The National Economic and Development Authority is the countrys premier socioeconomic planning body, highly regarded as the
authority in macroeconomic forecasting and policy analysis and research. It provides high-level advice to policymakers in Congress
and the Executive Branch. Its key responsibilities include:

Coordination of such activities as the formulation of policies, plans and programs to efficiently set the broad parameters for
national and sub-national (area-wide, regional and local development);
Review, evaluation, and monitoring of infrastructure projects identified under the Comprehensive and Integrated
Infrastructure Program (CIIP) consistent with the governments thrust of increasing investment spending for the growing
demand on quality infrastructure facilities; and
Undertaking of short-term policy reviews to provide critical analyses of development issues and policy alternatives to
decision-makers.

NEDA HISTORY
On November 15, 1935, the Commonwealth of the Philippines was inaugurated with Manuel L. Quezon as President, Sergio Osmea
as Vice President, and a unicameral National Assembly as the Legislature. One of the first acts of the President Manuel L. Quezon
was to call for a special session of Congress to enact certain laws needed by the government. The law enacted was to create the Armed
Forces of the Philippines by virtue of Commonwealth Act No. 1. The second was to create an advisory body for economic concerns of
the Philippines. Commonwealth Act. No. 2, enacted on December 23, 1935, created the National Economic Council, which was
tasked with advising the government on economic and financial matters, and formulate an economic program based on national
independence. The president was authorized to appoint its respective members with the consent of the Commission on Appointments
of the National Assembly.
The year following its creation, the National Economic Council was organized on February 14, 1936, as President Quezon said in his
Second State of the Nation address. The inaugural members were the Secretary of Finance (who served as Chairman), the Secretary of
Agriculture and Commerce, the Chairman of the Board of Directors of the Philippine National Bank, the President of the National
Development Company, the President of the Manila Railroad Company, Mr. Joaquin M. Elizalde, Hon. R.J. Fernandez, Mr.
Wenceslao Trinidad, Mr. Vicente Madrigal, Hon. Francisco Varona, Mr. Ramon Soriano, Hon. Vicente Singson Encarnacion, Hon.
Rafael R. Alunan and Hon. Manuel Roxas.

The council was organized into eight committees: (1) Committee on agriculture and natural resources, (2) industry, (3) foreign trade
and tariff, (4) domestic trade, (5) transportation and communication, (6) taxation, (7) labor and immigration, and (8) banking and
finance. The first act of the council was to survey and adopt plans for an effective utilization and conservation of our natural resources.
The council also undertook a study, in cooperation with the National Development Company and Metropolitan Water District, on the
potential of water power resources which eventually led to the enactment of Commonwealth Act No. 120, creating the National Power
Corporation.
After World War II, the First Congress of the Philippines enacted , which allowed the President of the Philippines to reorganize the
Executive Branch of Government as he sees fit within one year of its enactment. President Manuel Roxas, subsequently, amended the
Administration Code of 1917 by issuing Executive Order No. 94, s. 1947. The Executive Order made the President of the Philippines
the head of the National Economic Council.
During his administration, President Carlos P. Garcia saw the need to create a new office in charge of the supervision of government
corporations, which he called the National Development Authority. President Garcia asked Congress to enact such a law during his
1958 State of the Nation Address. When Congress finally passed the law creating the National Development Authority, President
Garcia disagreed with its limited powers, thus vetoing the bill sent to him as he mentioned in his 1959 State of the Nation Address. In
1960, Congress passed a law, which changed the composition of the National Economic Council through Republic Act No. 2699
enacted on June 18, 1960. The law increased the Councils membership by including the Secretary of Commerce and Industry and
granting the minority party representation in the membership of the National Economic Council. The Council would continue to
perform its functions throughout the Third Republic until the declaration of Martial Law on September 23, 1972.
The need for an office in charge of national development was revived during the administration of President Ferdinand E. Marcos. In
his 1970 State of the Nation Address, Marcos said the administrative machinery of government must be restructured and revitalized to
meet the challenge of change and development. Marcos, thereafter, crafted a government reorganization plan which included a
National Economic Development Authority and submitted it to Congress for their approval.
When Martial Law was declared on September 23, 1972, his first act was to implement, through Presidential Decree No. 1, s. 1972,
the government reorganization plan he had submitted to Congress a year before. The decree merged the National Economic Council
and the Presidential Economic staff, created by Executive Order No. 8, s. 1966, and renamed it to the National Economic
Development Authority. President Marcos subsequently issued Presidential Decree No. 1A which delineated the composition of the
National Economic Development Authority.
In 1973, the National Economic Development Authority was dissolved by virtue of Presidential Decree No. 107, s. 1973. The
Presidential Decree created the National Economic and Development Authority, which absorbed the National Economic Development
Authority.
When democracy was restored in 1986, President Corazon C. Aquino issued Executive Order No. 230, s. 1987, which reorganized and
added offices to the National Economic and Development Authority which is retained by the present day National Economic and
Development Authority.

LEGAL BASES
The present form of the NEDA was organized by President Corazon C. Aquino on July 22, 1987 through Executive OrderNo. 230. It defined
the composition of the NEDA Board and the Secretariat and its powers and functions, the powers and functions of the Authority and its
committees.
On July 26, 1994, President Fidel V. Ramos signed Memorandum Order No. 222 which reactivated the NEDA Board Executive Committee
and mandating that the decisions of the NEDA Board Executive Committee shall be final, executory and binding upon the NEDA Board.
On July 27, 1992, president Ramos signed Republic Act No. 7640, which constituted the Legislative-Executive Development Advisory
Committee (LEDAC). The LEDAC serves as a consultative and advisory body to the President as the head of the NEDA and gives advice on
certain programs and policies, which are essential to the realization of the goals of national development.

STRUCTURE
composed of two separate and distinct entities: the NEDA Board and the NEDA Secretariat.

NEDA BOARD
The powers and functions of the NEDA reside in the NEDA Board. It is the countrys premier social and economic development
planning and policy coordinating body.
The Board is composed of the President as chairman, the Secretary of Socio-Economic Planning and NEDA Director-General as vicechairman, and the following as members: the Executive Secretary and the Secretaries of Finance, Trade and Industry, Agriculture,
Environment and Natural Resources, Public Works and Highways, Budget and Management, Labor and Employment, and Interior and
Local Government.
Pursuant to Sec. 4 of EO 230, empowering the President to modify the membership of the Board whenever deemed necessary, the
following members have been added:
The Secretaries of Health, Foreign Affairs, and Agrarian Reform (per Memorandum Order No. 164, dated 21 March 1988); the
Secretary of Science and Technology (per Memorandum Order No. 235, dated 19 May 1989); and the Secretary of Transportation and

Communications (per Memorandum Order No. 321, dated 26 September 1990). In addition, the Secretary of Energy (per R.A. No.
7638, approved Dec. 9, 1992) and the Deputy Governor of the Bangko Sentral ng Pilipinas (per Section 124 of R.A. No. 7653,
approved June 14, 1993) have been added as members of the NEDA Board.
On April 22, 2006, the NEDA Board was reconstituted through Administrative Order No. 148, adding eight new members and
replacing five original members.

Assisting the NEDA Board in the performance of its functions are seven cabinet-level interagency committees. These are as follows:
1. Development Budget Coordination Committee (DBCC)
The DBCC is composed of the Secretary of Budget and Management, as chairman; the Director-General of the NEDA Secretariat, as
co-chairman; and the Executive Secretary, Secretary of Finance and the Governor of the Central Bank of the Philippines, as members.
The DBCC recommends to the President the following:

Level of annual government expenditures and the ceiling of government spending for economic and social development,
national defense, and government debt service;
Proper allocation of expenditures for each development activity between current operating expenditures and capital outlays;
and;
Amount set to be allocated for capital outlays broken down into the various capital or infrastructure projects.

2. Infrastructure Committee (InfraCom)


The InfraCom is composed of the Director-General of the NEDA Secretariat, as chairman; Secretary of Public Works and Highways,
as cochairman; and the Executive Secretary and Secretaries of Transportation and Communications, Finance, and Budget and
Management, as members. The InfraCom does the following:

Advises the President and the NEDA Board on matters concerning infrastructure development, including highways, airports,
seaports and shore protection; railways; power generation, transmission and distribution; telecommunications; irrigation,
flood control and drainage, water supply and sanitation; national buildings for government offices; hospitals and related
buildings; state colleges and universities elementary and secondary school buildings; and other public works;
Coordinates the activities of agencies, including government-owned or controlled corporations involved in infrastructure
development; and
Recommends to the President government policies, programs and projects concerning infrastructure development consistent
with national development objectives and priorities.

3. Investment Coordination Committee (ICC)


The ICC consists of the Secretary of Finance, as chairman; the NEDA Director-General, as cochairman; and the Executive Secretary,
the Secretaries of Agriculture, Trade and Industry, Budget and Management and the Governor of the Central Bank of the Philippines,
as members. The ICC has the following functions:

Evaluates the fiscal, monetary and balance of payments implications of major national projects, and recommends to the
President the timetable of their implementation on a regular basis; This is similar to trading such as forex trading.
Advises the President on matters related to the domestic and foreign borrowings program; and
Submits a status of the fiscal, monetary and balance of payments implications of major national projects.

4. Social Development Committee (SDC)


The Committee is composed of the Secretary of Labor and Employment, as chairman; the Director-General of the NEDA Secretariat
as co-chairman; and the Executive Secretary, and the Secretaries of Education, Culture and Sports, Health, Interior and Local
Government, Agrarian Reform, Agriculture, Social Welfare and Development, and Budget and Management, as members.
The SDC performs the following functions:

Advises the President and the NEDA Board on matters concerning social development, including education, manpower,
health and nutrition, population and family planning, housing, human settlements, and the delivery of other social services.
Coordinates the activities of government agencies concerned with social development; and
Recommends appropriate policies, programs and projects consistent with the national development objectives.

5. Committee on Tariff and Related Matters (CTRM)


The CTRM is composed of the Secretary of Trade and Industry, as chairman, with the Director-General of the NEDA, as co-chairman.
Its members are the Executive Secretary, the Secretaries of Foreign Affairs, Agriculture, Transportation and Communications,
Environment and Natural Resources, Budget and Management, and Finance, the Governor of the Central Bank, and the Chairman of
the Tariff Commission.
The CTRM does the following:

Advises the President and the NEDA Board on Tariff and related matters and on the effects on the country of various
international developments;
Coordinates agency positions and recommends national positions for international economic negotiations; and
Recommends to the President a continuous rationalization program for the countrys tariff structure.

6. Regional Development Committee (RDCom)


The RDCom was created by virtue of EO 257 issued on 15 December 2003. It is composed of the NEDA Director-General , as Chair.
Its member are the Secretaries of the Deparment of Budget and Management and of the interior and Local Government, RDC Chair or
Co-chair each coming from Luzon, Visayas, and Mindanao and four (4) regional development expert from the private sector and
academe.
The RDCom performs the following functions:

Formulates and monitors the implementation of policies that reduce regional growth disparities, and promote rational
allocation of resources among regions;
Serve as clearing house for key regional development policy/programs proposals which impact on two or more regions;
Formulates and monitor implementation of the framework for regional development of the Medium Term Philippine
Development Plan;
Directs the formulaton and review guidelines for the regional allocation of agency budgetary resources;
Periodically reviews the viability of the regional configuration of the country and recommend to the President the
redelineation of regions, as may be necessary; and
Periodically reviews the composition, structure and operating mechanism of the Regional Development Councils and
recommend to the President changes as may be necessary.

7. National Land Use Committee (NLUC)


The NLUC was created by virtue of Executive Order Nos. 770 and 770-A on 01 December 2008 and 30 September 2009, respectively.
Composed of NEDA (Chair), DENR, DA, DAR, DTI, DPWH, DOTC, DOT, DILG, DOJ, DOST, DOE, HUDCC/HLURB, NCIP,
LPP, LCP, LMP and two private sector representatives, the Committee is primary tasked to:

Advise the President on matters concerning land use and physical planning;
Formulate a national physical framework plan and other inter-sectoral policies and programs that guide the rational utilization
and management of the countrys land and other physical resources, and the preparation of sub-national physical framework
plans;
Promote the integration of land use and physical planning policies, plans and programs, including disaster risk management ,
into national socio-economic plans and programs;
Decide and resolve land use policy conflicts among agencies of the national government;
Establish and maintain, in conjunction with various appropriate government agencies, a database system which would
identify and classify the present and possible uses of specific land areas, public and private, comprising the total land
resource of the nation; and
Provide policy directions to the Regional Land Use Committee in the performance of their physical planning functions.

NEDA BOARD EXECUTIVE COMMITTEE


Created under Memorandum Order No. 222 (dated 26 July, 1994, the NEDA Board Executive Committee resolves policy issues
without the necessity of convening the entire NEDA Board. It facilitates the decision-making process at the NEDA Board to ensure
that projects or issues requiring NEDA Board discussion and decision are immediately acted upon.
The NEDA Board ExCom is composed of the Executive Secretary as Chairman; the Secretary of Socio-Economic Planning and
NEDA Director-General as Co-Chairman; Chairpersons of the Development Budget Coordination Committee, Investment

Coordination Committee, Committee on Tariff and Related Matters, Social Development Committee; CoChairperson of the
Infrastructure Committee; and the Governor of the Bangko Sentral ng Pilipinas.

NEDA SECRETARIAT
The NEDA Secretariat, headed by the Socioeconomic Planning Secretary as its Director-General, is regarded as the authority in
macroeconomic forecasting, and policy analysis and research. It provides high-level advice to the Congress and the Executive Branch
The NEDA Secretariat serves as the research and technical support arm of the NEDA Board. It also provides technical staff support
and assistance, including the conduct of studies and formulation of policy measures and other recommendations on the various aspects
of development planning and policy formulation, and coordination, evaluation and monitoring of plan implementation. It is headed by
a Director-General, with the title of Secretary for Socio-Economic Planning.

Conduct management audit of activities and its units and determine the degree of compliance with the mandate, policies,
government regulations, established objectives, systems and procedures/processes and contractual;
Review and appraise systems and procedures/processes, organizational structure, assets management practices, financial and
management records, reports and performance standards of the agencies/units covered;
Verification and analysis of financial and management data to ascertain if attendant management information systems
generate data or reports that are complete, accurate and valid;
Ascertain the reliability and integrity of financial and management information and the means used to identify, measure,
classify and report such information;
Ascertain the extent to which the assets and other resources of the institutions are accounted for and safeguarded from losses
of all kinds;
Review and evaluate the soundness, adequacy and application of accounting, financial and management controls and promote
the most effective control at reasonable cost;
Evaluate the quality of performance of groups/individuals in carrying out their assigned responsibilities;
Perform functions of a protective nature, such as prevention and detection of fraud or dishonesty; review of cases involving
misuse of agency property; and checking of transactions with outside parties; and
Perform miscellaneous services, including special investigations and assistance to outside contacts such as COA.

Conduct operations performance audit of activities of the department/GOCC and their units and determine the degree of
compliance with the mandate, policies, government regulations, established objectives, systems and procedures/processes and
contractual obligations;
Review and appraise systems and procedures/processes, organizational structure, operations practices, operations records,
reports and performance standards of the agencies/units covered;
Verify and analyze operations data to ascertain if attendant management information systems generate data or reports that are

Coordinate the preparation of the NEDA annual budget/financial plan in support of NEDAs thrusts and priorities
Formulate, in coordination with concerned unit, and implement a program of expenditure to achieve the optimum utilization
of its financial resources
Execute the NEDA budget as contained in the approved Agency Budget Matrix and other pertinent legal issuances
Administer/implement the NEDA Internal Allocation System
Conduct periodic review and assessment of the financial performance of the NEDA in coordination with the MS

OTHER OFFICES
The Legislative-Executive Development Advisory Council (LEDAC) Secretariat
The Legislative Executive Development Advisory Council (LEDAC) has been created through Republic Act 7640 approved by then
President Fidel V. Ramos on December 9, 1992. R.A. 7640 states that LEDAC shall serve as a consultative and advisory body to the
President as the head of the national economic and planning agency for further consultations and advice on certain programs and
policies essential to the realization of the goals of the national economy. The LEDAC also serves as a venue to facilitate high level
policy discussions on vital issues and concerns affecting national development.
A. Mandate
Consultative and advisory body to the President on programs and policies essential to the realization of the goals of the national
economy.
B. Functions
R. A. 7640 mandated LEDAC with the following functions:
1.
Determine and recommend socio-economic development goals;
2.
Provide policy advice to the President;
3.
Integrate regional development plans into the national development plan;
4.
Study measures to improve implementation of official development assistance;
5.
Assess effectiveness of the implementation of the national development plan;
6.
Integrate environmental principles and practices into the national development plan;
7.
Integrate legislative agenda with the national development plan; and
8.
Recommend to the President and Congress sources of revenues and measures to reduce unnecessary expenditures in
government;
C. Staff Support
R. A. 7640 identified the NEDA Secretariat as the principal secretariat in providing staff support to the Council to be assisted by
personnel from the PMS and the economic planning staffs of both the Senate and the House of Representatives. In addition, Section 2
of RA 7640 provides that LEDAC may call on any government agency or resource persons for assistance.
D. LEDAC Secretariat
To provide staff support to the Council, NEDA has organized the LEDAC Secretariat which holds office at NEDA sa Pasig, No. 12 St
JosemariaEscriva Drive, Ortigas Center, Pasig City. The LEDAC Secretariat is the principal workhorse of the Council. It is the NEDA
organizational unit that organizes the Council meetings by determining the agenda, as well as inviting the participants to the meeting.
The Secretariat is responsible for preparing the agenda folder and the discussion flow for the President and for distributing materials
during the meeting.

The Legislative Liaison Office (LLO)


The LLO provides assistance in the administration of the NEDA Legislative Liaison System (LLS). The LLO has the following
functions:

Establishes the necessary linkage of the NEDA with both Houses of Congress and the Presidential Legislative Liaison Office
(PLLO);
Provides technical support to Congressional Committees principally involved with NEDAs major areas of concern; and
Keeps track of economic bills and other proposed legislative measures pertinent to NEDA and its areas of concern and
promotes passage of legislation high in NEDAs agenda.

ATTACHED AGENCIES
Six government agencies are attached to the NEDA for purposes of administrative supervision. These are the:
Tariff Commission (TC)
The Tariff Commission (TC) performs governmental and quasi-judicial functions. The Commission is the principal authority on
tariffs and trade remedy measures. It investigates and recommends/decides on petitions for tariff modification and tariff classification.
It is an independent adjudicatory body on trade remedy cases. The Commission is a key adviser to the executive and legislative
branches of government on tariff and related matters, promotes trade by providing recommendations on trade negotiating strategies
and participating in policy dialogues and international trade negotiations, and is an advocate of industry competitiveness and consumer
welfare.
Philippine National Volunteer Service Coordinating Agency (PNVSCA)
is the government agency mandated to promote and coordinate volunteer programs and services in the Philippines. PNVSCA closely
works with other government agencies, non-government organizations, the academe, the corporate group, the media and other partners
in converging and linking the different volunteering efforts and resources so that they are aligned with national priorities and assist
especially the marginalized sectors and communities. PNVSCA takes the lead in advocating and recognizing the contributions of
volunteers to nation-building and international cooperation.
National Statistical Coordination Board (NSCB)
was created under Executive Order No. 121 issued on January 30, 1987 as the policy-making and coordinating agency on statistical
matters in the Philippines. Foremost among the objectives of the NSCB is to develop an orderly Philippine Statistical System capable
of providing timely, accurate, relevant, and useful data for the government and the public for planning and decision-making.
National Statistics Office (NSO)
is the major statistical agency responsible in collecting, compiling, classifying, producing, publishing, and disseminating generalpurpose statistics as provided for in Commonwealth Act (CA) No. 591. NSO has also the responsibility of carrying out and
administering the provisions of the Civil Registry Law as provided for in Act No. 3753 dated February 1931. They also conduct social
and economic studies and make projections of population, agricultural production, income, and the number of livestock. Moreover,
they assist the National Statistical Coordination Board (NSCB), formerly the Statistical Advisory Board of the National Economic and
Development Authority, in the formulation of a continuing comprehensive statistical program for the government
Statistical Research and Training Center (SRTC)
is the research and training arm of the Philippine Statistical System (PSS). The Philippine Statistical System (PSS) is a decentralized
system of agencies involved in policy-making, data producers, users, research and training institutions, and data providers. The PSS is
also the government-wide system of providing statistical information and services to the public. SRTC also offers short courses to
enhance individual skills in statistics and related skills.
Philippine Institute for Development Studies (PIDS)
is attached to the NEDA for policy and program coordination or integration. In general, PIDS research is envisioned to help
government planners and policy-makers in the executive and legislative branches of government.
