AN ORDINANCE SETTING GUIDELINES IN THE NAMING AND RENAMING


OF PUBLIC STREETS, BUILDINGS, BRIDGES, SITIOS AND SIMILAR
PUBLIC PLACES IN THE CITY OF VIGAN
Explanatory Note
WHEREAS, Sec. 13 of Local Government Code provides that the Sanggunian of
component cities and municipalities, may in consultation with the Philippine
Historical Commission, change the name of roads, avenues, boulevards etc.
within its territorial jurisdiction;
WHEREAS, the policy of the City Government of Vigan is to protect and preserve
its historical and cultural importance as one of the historic cities in the
Philippines;
WHEREAS, guidelines, rules and procedures in the changing and naming of
streets, landmarks and other historical monuments as to be institutionalized so
that present and future generations shall be guided accordingly;
NOW THEREFORE, BE IT ORDAINED by the Sanggunian
Vigan, in a session duly assembled to enact:

Section 1. TITLE. This ordinance shall be known as AN ORDINANCE


SETTING GUIDELINES IN THE NAMING AND RENAMING OF PUBLIC
STREETS, BUILDINGS, BRIDGES, SITIOS AND SIMILAR PUBLIC PLACES IN
THE CITY OF VIGAN.
Section 2. SCOPE AND COVERAGE. This ordinance shall apply to all public
streets, structures and places within the territorial jurisdiction of the City of Vigan.
Section 3. IMPLEMENTING BOARD. In the naming or renaming of public
streets, structures and other public places, the City Council shall consult the
National Historical Institute and the Vigan Conservation Council (VCC).
Section 4. GUIDELINES. In the study and coming up of recommendation
relative to application or request for the naming of streets, structures and other
public places, the following guidelines shall be followed:
4.1 Who/ When to name and rename
4.1.1 A barangay cannot name and rename any of the public places;
however it may
recommend to the City Council the
naming/renaming of a street, structure or public place under its
jurisdiction.

4.1.2

A public school or hospital may also make recommendations


however the same shall not be renamed without a school board
resolution in the case of schools or health board resolution in the
case of hospitals.

4.1.3 Newly opened public roads that until now do not bear official names
shall be properly named through the enactment of an ordinance
upon the consultation with the Barangay concerned where the
street is located. Streets with meaningless names or named
indiscriminately may likewise be given official names in like
manner.
4.1.4 Whenever there shall be renaming of public streets, structures and
places, a public hearing shall be conducted in accordance with the
Local Government Code and other similar mandates.

4.2 Naming/Renaming of Persons and Historical Events


4.2.1 Priority shall be given to notable Ilocanos/Bigueos of proven
records of service to the Vigan community who are deserving of
honor as will be shown in their respective historical, cultural and
social data and as will be proven during the deliberations regarding
such proposal or recommendation.
4.2.2 Genuine indigenous and hispanized names of streets, structures
and public places shall always be preserved especially if that name
is unique to the place. Those with no historical or cultural
importance may be replaced.
4.2.3 The use of Ilocano terminology may be encouraged in the naming
and renaming of streets, structures and public places. Spanish
words can be used to substitute words like streets and other
similar words.
4.2.4 The proposed names must be short and simple. In cases where the
initials are the same with other prominent personages, the full
name of the person intended to be honored shall be specified.
4.2.5 Names of religious personalities identified with a national religious
movement or congregation may be recommended.
4.2.6 All recommendations in the naming and renaming of public streets,
buildings, sitios and other structures shall be forwarded to the
Sangguniang Panlungsod for approval.
Section 5. PROHIBITIONS. In the naming of public streets and other public
places, the following shall be prohibited:
5.1 No public streets or places can be renamed if the original name was
created by an Act of Congress or by a Proclamation of the Philippine
President.

5.2 No public street, structure or a public place shall be named in honor of a


living person.
5.3 No public street, structures and other public places shall be renamed if its
present name has attained a degree of historical association and
developed an importance of its own.
5.4 No public place shall be named or renamed when questionable propriety
might arise from the said act.
Section 6. The name of streets, structures and other public places prior to the
approval of this ordinance shall be retained unless changed by the Sangguniang
Panlungsod.
Section 7. REPEALING CLAUSE. All ordinances, rules and regulations, orders
and similar mandates inconsistent with this ordinance are hereby repealed.
Section 8. EFFECTIVITY. This ordinance shall take effect upon its approval.
