbergh Schools Board of Education candidates recently discussed how to
address the biggest challenge facing the
school district increasing student enrollment.
Michael Bitzenburg, Jennifer Miller,
David Reinhardt, Mike Tsichlis and incumbent Gary Ujka are vying for two seats
in the April 5 election. Incumbent Kara
Horton, who has served on the board since
2010, did not file for re-election.

St. Louis County voters will decide next
week whether they want to receive the same
stormwater services from the Metropolitan
St. Louis Sewer District as other county
residents, and whether they want to pay
now or later for billions of dollars in sewer
upgrades mandated by the U.S. Department
of Justice.

A lot of the world is problem-solvers,
Schartner said. Whats great about this is
youre applying it as youre learning it ...
This is going to lift everybody, but its not
going to displace traditional education.
In her answer, Trakas redirected the conversation to a film Gaines has screened
twice at Mehlville, Most Likely to Succeed,
which explores innovative and projectbased learning, and its executive producer,
venture capitalist Ted Dintersmith.
Although Trakas said she applauds some
innovative learning techniques Mehlville
already uses, she objects that Dintersmith
served as part of a delegation representing
the United States in the United Nations
General Assembly.
When you start digging into the school of
innovation, you see ... the author of it, the
movie thats been playing, hes got some
political ties and thats a concern to me,
she said. School districts are supposed to
be local control, local decisions. He has
been assigned to the United Nations General
Assembly by Barack Obama, which kind of
tends to tell you that its looking for a global
education which is different than what
education should be, a local control.
Trakas joined the board in a unanimous
vote Jan. 28 to give the go-ahead to preliminary planning for the school, with Felton
absent. On the Calls questionnaire, Trakas
wrote that she was initially optimistic about
the school of innovation, but now has concerns that it could be a back-door attempt to
take over Mehlville curriculum.
I have concerns that the school of innovation may be another federal education program wrapped in a new package,
designed to enhance the U.S. Department
of Educations control over decisions that
should be made locally, Trakas said.
With Gaines in the audience, the candidates took different approaches to a
question on whether they support Gaines
ambitious plans for the district and
whether they have ever disagreed with him.
Felton said Gaines has done what the
board hired him to do: Challenge the community and bring Mehlville to the next level.
If were going to be a destination district
and move forward, we really have to adjust
our thinking, he said.
I dont think that you do great things by
having mediocre plans or tentative plans,
Schartner said, noting that at one point he
probably will disagree with Gaines. Im
sure its going to happen, and Im not going
to be shy about saying it when that does
happen, but you can do that respectfully
and you can work toward a better solution.
Trakas, who voted against hiring Gaines
last year and criticized his lack of leadership in an open letter before Prop R, said
different superintendents bring different
visions.
I think he is ambitious, and he has
brought a vision that is meaningful to him
and is educating the district on what that
would look like, Trakas said. There are
going to be disagreements from time to
time, and it is about respectfully disagreeing, and it is about respectfully honoring other peoples opinion. Sometimes on
school districts, people really struggle with
the differing opinion.

a multi-screen movie theater, a tness
center, two dine-in restaurants, an ofce
building, a 225-unit apartment complex
currently envisioned as senior housing and
11 to 13 acres of open space and community gardens.
Approval of the redevelopment project
poses no risk whatsoever to the city, according to Mayor Gregg Roby.
Under the terms of the agreement with
the developer, demolition of the mall
must begin within 90 days of the boards
approval of the incentives and the project
must be substantially completed within 36
months. UrbanStreet may only be reimbursed from new revenues generated by
the project, and must construct at least
120,000 square feet of retail space before
any reimbursement begins.
In addition, city ofcials negotiated for
$1.5 million that will be used to remove
the medians on Watson Road, increasing
access to businesses on the roadway.
Lindbergh Schools ofcials have voiced
concerns about the apartments proposed
for the site, saying they would exacerbate the aggressive enrollment growth that
already is challenging the district.
Under the redevelopment agreement, if
non-senior housing is constructed, the tax
revenue will pass through to the school
district and other taxing entities.
As done at the March 8 board meeting in
a departure from past practice, speakers at
the March 22 board meeting were limited
to three minutes with Director of Public
Services Jim Gillam timing them and issuing a warning when 30 seconds remained.
At the March 8 meeting, City Administrator Kris Simpson recommended aldermen conduct only a rst reading of the
mall-related ordinances, noting that residents had not had time to fully review all
of the documentation.
... I think in fairness to the public and to
give everyone an adequate amount of time
to review and provide comment on such an
important development, I think its appropriate that we only do a rst reading at this
meeting if the board so desires, and consider a second reading and nal approval of
all of those ordinances at its next meeting
..., said Simpson, who did not attend the
March 22 meeting.
Roby announced March 22 that residents
would not be able to comment when the
board considered the perfection second
reading of the mall-related measures,
only during the designated period for public comment.
Resident Martha Duchild, who later told
the Call that she had comments prepared
for each ordinance, strongly objected to
Robys limitation on public comment.

Feed My People is south St. Louis Countys and northwestern Jefferson Countys food
pantry and emergency help center. Helping those who have lost their jobs and those
who are trying to survive on a low income - whether from a minimum-wage job or
from low levels of Social Security or Disability - Feed My People is able to provide food,
help with utility bills, medicine, affordable housing, fans, heaters, school supplies, new
shoe certificates for children, weatherization materials, housing rehab, help in getting
food stamps, circuit breaker and earned income credit, jobs and legal counseling,
2 low-priced thrift stores and special programs which provide help at Christmas and
other special occasions.
Feed My People started in 1982 by Carol and John DeGuire in a little house near the
South County Shopping Center and moved to its present location at 171 Kingston
in Lemay in 1986. In 1989 two special things happened - the Oakville Call was born
and Feed My Peoples second office opened, this time in northern Jefferson County
near Fenton. This office moved into a larger facility in 1992. In 1996, the Lemay facility
expanded into the building next door which had been occupied by the South County
Health Clinic, and in 1997, the Jefferson County facility purchased a building near High
Ridge which was expanded a few years later. In 1999, the Lemay facility acquired 48
units of affordable housing directly across from its office.
Because of the economic crisis which our country and community is
experiencing, the rise in the number of people coming to Feed My People for help has
jumped 15% over the last year, placing a major burden in trying to raise enough funds
and food to meet the needs. In addition many donors have been affected and some
have even become new clients in need of help.

Clarices Bridal
Clarices Bridal is celebrating its grand opening in south county! In
advance of the ocial grand opening March 1, the stores employees
gathered for a a ribbon-cutting and family celebration.
The new larger location of the family-owned bridal boutique, at 5714
S. Lindbergh Blvd. in Green Park, marks a move to south county from the longtime
Clarices location at 4627 Hampton Ave., which closed in February.
Today, the bridal store is owned and operated by Susan Caito and her niece, Katie
Creech Surkamp. Susan and her mother Clarice Creech rst opened Clarices in the
Holly Hills neighborhood in December 1979. It moved to Hampton in 1986. The
Hampton stores last day of business was Feb. 6.
The new, extravagant, beautiful Lindbergh location is
signicantly larger than Clarices has ever been, which allows more space for dressing rooms and displays, Surkamp
said. Just in time for prom season, the store will now also
have room to sell prom dresses.
The place is beautiful, and I cant wait to help out customers at our new shop, Surkamp wrote on the stores
Facebook page.
In advance of the south county opening, Surkamp told
the Call the story of Clarices, noting, It all started in a
small 800-square-foot building at the corner of Macklind
and Eichelberger, in the Holly Hills neighborhood.
Surkamp has been working at Clarices for 14 years, but
she credits the stores decades of success to the teamwork of
her aunt and grandmother, who worked side by side at the
store for nearly 30 years, she said.

their hearts and souls into every aspect of the business. They are the
foundation of Clarices Bridal and made it the great name that it is
today. Clarice was a one-of-a-kind person - her love and personality radiated. Today, Sue and I carry on Clarices legacy, along with the wonderful and
unique women who are our sales team. These women continue to show the same
love and excitement that Clarice did 37 years ago.
Leaving the Hampton location is bittersweet, Surkamp said.
I have spent my entire childhood watching and helping brides nd the perfect
wedding gown. I have so many special memories of coming into work with my aunt
and grandma, she said. I would sneak away to dance in
the mirrors and put veils on upstairs, and I cannot forget
walking the runway as I modeled in all the runway shows!
That was always so much fun as a child. I can only imagine
how special the memories are for my aunt, as she was able
to work with her mother for nearly 30 years at Clarices.
This is a very emotional move for many of us, she
continued. However, we are so excited to embark on this
journey and create new memories at our new location. I
would like to thank my Aunt Susie for making the new
Clarices Bridal on South Lindbergh a reality. For years,
our team and myself could only dream of a larger location for Clarices, but (she) made it happen. We have a new,
extravagant, beautiful building that we will be opening on
Thursday, Feb. 11, and I know that Clarice is looking down
so proud of all the accomplishments we have achieved. She
always dreamed big, and Im looking forward to seeing her
legacy continue for generations to come.
