Korean trader killed
inside Camp Crame
PHILIPPINE National Police (PNP) Chief Ronald Dela Rosa
said Thursday that South Korean businessman Jee Ickjoo was killed inside the police headquarters in Camp Crame,
Quezon City.
Ick-joo was abducted in his residence in Angeles City
last October 18, 2016.
The PNP Chief said it was based on the statement of
an Anti-Illegal Drugs Group (AIDG) operative who admitted participation in Ick-joos kidnapping.
The witness claimed that he was made to believe by
Senior Police Officer 3 Ricky Sta. Isabel that the operation
against Ick-joo was legitimate as the businessman was involved in illegal drug activities.
Dela Rosa said that after he ordered a manhunt against
Sta. Isabel, his cohorts surrendered to the AIDG director
and told him that Ick-joo was killed inside Camp Crame.
[I am] very angry, very offended and kung pwede
lang matunaw na ako ngayon sa kinalalagyan ko sa hiya. It
happened sa loob ng Crame. Kinuha nila sa [Pampanga]
dinala sa Camp Crame at doon pinatay. Kung pwede lang
matunaw ako ngayon sa hiya. Hiyang-hiya ako, he said.
If I have my way, papatayin ko kayong mga pulis
kayo. But I cannot do that, thats against the law, Dela
Rosa added.
He said Ick-joos remains were cremated in a funeral
parlor in Caloocan City owned by a former police officer
and now barangay chairman.
Dela Rosa said the South Koreans ashes were flushed
down the toilet by one of the funeral parlors employees.
He said this may not be the first time that this group

Duterte tells priests: Use shabu to realize seriousness of drug problem


NUEVA ECIJA President
Rodrigo Duterte slammed
anew on Wednesday the
Catholic Church for opposing his deadly war on
drugs.
In a speech delivered
at the 20th anniversary of
Premiere Medical Center in
Cabanatuan City, the President hit the church for criticizing the rising death toll
of drug personalities since
he assumed the presidency

in July 2016.
Duterte then challenged the priests to use
shabu, in order for them
to realize the seriousness
of drug menace in the country.
The church really
doesnt understand. They
know [the drug problem],
they know that it is worst,
and yet, they said that extrajudicial killing [is not
good], the President said.

So other priests
should use shabu so they
would understand [that the
drug problem worsens]. I
recommend one or two of
the bishops [to use
shabu], he added.
In a report by Agence
France Presse (AFP),
Jerome Secillano, public affairs chief for the Catholic
Bishops Conference of the
Philippines, said that the

Politicians are politicians


LEGISLATORS so far have been true to form in seeking a delay
in the approval of revenue enhancing measures in the tax reform
package with suggestions of either looking for less painful
options or worse, not to implement tax increases at all.
Noynoy, President Rodrigo Dutertes predecessor, made as
his campaign pledge maintaining the tax rate and improving
the efficiency of collections to increase revenues.
Noynoys administration, however, was noted for its focus
on collecting rating upgrades rather than pushing development
resulting in gross underspending and a huge gap between
economic growth and infrastructure development.
Many economists say that had the government anticipated
the growth momentum with an infrastructure buildup in the
past administration, the
gross domestic product
would have zoomed to near
10 percent yearly.
Now, Duterte is playing
catch up and his economic managers estimate that it would cost
around P1 trillion yearly for roads and other civil works to
sustain strong growth for the country.
Dutertes economic managers are relying on the reduction
in taxes on individuals and corporations to further spur
consumer spending that would translate to higher revenues
from the sales tax but these will still be short of the required
funding.
While the popular income and corporate tax reduction
component of the measure are expected to pass this month,
members of Congress are balking at raising the fuel tax which
is a main component of the reform package.
His main critic Sen. Leila de Lima, for instance, said the
proposed increase in the excise tax on fuel should be studied
extensively because the consequences will be carried by the
poorest segment of our society.
For a politician, the word study is a euphemism for
scrapping the idea.
She said the fuel tax hike was not necessary since the Bureau
of Internal Revenue and Bureau of Customs has failed to hit its
targets last year.
Of course, most of last year was still the administration of
Noynoy of which Leila was a part.
Leave all things to our legislators; they will surely react in
measures that will greatly affect them, not as legislators but as
personal politicians for their personal interest.

Death penalty, again?


THE death penalty bill is not likely
to pass, even if the House of
Representatives have enough
numbers to pass this bill on third
reading.
More than likely, the Senate,
with a number of senators against
the death penalty, will either reject
the measure or will simply shelve
it.
The latest word from the Palace,
is that the death penalty bill,

which was earlier claimed to be a


priority legislative measure of
President Duterte, will depend on
Congress, which means, if it passes
muster, it passes. If not, then there
will be no death penalty to be
enacted into law by Congress,
which means the House and the
Senate together.

Collateral damage
CHINAS cynicism is again being
fed by recent events that involve
two of its main preoccupations,
which are Japan and Taiwan.
Foreign Affairs Secretary
Perfecto Yasay said the Philippines
has filed a note verbale, which is a
mild form of diplomatic protest
with China after a United States
think-tank reported that Beijing
appears to have installed antiaircraft and anti-missile weapons
on seven man-made islands in the
disputed South China Sea.
The Center for Strategic and
International Studies report said
anti-aircraft guns and close-in
weapons systems designed to
guard against missile attack were
installed on the islands.
The US think-tank citing new
satellite imagery, added it had been
tracking construction of hexagonal
structures on Fiery Cross, Mischief
and Subi reefs in the disputed
Spratly Islands since June and July.
China has already built militarylength airstrips on these islands.
The build-up is being fueled by
incoming US President Donald
Trumps emerging policy on
Taiwan, the leader of which, Tsai
Ing Wen, frequented the United
States, holding two visits, within
this month.
Media mouthpieces of China
warned Trump that it will take
the gloves off if he keeps
challenging the One-China
policy.
Trump has been issuing
statements mainly on his social
media account that have been
making the Chinese apprehensive
over a Trump presidency.
In one of his posts he asked
why cant he accept a phone call
from the Taiwanese leader when
the US government sells military
hardware to Taiwan.

Earlier, he posted that Tsai


called
him
to
offer
her
congratulations for his poll victory.
China reacted immediately to
the post, warning Trump to honor
the One-China policy in which
Taiwan is considered a province of
the mainland.
Also in an interview with Wall
Street Journal, Trump said the
longstanding policy was up for
negotiation.
Last Saturday, after his latest
comments, the Chinese foreign
ministry warned Trump the OneChina policy was non-negotiable.
The state-owned China Daily
in an editorial Monday noted that
Trump will seldom be given the
benefit of the doubt twice, because
doing the same thing for a third
time shows intent.
Another of Chinas bugbear is
Japan, whose leader, Prime
Minister Shinzo Abe had an
intimate visit with President
Rodrigo Digong Duterte. Abe and
his wife Akie even had a meal in
Digongs house in Davao City,
which was beyond protocol of a
visiting leader.
Chinas state-run news agency
Xinhua said in a commentary that
Abe attempted to enhance his
chummy ties with Rodrigo Duterte,
president of a country who
currently holds the rotating chair
of the Association of Southeast
Asian Nations (Asean) and a
drifting-away US ally by offering

with the issue of pro-life and antilife.
It really has to do with the
penal system that we have in this
country, which is highly punitive
instead of rehabilitative.
Both the detainees and the
convicted prisoners are treated like
animals, which is why it is not a
cause for wonder that these
detainees and convicts, who may
not even had committed criminal
acts before being detained and
convicted, become hardened
criminals too, as they have been
influenced by other criminals.
What is even really inhumane
is the way the detainees are being
treated like convicts and are being
punished by the state despite the
fact that they have not been
convicted at all or their cases are on

The reason for the detainees
long time detention in jails, is the
fact that, for one, many courts,
upon receiving the charges filed
against a person accused, hardly
ever bother to check on whether
there really is probable cause.
Instead, the courts almost
immediately issue arrest warrants,
after the usual arraignment and
pre-trail, the trail proper starts.
It is usual for courts not to grant
bail, or if the charges call for bail,
the courts grant the bail but the

accused may be dirt poor to afford


bail or even a good lawyer.
When it comes to petty crimes
committed by the poor, despite the
grant of bail, the accused can hardly
cough up the bail money and
remain detained for years on end.
In other cases where it states
that the crime is non-bailable, bail
still can be sought as long as the
evidence is weak, yet in many
cases, bail is still denied by the
courts, despite the fact that no
probable cause really exists, or that
the evidence is weak.
In the meantime, those accused
who have been denied bail are
made to suffer for years on end, as
the regional courts take forever to
terminate the cases brought before
the courts and denied bail.
The accused who has been
denied bail is in essence being
punished despite the fact that the
accused is deemed innocent until
proven guilty.
The death penalty, under our
punitive system, will just breed
more criminals.
Instead of drafting a death
penalty law, what Congress should
do is make it easy for the accused,
rich or poor, to get bail. And if the
accused do not appear in court
when their presence is needed, the
best way is to ensure that they can
be tracked easilywhether under
house arrest or freed on bail
through the electronic tracking
system.
Congress should ensure that
detainees and prisoners are
rehabilitated, not punished yet,
until proven guilty.

ISELCO-I gears up for 20 MVA


Substation, Drive-Thru
ANOTHER historical groundbreaking ceremony was held at San Fermin, Cauayan
City on July 13, 2016 in preparation for a new 20 MVA Substation and Drive-Thru
Collection Office.
Given that ISELCO-I is exceedingly committed towards unrelenting improved services for the community, the Board of Directors (BOD) together with the management
has approved the said new project. It is noteworthy to say that ISELCO-I will now
have its second Drive-Thru Collection Office, next to Batal Drive-Thru located at the
city of Santiago which was labeled as the first EC Drive-Thru Collection Office entire
the Philippines.
The new project is in response to the increasing demand of member-consumers as
spurred by the increase in population as well as increase of business establishments
such as malls, rice mills and the like.
Currently, the construction of the substation is ongoing activity and is expected
to be completed until end of this year.
