CALL TO ORDER: Board Chair Evelyn Wilson welcomed everyone in attendance. The
meeting was called to order.
The SouthWest Edgecombe High School AF-JROTC Color Guard presented the Colors. The
Board led the Pledge of Allegiance to the Flag.
Board Chair Evelyn S. Wilson thanked the SouthWest Edgecombe High School AF-JROTC for
their presentation of the colors.
RECOGNITIONS: Community & Communications Coordinator Susan Hoke recognized Mrs.
Wanda ONeal, 6th Grade Teacher at South Edgecombe Middle School, as the Employee of the
Month.
Community & Communications Coordinator Susan Hoke recognized Haley Driver, 5th grader at
Stocks Elementary and Autumn Jackson, 11th grader at SWEH as the winners of the school
systems Holiday Card Art Contest. The students were presented with certificates.
Community & Communications Coordinator Susan Hoke recognized the following schools for
being awarded Positive Behavior Intervention & Support (PBIS) recognition. The three Bs of
PBIS Be Prepared, Be Responsible, and Be Respectful.
Community & Communications Coordinator Susan Hoke recognized Ms. Josephine Macon,
Speech Teacher of Coker-Wimberly Elementary, Phillips Middle and North Edgecombe High
Schools, as the EC Teacher of Excellence. Mrs. Macon received this honorary recognition at the
State EC Conference in Greensboro in November.
Stocks Elementary School scholars provided a presentation to the Board Literacy Kick Off.
The presentation previewed the following list of literacy programs that are working and are great
ways to increase literacy at Stocks Elementary: Flashlight Friday, Buddy Reading, Mystery
Reading, Character Costume Days, WIG Notebook, and Guest Reader. Principal Lois Glass
invited the Board members to visit the school and sign up to be a Guest Reader.
Reverend Richard Joyner shared with the Board information about the Conetoe Family Life
Center Bee Bus project. The Bee Bus project is a recycled school bus-turned-honey beehive that will help ensure better crop cultivation. The children have managed the project from the
start learning the science behind building hives, painting the bus to attract the bees back, and
harvesting honey to sell at Farmers Markets around the region. The Conetoe Family Life Center,
was established in 2007 and the mission is to improve the health of the youth and community by
increasing access to healthy foods, increasing physical activities and providing access to health
services. The goal is to change the poverty cycle in families through improving the resources
available to families, specifically children. Through community supported agriculture (CSA),
the children learn how to grow and harvest vegetables and honey. Sales proceeds are invested in
the farm, youth health programs and after-school education. The children distributed jars of
honey from the Bee Bus to the Board. Rev. Joyner informed the Board that several of the
students are going to the White House next week to help First Lady Michelle Obama in her
garden located on the White House lawn. Rev. Joyner thanked the Board, Superintendent John
Farrelly, Principals, and Child Nutrition for their support allowing them to work on the school
campuses.
Board Member Olga Dickens arrived at the meeting.
Superintendent John Farrelly informed the Board of his approval of the following fundraisers
that occurred between board meetings:
Bulluck Elementary PTO Fundraiser to Sell Raffle Tickets for $1 each on November 21
December 4, 2016 and Hold the Drawing on December 13, 2016 at the PTO and Student
Performance Meeting
Carver Elementary PTO Fundraiser with the Town of Pinetops to Sell Wristbands for $15 each
for the Pinetops Christmas Festival on November 28 December 2, 2016
Carver Elementary Fundraiser to Sell Santa Grams for $1 each on December 5 16, 2016
EECHS Fundraiser with Williams Plant Farm to Sell Poinsettias for $15 each on December 5

COMMITTEE REPORTS: Policy Committee: A motion was made by Vice Chair Ann Kent to
waive the 2nd Reading and adopt policy 3565/8307 Title I Program Comparability of Services, as
presented. The motion was seconded by Member Evelyn Johnson and, with a unanimous vote,
approved by the Board.
CONSENT ITEMS: Superintendent John Farrelly requested Board approval of Field Trip
consent items as presented.

A motion was made by Vice Chair Ann Kent to approve the field trip items, as presented. The
motion was seconded by Member Marva G. Scott and, with a unanimous vote, approved by the
Board.
Superintendent John Farrelly requested Board approval of Fundraiser consent items as presented.
A motion was made by Vice Chair Ann Kent to approve fundraiser items, as presented. The
motion was seconded by Member Raymond Privott and, with a unanimous vote, approved by the
Board.
ITEMS FOR ACTION: A motion was made by Member Evelyn Johnson to approve the MOU
and Agreement between NC Dental Health Fund and Edgecombe County Public Schools, as
presented. The motion was seconded by Member Marva G. Scott and, with a unanimous vote,
approved by the Board.
A motion was made by Vice Chair Ann Kent to approve the Audit Report for Fiscal Year 20152016, as presented. The motion was seconded by Member Evelyn Johnson and, with a
unanimous vote, approved by the Board.
A motion was made by Vice Chair Ann Kent to approve the Faustino Briceno Using the
Lunchroom Facility at North Edgecombe High School on Saturday, January 14, 2017, from 3:00
p.m. 10:00 p.m. Requires approval due to the event exceeding the limited six (6) hours and
using the facility past 9:00 p.m. - Policy #5030 Community Use of Facilities, as presented. The
motion was seconded by Member Marva G. Scott and, with a unanimous vote, approved by the
Board.
CLOSED SESSION: A motion was made by Vice Chair Ann Kent under the North Carolina
Open Meetings Law, Sections 143-318.11 (a) (1), (a) (3), (a) (6) and (a) (8), to go into Closed
Session to consider personnel matters, to consult with the attorney to preserve attorney-client
privileged information, to prevent the disclosure of student records rendered confidential under
the Family Educational Rights and Privacy Act, 20 U.S.C. 1232g, and the disclosure of
personnel records rendered confidential under G.S. 115C-319 through 321, and to consider the
school safety components of school improvement plans. The motion was seconded by Member
Marva G. Scott and, with a unanimous vote, approved by the Board.
OPEN SESSION: A motion was made by Vice Chair Ann Kent to approve personnel
management, as presented. The motion was seconded by Member Raymond Privott and, with a
unanimous vote, approved by the Board.
A motion was made by Vice Chair Ann Kent to approve the closed session minutes dated
November 14, 2016, as presented. The motion was seconded by Member Evelyn Johnson and,
with a unanimous vote, approved by the Board.
