SUBJECT : After Activity Report Handholding Conference for the


Compliance Evaluation Process (CEP) & Cascading of the
PNP P.A.T.R.O.L. Plan 2030

1. Reference: IMPLAN to Command Memorandum Circular No. 006-2015, with subject:


Compliance Evaluation Process for NEMSQ DPSB, CPS & MPS.

2. Please be informed that the undersigned, together with PCINSP TITOY JAY C CUDEN,
Chief, DPSMU, facilitated the conduct of Handholding Conference for the Compliance
Evaluation Process (CEP) and Cascading of the PNP P.A.T.R.O.L. Plan 2030, on March
17, 2016, 1:00PM to 5:00PM, at the QCPD Conference Room.

3. The event was attended by Battalion Commander, DPSB, Station Commanders of PS 1


to 12, and 3 out of the 6 members of NCRPO CEP Audit Team #6 (QCPD
representatives).

4. Briefing presentations of the following PNP-PGS related matters were discussed by


SPO1 Elmer B Balleras, Chief Clerk, DPSMU, QCPD, a former personnel of the CPSM
and a former member of the PNP CEP Audit Team 3:

a. Overview of the PNP P.A.T.R.O.L. Plan 2030; and


b. The Three (3) Phases of the Compliance Evaluation Process (CEP):

i. Strategic Readiness Test (STR)


ii. Performance Audit
iii. Revalida

5. Finally, the event was culminated with the giving of guidance by the undersigned:

a. Battalion Commander, DPSB and Station Commanders of PS 1 to 12, to


closely supervise the preparation of the needed requirements for the
following six (6) Elements of CEP audit:

i. Formalization of the Advisory Council


ii. Cascading of strategy to the individual level
iii. Alignment of the budget
iv. Review of Dashboard Accomplishment
v. Implementation of the Communications Plan (ComPlan)
vi. Collation of Emerging Best Practices

b. Ensure the institutionalization of the PNP-PGS in their respective unit by


sustaining the conduct of periodic PGS related activities (such as the
conduct of Operations Review/TWG Meeting/Advisory Council Meeting);
and

c. DPSMU to extend further assistance and handholding to aforesaid QCPD


units.

6. Attached is the schedule of the CEP Audit for the DPSB and Police Station 1 to 12,
QCPD for your reference.
