Dear Sir,

With reference to the above subject we have concluded agreement for Tadepalligudem UGD
Scheme on 26/11/2008 and physically the work was started on 05/02/2009 after laying of foundation
stone on 01/02/2009. But due to several hurdles, the flow of work progress was badly hampered and
interrupted so many times and restarted in different stages.
STAGE-I :( Agreement Period 24 months from 26-11-2008 to 25-11-2010)
During above period the department could not handed over the possession of any kind of land

require for STP, Wet Wells & Lift Stations and could not paid any of the bills timely and the work was
also interrupted for 7 months due to Laila & Jal cyclone from May2010 to Novemeber2010 no work
has been done due to heavy rain fall and due to accumulation of water everywhere in the town and due
to objection of local public representatives. In spite of all above problems the following progress was
achieved by then.

145205.60RMT SWG pipes & 3075 RMT RCC NP3 pipes are procured.
117.675 Kilometers pipe laying is completed against 160.825 Kilometers (73%).
4786 Nos Manholes are completed against 6402 Nos (75%).
House service Connection with Inspection chambers is completed 9791Nos (59%) against
16500Nos (As Per Actual Survey)
5) CC/BT Road Restoration work is completed 5.50KM against 56KM (10%).
STAGE-II :( 1st E.O.T Period 6 months from 25-11-2010 to 25-05-2011)
During above period JAL Cyclone effects were also there up to Decemeber2010 for which work
was interrupted. The department has handed over land only for Lift station No.4 at Zone-III, Sanjeev
Nagar on 31-01-2011 and the land possession for STP, Wet Wells & Lift stations except lift station no.4
were not handed over in this period and the payments of 9 th RA bills submitted on 22-11-2010 also
kept pending due to fund problem and subsequently the same bill was revised to an amount Rs.3.08
crores considering the up to date work done and simultaneously also requested to release 1.50 crores
of Security Deposit amount in lieu of BG of Rs.1.50 crores along with above bill .But due to unavailable
of fund the said bill was kept pending as this project was not a sanctioned project under JNNURM
Scheme. The Execution Authority had neither given any assurance nor shown any interest towards the
pending payment. So there was no other ways with us then to depart our man power and staffs from
the site to reduce the overhead charges. We had demoralized and couldnt progress any work from
17/03/2011 onwards and in this regard we have intimated in advance to the department vide our letter
no. RIL/PH&MED/UGD-TPG/UIDSSMT/J/11, dated 5th March2011. During this period the following
little bit progress was made as we have faced much more financial crisis to progress the work.

0.278 Kilometers pipe laying is completed.


14 Nos Manholes are completed.
House service Connection with Inspection chambers is completed 518Nos
CC/BT Road Restoration work is completed 14.5KM.

STAGE-III :( 2nd E.O.T Period 22 months from 25-05-2011 to 31-03-2013)


In spite of our much effort, after 9 months we have got the 9 th RA Bill payment made on
30-7-2011 with most difficulty and persuasion. After getting payment we had restarted the work from
September2011 and as per the instruction of department only the pending road restoration work was
started .In spite of uncertainty in further funds, we have requested to the department to hand over the
land for wet wells, balance lift stations and STP for which we can also start the laying of Trunk Main and
also other sewer network with HSC and simultaneously road restoration work. But the Dept. had not
handed over any land and objected to start any other components due to uncertainty in land acquisition
and directed us to start only the balance road restoration work and during the progress of CC road
restoration work, we have submitted 10 th RA bill of an amount of Rs 61.17 lakhs on 25 th April 2012 was
kept pending by the department again.
Mean while the Committee-III meeting was held at Hyderabad on 30-5-2012 and decided that
the following components of work has to be completed during the upcoming 10 months up to the E.O.T
period i.e. 31-03-2013.

(1) Commissioning of Zone I, II, III, V & VI including trunk mains


(2) Construction of Wet Well-1 (Zone-II) & 3 (Zone-VI) and Lift station No.4(Zone-III)
(3) Pumping main from Wet Well-1&3 with pump sets & transformers
(4) Road restoration for sewer lines laying
(5) UGD network in balance areas with manholes and rider mains.
It is submitted that in the Committee-III meeting, the department has reviewed the entire
scope of work and directed us not to be taken up the following components of work.

Laying of UGD net work and Lift stations No.5 & 6 in Zone-4.
Construction of wet well No.2 at Pentapaddu (Zone-5)
Construction of STP.
Construction of Lift station No.3 in Zone-1.
Laying of further sewer network in Zone-5.

But the components work decided in the Committee-III meeting on 30/5/2012, which were to be
completed within E.O.T period i.e. 31/3/2013 were not completed again due to the following
unavoidable reasons then.
(a) Due to unavailable of sand as ban imposed by the Honble High Court of A.P, the work was
stopped for 5 months from April2012 to August 2012.So all the field staff and labour team
has gone as the work was not continued at all.
(b) Due to delay in handing over of land as required for wet well No.1 at Zone-2 where old school
building is still exist & Wet well No.3 at Zone-6, was available for construction as informed to
us on 24/8/2012 by the Assistant Engineer. Further it was submitted that the land allotted for
construction of wet well No.3 near STP site at Yagarlapalli is far away from the designed
location and it is on the Bank of a Pond name Komati cheruvu and to connect the Trunk Main
into wet well No.3 from the nearest Manhole there is about 1000 Meters length 4 meter width
a land passage is required to lay trunk mains of 600 MM DIA RCC NP3 pipe line with
Manholes for which we had submitted LP schedule was not acquired by the department so far
and the said agriculture land belongs to private parties also.
(c) Due to delay in payments of 10 th RA bill dated 25/4/2012 paid on November2012 after 8
months and subsequently submitted 11th RA bill on dated 26/2/2013 was also kept pending.
Due to the uncertainty in bill payments repeatedly, we were unable to achieve the targets as
decided in the Committee-III meeting within E.O.T period i.e.31-03-2013. Only the following
progress was achieved during the above said E.O.T period.
(1) Balance UGD Pipe laying not done at all.
(2) Manholes, Pumping stations, Trunk main work not started.
(3) House service Connection with Inspection chambers not taken up as pipe laying not
progressed.
(4) CC/BT Road Restoration work is completed 20.50 KM.
STAGE-IV :( 3rd E.O.T Period 21 months from 31-03-2013 to 31-12-2014)
In spite of our repeated request, department paid only the 11 th RA bill on March2014 after 13
months with most difficulty and persuasion and payment of 12 th RA bill was kept pending
again. After getting 11th RA bill payment we had restarted the work from September2014.
Targeted works were not taken up and completed during this E.O.T period due to the
following main reasons.
(1) Due to delay in payments of 11th RA bill dated 26/2/2013 paid on March2014 after 13
months and subsequently submitted 12 th RA bill on dated 31/05/2013 were also kept
pending again and not paid within this E.O.T period. Due to the uncertainty in bill

payments repeatedly since beginning of the project, we have feared to progress the work
as the payments would held up. We have failed again to achieve the targets as decided in
the Committee-III meeting within E.O.T period i.e.31-12-2014.
(2) Due to Samaikyandhra since August2013, the work is not being progressed also because
of uncertainty in payments as this is a non sanctioned scheme.
(3) Due to Phailin & Helen Cyclones during the month of October2013 to November2013,
the work was not progressed at all.
(4) Due to State separation and General Election 2014 the work was disturbed and financial
matter was more complicated than earlier also.
Despite of all the above reasons, up to date cumulative progress achieved so far is as follows:
(a) Sewer Network laid: 117952.5 RMT out of 160825 RMT along with MH 4800 no out
of 6402 nos.
(b) House service connection completed almost all sewer laid areas 10309 nos against
the total requirement of 16500 nos.
(c) CC Road Restoration completed around: 55.00 KM in all priority roads and balance 7
KM work is in progress.
We got the payments of 12th R/A bill dated 31.05.2013 on 12.03.2015 after 10 months.
STAGE-V :( 4th E.O.T Period 12 months from 31-12-2014 to 31-12-2015)
Presently only CC road restoration work is in progress and an amount of Rs.48.50 Lakhs
(approx) work has already done and 14 th RA bill was submitted in the month of November 2015.Further
work require 55.00 lakhs fund. As a whole we need further funds of Rs.60.00 lakhs to complete the CC
road restoration only.
Hence we request to arrange the payments of the Rs.48.50 lakhs for speedy execution of
remaining road restoration of 7.00 Km length before July 2016. Further we are requesting you to
release the Service Tax amount of Rs. 117.17 Lakhs which was deducted from our work done amount,
which issue is pending since long time.
We further submit for your kind note that the funds flow for this work is badly delayed which
hampered the progress of work. The details of payments is as follows.

In View of the above reasons, we request you to kindly give us further Extension of Time up to
31-07-2016 to complete road restoration work without imposing Liquidated Damages. So, the EOT up
to 31.07.2016 may be sanctioned at an earliest, please.
