Indonesia Forest Investment Program (FIP)


Promoting Sustainable Community-Based Natural Resource Management and
Institutional Development Project
Individual Consultant Technical Expert for Knowledge Management and Information
System

1. Background
The Forest Investment Program (FIP) a targeted program of the Strategic Climate Fund (SCF)
under the Climate Investment Fund (CIF) provides funding to support developing country efforts
to reduce deforestation and forest degradation and promote sustainable forest management that
leads to emissions reductions and enhancement of forest carbon stocks (REDD+). FIP
Investment Plan for Indonesia was endorsed during FIP Sub Committee meeting in 2012 with a
total funding of USD 70 million administered by the Multilateral Development Banks (MDBs),
which consists of USD 37.5 million grants channeled through Asian Development Bank (ADB)
and the World Bank (WB) and USD 32.5 million in concession credit through International
Finance Corporation (IFC). The Ministry of Environment and Forestry (MoEF) serves as the lead
agency of the Government of Indonesia (GoI) work in close cooperation with the MDBs in
designing and implementing the projects.
The World Bank supported and DANIDA cofinanced project under the FIP program - Promoting
Sustainable Community-Based Natural Resource Management and Institutional Development
Project, known as FIP Project 2 with total allocation for project implementation of about USD
22.42 million, is designed to supports the roll out of a national government program on
operationalizing decentralized units - Kesatuan Pengelolaan Hutan (known as KPH) - for forest
landscape management. The objective of the KPH program is to help govern and manage all
forest areas and functions at the local level. KPHs are to work closely with provincial and district
governments and local communities to implement sustainable forest management. The project
will be implemented in the period of 2016 - 2021.
2. Objectives of the Project
The long term goals of the FIP Project 2 are to support government efforts to improve forest and
land governance, implement sustainable forest management, by strengthening institutional and
local capacity for decentralized forest management and generation of improved forest-based
livelihoods in targeted areas. Using grant funding, the Government will address the regulatory
obstacles, capacity needs, and community engagement, all of which are necessary for improving
the decentralized management of forests. The project will help create an enabling environment
and generate insight and lessons for scaling up the operationalization of KPHs.
The project development objective of the project is to strengthen institutional and local capacity
for decentralized forest management and generate improved forest-based livelihoods in targeted
areas. The project has an agreed set of results and targets it needs to achieve.
The FIP Project 2 has three main components in addition to project management, monitoring and

evaluation:
Component 1: Strengthening legislation, policy, and institutional capacity for decentralized
forest management. This component i) augments the subnational ownership and commitment to
the KPH program, (ii) assists with drafting revisions and amendments of forest sector regulations
and SOPs that clarify roles and functions, implementation requirements, and means to achieve
sustainable financing, (iii) builds institutional partnerships and capacity among key government
entities. It will involve two subcomponents:
o Subcomponent 1.1: Forest policy and legislation development, revision and amendment:
o Subcomponent 1.2: Institutional development and capacity building
Component 2: Developing the Knowledge Platform. This component makes accessible a
consistent set of supporting information that can be integrated into existing planning and
implementation efforts; builds capacity in a cost-effective manner that reaches staff in the KPHs
and practitioners, and establishes an effective modern knowledge platform that facilitates
information and data sharing, access and use of user friendly outputs, and knowledge exchange
among practitioners. This component will include two subcomponents:
o Subcomponent 2.1: Knowledge Management and Information System
o Subcomponent 2.2: Capacity-building and knowledge exchange
Component 3: Improving forest management practices. This component supports up to 10
KPH in becoming fully operational. The subcomponent will provide technical assistance and
modest investments that would enable local communities to benefit from their natural assets.
This support will complement the funding KPHs are receiving for operationalization from the
national and subnational budgets. The activities will involve working with Adat and local
communities. There are three subcomponents:
o Subcomponent 3.1: Advance KPH operationalization
o Subcomponent 3.2: Community empowerment in up to 10 KPH areas
o Subcomponent 3.3: KPH-based knowledge exchange centers
Component 4: Project Management, Monitoring and Reporting, and Program
Coordination. This component will support project management and oversight, and
implementation of the project monitoring and reporting system. Associated with this component
is the M&E system which will measure progress on the project targets and results and on the
overall FIP programs carbon benefit target. In addition, funds within this component will cover
some of the costs associated with the FIP Program Coordination Unit (PCU).

Objective of the assignment

The MoEF will utilize individual consultants to provide technical support for project
implementation and institutional support. One of the positions required to support the smooth
project implementation is a Project Implementation and Institutional Support Technical Expert.
As part of Component 2 Developing the Knowledge Platform, establishment and
operationalization of the Knowledge Management and Information System will be carried out.

The assignment of the Technical Expert is to assist the Implementing Agency responsible for the
KMIS (Pustadin) to implement activities associated with component 2 in a manner that achieves
the objectives of the component and the project (as noted in the indicators and targets specified
in the results framework).
The primary roles and responsibilities of the Technical Expert for Knowledge Management and
Information System will be to support the setting up the platform and network for effective
operationalization of the Knowledge Management and Information System (KMIS).
4. Scope of Works
The specific scope of works of the Technical Expert for Knowledge Management and
Information System will include, but not limited to:
- Preparing relevant procurement documents request for expression of interest, and request
for proposals and terms of reference for key consultancies associated with the development
of the KMIS. This will include, but is not be limited to, documents to assist with the
procurement of:
o KMIS development consultancy
- Oversee the data collection, database development and website development and
maintenance
- Oversee the development of mobile apps by the KMIS consultancy to facilitate the access
to the KMIS, the development of portals and the selection and digitization of relevant data
for the KMIS
- Develop the specifications for the goods and services to be purchased to establish the
KMIS and associated network (including goods related to the KMIS for KPHs) such as
KMIS development equipment and KMIS broadband services
- Develop specifications for electronic equipment needed for KPHs. This would be done in
coordination with the team responsible for Component 3
- Oversee the computer and office automation at KPH level
- Assist to integrate the KPH computer network with the network in MOEF
- Work with the consultant focused on Monitoring and Evaluation (M&E) to ensure that the
M&E system is effective and accessible via the KMIS
- Work with consultant focused on Grievance Redress to ensure the Grievance Redress
Mechanism is effective and accessible via the KMIS
- Work with technical expert supporting Pusdiklat to develop the appropriate training
materials on using the KMIS and training workshop on database and information systems
in the KPHs selected to be knowledge centers
- Work with the Consultant for Capacity Building and Pusdiklat to ensure appropriate access
to training materials made available on the KMIS
- Prepare inputs to annual workplans for the PMU and to reporting requirements for the
project.
5. Expected Outputs
- The relevant outputs from the Experts scope of works as described above shall form part
of the monthly report as requirement for compensation payment.

6. Working and Reporting Requirements


The Technical Specialist will work under the supervision of the National Project Manager in
Project Management Unit (PMU) and in close coordination with the other consultants in the
PMU. The Technical Expert will work closely with Pusdatin staff assigned to the project and
assist the agency in all necessary activities related specifically to this project. The Technical
Expert will work also with the subnational Supporting Unit (SU) as needed.
Written report of the Technical Specialist is submitted in a regular basis with a standard report
format, in English and Bahasa Indonesia.
7. Expected Duration and Location
The assignment is initially for twelve months per year, in five year time project period and
annual evaluation will be performed. The assignment is expected to start as soon as possible.
S/he will be based in Jakarta, with potential travel to selected KPH, as needed.
8. Qualification Requirements
The minimum qualifications of candidates are as follows:
- Master degree in any relevant discipline
- 10 years of experience in the fields of data management and data systems
- Familiarity with the data management systems that is used by MOEF
- Knowledge and experience with augmenting access to information in a manner that is in
compliance with legal and regulatory requirements on knowledge systems
- Knowledge of current data management platforms and portals, and familiarity of ways to
integrated different data management platforms
- Ability to develop and design portals that are tailored for specific uses and users
- Track record of dealing effectively with external and internal clients;
- Demonstrated ability to work in a team and manage junior individuals who are working on
specific elements of the project, and ability to ensure the team delivers in a timely manner
- Demonstrated ability to work independently with limited supervision, and achieving results
with agreed upon objectives and deadlines
- Strong client orientation with commitment to results on the ground
- Ability to communicate on technical matters in English
- Strong Bahasa Indonesia communication skills, both written and oral
- Competent in the use of computers and standard computer software and applications,
email/internet
- Ability to operate other information management/database software is highly desirable
- Ability to work with government project administrative scheme (planning, mechanism,
budgeting, procurement, reporting, etc)
