Rightlhis minute SCIENTOLOGY organizations around the world are being

How is this being done-??
Simple!!! SCIENTOLOGY organizations
are run by LRHs target series technology
Specific programs, meaning a series of
targets assigning responsibility to designated staff members for the accomplishment of certain obiectives. are
loaded into the TNT system.
Then with the SCIENTOLOGY manager
or executive at the helm of the computer, a n d directing the computer, the
TNI system will start to RUN that program, and will demand execution of
the targets a n d will stick to it until it has

For instance, to give you an idea ot

SCIENTOLOGY management organization, here is a success story from o
SCIENTOLOGY manager who uses it to
run programs on SCIENTOLOGY organizations all over the world to get these
organizations to send out their monthly
magazines to their public-.

The successes m using the TNT system have been in having enough persistence to eventually break through the
most difficult situations and get these
orgs to send out their magazines.

Something new was added to the world


with the MULTIPLE VIEWPOINT DATA
SYSTEM.

The Evaluation is published at once.


It is passed over to Operations.
Here the program is activated by persons representing that org's area.

Operations in any business or air torce


or Navy heretofore hasalways been a single
viewpoint system.

WHAT DATA?

There was the General manager in


Poughkeepsie. There were the branch offices all over the US.

What an org sees where it is is sent to


Flag via the FOLO.

There on the wall is a map. Pins for


each branch office, a BIG pin as the main
office in Poughkeepsie. Ribbons leading
from each branch office to the main office.

An org owes Flag certain standard reports - HCO Weekly Report, Staff Lists,
Ethics Orders, Personnel Orders, OODs,
Org Rudiments, Dissem Weekly Report,
etc. etc.

And there's the GM looking out at these


branch offices.
He hears something on the phone or
the janitor about Torgueville. He sees this
situation as it looks from Poughkeepsie.
And he issues his snap orders.
And the Company struggles along
somehow.
Any general sitting on a hill looking at
the strung out battle used that same motheaten system.
Every major company, every air force
uses it. Been traditional since there were
main offices or headquarters.
And orders can get pretty unreal.
So what's changed? What's this new
system?
Well, you see everything from the
BRANCH OFFICE! You don't see it from
HQ.
You have to be as pan-determined as
daylight to even conceive of such a system.
For it's a true OT System.

Well it doesn't. The rest of the idea


was how it could be simple.
The key is FILES.
Every org in the world has a file for
each month in the Data Files.
As the data pours in from that org telexes, staff reports, MO reports, finance
reports, surveys, personnel records, observations, any and all data it goes BANG
at once into that Org's file for the month.
All in a folder for that org lor that
month.
And there's that org, not only current,
but for each month exactly for years back.
As fast as they've been filed they are
worked. In other words read and acknowledged. Queries are handled.
EVALUATION

Every situation is viewed from the viewpoint of the branch office, or the regiment on
the firing line or the squadron in the sky.

Don't forget, we have the Data Series, the tools of analysis. These are
fantastic in the hands of experts.

It takes a pretty humble or pretty OT HQ


to say "We don't have a viewpoint. We are
not important as a viewpoint. The only viewpoint that's important is that ot the man on
the firing line, the squadron leader in the
sky, the colonel actually engaged in battle."

The Staff Captain spots what orgs


and areas need evaluation.

So that's a Multiple Viewpoint System!


It's newerthan nuclear physics and an awful
lot more valuable!
3IMPLICI-Y
You'd think it would take house size
computers to handle such a concept.

These evaluations are assigned to


Staff Officers.
These take it over, look at the overall
stats of an org, find where it did well and
what months those were and pulls those
Data Folders. The high stat scene is examined, analyzed.
The current scene folder of that org is
then studied and counted for outpoints
and pluspoints and the general situation is
viewed as though one were in that org.

The presence or absence of these reports is a big factor. That such reports are
not received at all counts heavily against an
org. Lots of PR (public relations brags)
without foundation in fact shows up at once.
The reports cross check each other. Any
effort to "prevent Flag from knowing" or
orders "not to send it to Flag" show up very
soon. In any event, the reports when given
an expert's eye, talk. One is right there.
In a very few hours or days an expert
Evaluator knows more aboutthe org than its
own ED or C/O!
Some EDs and C/Os have come to
Flag not believing that and have shortly
said, "Hey, you know more about my org
than I do!!"
Well, it's true. And the reason is simple.
Flag doesn't handle the daily routine of the
org. The ED or C/O is hit all day long with
noise. He gets little chance to really view the
scene.
An OT look at the org is from above it
and outside it. The observer is not being hit
by the noise. So he gets a broader view.
And back of it all are the Data Files.
So something new has happened.
Something good.
Real good.

The Flag Data Files are computerized. Now, on


a computer terminal, a Sea Org Executive can see
your Weekly Reports, your out-tech Reports, your
Situation Alerts as well as any other data you have
sent to the Data Files and take fast, accurate, onpolicy action.
The Data Files contain the ongoing observations
of what is occurring and what has occurred in your
org for years. The Data Files also provide the data
for the Flag planning necessary to expand your production.

Admin Know-How Series 25 contains the steps


of a Cycle of Management:
1. Observation
2. Planning
3. Communicating
4. Supervision
5. Production
6. Users.

...it arrives at the Central Computer Bank and is


given prompt attention.

The data flowing into the Data Files begins with


you, the individual staff member. It is predominantly
your reports which make up the Data Files.
You can greatly assist management to build
your org and boom the stats. Wear your staff
member hat fully and report standardly through the
Flag Network what is going on in your area.
"With every staff member wearing his hat and
doing his job, there is no reason whatever
that your org could not be as big and
busy as old Saint Hill at its peak!"

"The key is FILES.


"Every org in the world has a file for each month in
the Data Files.
"As the data pours in from that org - telexes, staff
reports, MO reports, finance reports, surveys, personnel
records, observations, any and all data it goes BANG at
once into that Org's file for the month."

Once received, your report is sent to the Scanning


Section...

...where it is
"scanned" into the
computer with state of
the art equipment. Your
report shows up on the
computer screen once it
has been scanned in.
"Scanning" means
simply that a machine,
much like a
photocopier, takes an
exact image of the
document and keeps it in the computer's memory banks.
The amount of data contained in the Flag Data Files is enormous.
Without the computer, it would take 165 filing cabinets to store the
amount of documents sent to the Data Files each year.
In order to computerize that amount of data and have it easily
accessible, a new type of computer system had to be designed by
experts.

Your report is stored on a computer which


has been developed, is operated and maintained
by a team ot highly trained INCOMM computer
network technicians which was formed up
specifically to handle the computerization ol Data
Files.

The Microwave Link


Before computerization, executives had to refer to
paper reports which could only be looked at in one
location at a time. The computer permits documents to be
transported electronically and used in multiple locations
simultaneously.
The INCOMM computer network is using a communications technology called microwave, which is a very highspeed radio signal, beamed from a sending station to a
receiving station. This is the same technology used by
major international companies to transmit their data
around the world.

The heart of this new system is a network


of computers into wnich ne data is fed. This
network, makes the task of getting the necessary data very rapid and efficient. The computer
system uses a new laser technology which
stores its information by means of a laser beam
on an optical disk. The disk is much like those
in a compact disk player but each of these
disks can hold 40,000 pages of information or
pictures.
Millions of documents are available in the
Central Computer Bank and each page is duplicated EXACTLY. The computer stores typed
documents, hand-written documents, even photographs! Currently, INCOMM operates one of
the largest and most sophisticated DATA
SCANNING AND RETRIEVAL computers in the
world.
"VALID ANSWERS MAY ONLY BE
ATTAINED IN USING VALID DATA."

Once the data is in the Central Computer Bank, it is


then available to senior executives and evaluators. The
data can be transported rapidly by telephone lines or
microwave. This speed means that more work can get
done much faster and many people can review the data
simultaneously. The Multiple Viewpoint system, described
in Flag Bureaux Data Letter 192R, THE DATA FILES, is
greatly enhanced by this new system.
Evaluators receive the data sent from INCOMM using
advanced, high-speed microwave equipment. This can cut
down the time of transporting the data in the files from up
to several days down to several seconds.
"The datum here is that power is proportional to the
speed of particle flow. This is the real secret behind the
prosperity which can arise in connection with a computer
operation."

In order for an Evalualor to compile all the data (or an eval


of your org, he must carefully search through all the data for
many months of your org's operation. Thanks to the new Computerized Data Files, this can be done very quickly, often in
hours. This means faster evals and more assistance to you to
get your org booming.
An evalualor can now hit a few keys on the computer and
have the exact reports appear directly on the computer screen.
By analyzing the statistics related to the area under review, the
evaluator can tell exactly what is going on inside the org, can
see why the org is not booming and handle that and can handle
blocks and barriers to production.
"In a very few hours or days an expert Evaluator knows
more about the org than its own ED or C/OI
"Some EDs and C/Os have come to Flag not believing that

For example, if you send in a Weekly Report which mentions a high inflow of new public routing onto new Div 6 services
and resulting in highest ever Gl for Ihe week, your report would
be INDEXED to reflect all of the vital points covered in that
report.
Later, when an Evaluator or Executive is looking for documents related to: 1) Gross Income or 2) Influx of new public or 3)
Dept. 17, Div 6 Services, this document would be among the
documents offered by the Computer for viewing.
The computer displays the document exactly the way you
sent it. Even your hand-written notes appear as clearly as you
wrote them.
"Data is vital to evaluation."

"The power ot an organization is directly proportional to its


speed of particle flow {letters, despatches, telexes, bodies).

The computerized Data Files system really speeds up


evaluation and has a great polential for increasing it even more.
The data that goes into the computerized Data Files is very
rapidly accessible due to the system of categorization which
makes it very easy to retrieve. One can quickly narrow down on
the area that one is investigating or evaluating which saves a lot
of time and really speeds up the particle flow. The other thing
about this new system is that I can see at a glance whether an
org is sending in the required reports to the Dala Files or not.

Access to millions of documents is made fast and smooth by


the computer. Each document can be filed in the computer's
memory under many different subjects and then found later
under any of those categories.

By using this new computerized Data Files system in the


Central Computer Bank, we can get evals done much faster and
they will be very accurate because all the data will be accessible
and more easily available. The orgs will therefore boom faster. It
is vital, however, that org staff members send us not only their
Weekly Reports, but everything they feel thai Flag should know
about what is going on in their org.

Use of this system will make org data rapidly available to


evaluators who then can ensure the org gets accurate programs
to handle blocks and barriers to production and assist in
expanding the org to St. Hill size!

the current scene in your org. Here's how:
1. Write thorough Weekly Reports which communicate as
much data as you can about what is going on in your org. Make
your reports neat and legible so they are usable when put into
the computer.

be stressed enough.
The INCOMM Computer Network has now provided Senior
executives an excellent and workable way to quickly and
accurately view all the data you can send to Flag and use that
data to assist your org to prosper. Management relies on your
reports in order to write the programs that will handle the exact
areas of the org which need handling now to expand your org.

acting responsibly and so it intervenes.
"And where an org is starting to soar Flag wants to know why so it can continue.
"And back of it all are the Data Files.
"So something new has happened.
"Something good.
"Real good.
"The five orgs Flag is directly handling with Flag Missionaires get their orders from Flag's
data files!
"And those orgs are S-O-A-R-l-N-G right back toward their 71 boom peaks!"
