CHAPTER I

INTRODUCTION
This chapter presents the background of the study, the statement of the
problem, the significance of the study and the scope and delimitation of the
study.
Background of the Study
The manner of acceptance by the administrators, teachers, personnel and
internal stakeholders on the school management cannot be excluded by the
education planners in the execution of all its implementations. The way they will
behave can greatly affect the efficiency and effectiveness of every administrative
system. Through times, ordinates as to how employees attitude towards work
and organizational undertakings are being studied to find ways to enliven
organizational values.
Value statements, vision and missions are being forged to heighten the
drive of every individual in the school to participate actively in school activities
and serve as asset in the human resource. At this point, every education
institutions are faced with the challenge to make their employees more dynamic
by manipulating changing behaviors that will sink in to employee participations
and acceptance to the school setting including on how they will grow with the
school and their plans of staying with over a long period of time (Everard: 201,
2014).
The researcher , being an administrator for __ years, have observed the
same situation as Cronwell (27:2013) stated that school management has less

instinct of managing others which makes it lesser reliable under certain


circumstances due to the fact that individual differ in their ways and level of
acceptance in the school situation. It is somehow being rationalized by most
school managers that the issues are of colleagues and subordinates causes
where in fact, the school values has something big to do with it over the period of
time.
On the onset, the stakeholders engagement can be a great tool in
pacifying internal organizational values where school personnel would set aside
their dissimilar interest if the school development through the great participation
of the outside sources are tapped (Dash and Dash: 2010). These outside
sources from the stakeholders was proved to pave way to further enhanced the
services of the school to benefit the great clients which is the students in
attaining the goals and objectives of the school which is quality of education.
The need to improve the skill of the school administrators in contracting
the organizational values of every individual players in the school and enabling
capacity to build the confidence of the stakeholders is a turnout challenge that
may lead to a better organizational formation or may build walls against the
personnel and administrative people. In this light, it is in the hands of the
administrators that development must be contained in the heart and mind of the
personnel of the school while having the stakeholders maintain the image that
the school is doing well for the job of educating the students. (Desiderio: 2013)

In an Office Memorandum dated June 15, 2013, Dr. Rizalino D. Rivera,


Undersecretary for Regional Operations of Department of Education, expressed
that:
Recognizing the need to achieve and sustain quality in education and
foster a culture of excellence and continuous improvement in basic
education in the country, the Department is implementing the Continuous
Improvement towards Learner Excellence (CITLE) program. The
Program seeks to institute quality and continuous improvement in model
schools division and public schools as part of the implementation of the
Enhanced Basic Education popularly known as K to 12 Basic Education
Program.
As cited above, the researcher was bound to study how the school values
towards excellent education and linkages of the school from the stakeholders
involvement greatly affect the improvement of the school in instituting education
for the students. In this way, the school administrators, and even teachers and
personnel, may be guided by a development agenda which will be the strategic
path of the school in its aim for a better service to the students and be able to
meet what the clients are expected out of them.
The researcher took also into account the importance of leading teachers
in maintaining the good values of the school. Being a part of the internal
stakeholders, teachers are the prime movers in the delivery of knowledge, skills
and values to the learners, thus, must be taken into account in the study.
Effective teachers give rise to quality students therefore teaching must be of
highest standard as schools strive to be prime contributor to the countrys growth

and development. Teachers should be highly motivated and satisfied with their
job to continuously contribute to the success of the educative process.
As a school head, the researcher undertakes intensive supervision,
monitoring and evaluation to ensure that the teaching process is effectively
delivered by the teachers to the students through class observations, motivation,
pursuing professional growth by enrolling in graduate studies and attendance to
trainings and seminars for further professional and personal development which
is of importance in improving administrative capability in managing the school
setting.
Statement of the Problem
This study attempted to find out the organizational values and
stakeholders engagement towards developing a school development agenda of
Taytay United Methodist Christian School, Inc.
More specifically, it will seek answers to the following questions:
1. What is the perception of the teachers and the school heads on the
organizational values of the Taytay United Methodist Christian School, Inc in
terms of the following traits?
a. Administrative plans and implementations
b. Student services execution
c. Facilities and resources
d. Human resources development

2. What is the extent of stakeholders engagement as perceived by the two groups


of respondents in terms of the following concerns?
a. School Status or Accreditation
b. Student Improvement
c. Resources capability building
d. Administrative operations
3. Is there a significant relationship between the perception of the teachers and the
school heads on the organizational values of the school and stakeholders
engagement?
4. What school development agenda may be proposed by the researcher based on
the result of the study?
Significance of the Study
This study will give utmost significance to the educational system because
of the benefits that it could offer to the different stakeholders who are presented
as follows:
Taytay United Methodist Christian School, Inc, the study will help them to
improve the implementation of school development through the framework of the
proposed development agenda which will be a guide in attaining their aim for
education.
To the School Heads, the result may be significant to them in identifying
what are actually the points that may lead to a better organizational values.

These values may be a ground for change in administrative concerns and


implementations so as to meet the demands of a better leadership capability.
To the Teachers, the findings of this study may help them to become more
aware that they are important in the development of the school and how they see
the school as a place to stay with and grow with the help of different
administrative mechanism for their professional growth and development.
To the students, this study may lead to the understanding of the school
heads improvement strategies which are done for the development of the school
and enhance the factors that affect their achievement in different learning areas.
To the community and stakeholders, through this study, it will also be
benefited in a way that understanding the school heads administrative concerns
can make them realize that school establishment is not easy and their help can
be a contributing factor in making the school a better learning tool for the
students.
To the future researchers, this study could serve as a guide in conducting
parallel studies in their respective schools using other variables not included
herein.
Scope and Delimitation
This study covered only Administrative plans and implementations,
Student services execution, Facilities and resources, and Human resources
development as variables for organizational values while School Status or

Accreditation,

Student

Improvement,

Resources capability building,

and

Administrative operations as variables for stakeholders engagement.


The study will only be conducted at Taytay United Methodist Christian
School, Inc with ___ teachers and ___ school heads for the School Year 20142015.
The result of the study will pave the way of developing a school
development agenda which will serve as guiding principle of the school in
improving its quality in educating students.
