1 Introduction to the feature


The feature BSS21353: LTE system information is the first step towards interworking
between the 2G and LTE networks. The feature supports autonomous cell reselection
from the GSM/EDGE cells to the LTE cells. Information about the LTE cells is sent in the
SYSTEM INFORMATION TYPE 2quater (SI2q) message on the BCCH to the mobile
station (MS). Instead of the cell ranking algorithm, a new priority based cell reselection
algorithm is introduced for managing the cell reselection to the LTE cells.
The operator can add the cell parameters of the neighboring LTE cells into the 2G BSC
database via MML.
This feature is controlled by an ON/OFF type license key.

2 Benefits
Cell reselection from the GSM/EDGE cells to the LTE cells offers means to efficiently
establish and deploy a mixed GSM/LTE network.
The GSM LTE interworking allows that LTE can be embedded in an already existing
GSM network offering basic mobile services. This feature allows a smooth movement of
LTE into the GSM/EDGE network.
The traffic moving to the LTE network releases the GSM resources and leads to
improvements in the throughput and delay factors for the MS attached to the 2G
network.
End users of packet switched services entering an area of LTE cells can gain advantage
of the benefits of LTE technology such as high data rates.

4 Functional description
This feature enables cell reselection from GSM cells to LTE cells in a mixed GSM/LTE
radio access network.
To use this feature, the following information is required about the adjacent LTE cells:

the frequencies and the bandwidth


the cell indices, the country code, the tracking area code, and the network code
priorities and lists of barred cells (to give the decision criteria if a cell reselection
takes place or not).

To administer this information Adjacent LTE cell (ADJL) object class is introduced to the
system. This information is sent via the SYSTEM INFORMATION TYPE 2quater (SI2q)
message on BCCH to the MS.
Up to eight adjacent LTE cells may be configured per GSM cell.
Priority based cell reselection algorithm is used when LTE neighbors are present in the
cell. The following segment level priority parameters are sent as part of the SI2q
message to the MS when LTE neighbors are present in the cell:

When an LTE neighbor cell exists simultaneously with a WCDMA neighbor cell, the
segment level priority parameter, WCDMA priority, is used to define the absolute priority
of the WCDMA neighbor cells. In this case, the priority parameters for the WCDMA cell
are sent in SI2q message also.

4.1

Functional details
Concept of priority based algorithm
New concept of algorithm that is used in this feature is based on unambigous cell reselection priority order between different radio access technologies (RATs) without predefined offsets. Direct comparison between signal levels of different RATs is no longer
required. Only minimum signal strength criteria of the neighboring cells are considered
for higher priority cells (and also minimum quality criteria in case of the LTE cells).
Following 2 cases can be distinguished:
Case 1:
When there is at least one measured non serving cell with higher priority inter-RAT(radio
access technology) frequency, the MS reselects to the inter-RAT cell with highest
priority among the ones that satisfy the threshold criteria.
The threshold criteria that must be satisfied is
(RSRP - lteAdjCellMinRxLevel) > lteAdjCellReselectUpperThr
where
RSRP is Reference Signal Received Power(RSRP) and it is the Linear average of power
contribution of specific resource elements, that is the ones that carry the cell specific reference signals in the given measurement bandwidth.

lteAdjCellMinRxLevel is Minimum RX level for LTE access


and
lteAdjCellReselectUpperThr is minimum value for cell reselection threshold for adjacent
LTE cell having a higher priority than the serving cell.

Below figure describes the reselection defined in case 1.

Case 2:
This case occurs when there are no measured non-serving cells with higher priority
inter-RAT frquency for which the conditions related to case 1 are satisfied and for the
serving and all measured neighboring GSM cells during time hysteresis, if S_serving <
lteAdjCellReselectLowerThr, where lteAdjCellReselectLowerThr is the minimum value
for cell reselection threshold for the adjacent LTE cell having a lower priority than the
serving cell. time Hysteresis is used define a time hysteresis in priority based cell reselection algorithm in the serving cell.

5.1

Relations to other features


This feature can be used independent of other features.

To perform MS handover from LTE to GSM for speech calls LTE can use SRVCC
handover procedure. Inter-System Handover (ISHO) must be enabled in BSC to support
SRVCC handovers (SRVCC handovers are handled and signalled as inter-system handovers in BSC). After call release these LTE originated mobiles can return back to LTE
through cell reselection procedure of LTE System Information feature.

5.2

Impacts on interfaces
Abis interface
SI2q message in Abis interface is changed to include the LTE related segment level
parameters when the feature license of the feature LTE system information is ON and
there exist LTE adjacent cells in the BSC.
Below segment level parameters are sent as part of SI2q message to the MS when
priority base cell reselection algorithm is used and LTE neighbors are present in the cell:

Low priority threshold
Priority based reselection hysteresis
Time hysteresis

The segment level priority parameter, WCDMA priority, is used to define the absolute
priority of the WCDMA neighbor cells when an LTE neighbor cell exists simultaneously
with a WCDMA neighbor cell. This parameter is also sent in SI2q message.
NetAct interface
NetAct supports the parameters associated with the feature and also license for the
feature.

Impacts on system performance and capacity

Stand-alone Dedicated Control Channel (SDCCH) capacity may be impacted especially at the edge of the LTE coverage (assuming that LTE is given the highest priority)
Number of SDCCH attempts may increase in order to perform Location Update
when the reselection from LTE to 2G takes place. This leads to potential increase in:
1. SDCCH traffic
2. SDCCH blocking

System impacts

The Link Access Protocol for D-channel (LAPD) load may be impacted especially at
the edge of LTE coverage (assuming that LTE is given the highest priority) due to
increase of SDCCH traffic.

Enabling cell reselection from a GSM cell to a LTE cell and


modifying parameters for the priority based cell reselection and/or WCDMA priority
This feature can only be activated when the LTE system information license is installed
in the BSC.

Check the LTE system information feature state. Set the feature state to CONF.

Optimization of the feature by modifying parameters for

The feature usage can be optimized by setting the priority based cell reselection and/or
WCDMA values appropriately.

Modify the new segment level parameters for the priority based cell reselection
algorithm and/or WCDMA priority

Deactivating the LTE system information feature


Deactivate by setting the feature state to OFF or CONF
