 Committee on Health Hearing on B18-127 on Tuesday, July 6th: The Committee on Health will be
holding a hearing on B18-127, the “Blood Donation Expansion Act of 2009.” The hearing will be held at
2pm in Room 123 of the Wilson Building. For more information about the hearing or how to sign up to

 Committee on Health Joint Oversight Roundtable with the Committee on Human Services on
Youth Mental Health Programs and Services on Thursday, July 8th: The Committee on Health and
the Committee on Human Services will be holding a joint hearing on youth mental health programs and
services. The roundtable will be held at 10am in Room 500 of the Wilson Building. The roundtable will
be open to the public but only invited witnesses will be permitted to provide oral statements. For more

 Committee on Health Oversight Hearing on Implementation of the FY11 Budget on Monday, July
12th”: The Committee on Health will be holding a hearing on the implementation of the FY11 budget by
the Departments of Health, Mental Health, and Health Care Finance. The hearing will be held at 10am in
Room 500 of the Wilson Building. The roundtable will be open to the public but only invited witnesses will
be permitted to provide oral statements. For more information about the hearing or how to submit written

 Drowning Prevention Event on Saturday, July 13th: The USA Swimming Foundation is hold an event
at the Wardman Park Marriott with Olympic gold medalists Cullen Jones, Rowdy Gaines, and Mel Stewart
to talk about the importance of youth learning to swim. The breakfast will be held from 7:30 – 8:30 am.

 New Horizons for Systems of Care Training Institutes July 14 – 18th: The National Technical
Assistance Center for Children's Mental Health at the Georgetown University Center for Child and Human
Development is offering Training Institutes on local systems of care for children, adolescents, and young
adults with or at risk for mental health challenges and their families. The biennial Training Institutes are
organized in partnership with the Child, Adolescent and Family Branch of the federal Center for Mental
Health Services and The Annie E. Casey Foundation. Please click here for more information.

 DC Farm to School Meeting on Thursday, July 15th: DC Farm to School will meet to celebrate the
passage of the Healthy Schools Act and its Strawberries and Salad Greens event and to being planning
for Local Flavor Week in the fall. The meeting will be from 12 – 1;30pm at 1100 15th Street NW (11th
floor).

 48th Annual Braille Rallye on Saturday, July 17th: Columbia Lighthouse for the Blind, in partnership
with the MG Car Club of Greater Washington, will host the 48th Annual Braille Rallye for children and
adults who are visually impaired or blind. Children and adults will serve as navigators and will read large
print or braille directions to the drivers of classic cars. This event will be held from 9:30 a.m. to 2 p.m. at

 Washington Youth Garden Friends & Family Fun Day on Saturday, July 24th: Enjoy some fresh,
healthy snacks, meet the new honeybees, ring in the new Nature Explore Classroom, and listen to live
music and tour the garden. The event will be at the US National Arboretum (3501 New York Avenue NE).

Councilmember David A. Catania, Chair of the Committee on Health, announces a Public Hearing on
B18-127, the Blood Donation Expansion Act of 2009. The hearing will be Tuesday, July 6, 2010 at 2:00
p.m. in Room 123 of the John Wilson Building, 1350 Pennsylvania Avenue, NW.

The purpose of the hearing is to consider a bill that requires the Department of Health to issue rules
allowing for the donation of blood by minors age sixteen (16) if they have the written consent of a parent
or legal guardian and they meet all other health standards for blood donation.

Testimony may be limited to 3 minutes per witness and 5 minutes for a panel of witnesses. Those
wishing to testify should contact Ms. Jennifer Barry of the Committee on Health via email at
jbarry@dccouncil.us or phone at (202) 724-8170 and shall provide their names, contact information, and
organizational affiliation, if any, by 12:00 p.m. on Thursday, July 1, 2010. Witnesses shall bring 15
copies of their statement to the hearing.

Members of the public may submit written testimony which will be made part of the official record.

Councilmember David A. Catania, Chair of the Committee on Health, and Councilmember Tommy
Wells, Chair of the Committee on Human Services, announce a joint public oversight roundtable on youth
mental health programs and strategies. The roundtable will be Thursday, July 8, 2010 at 10:00 a.m. in
Room 500 of the John Wilson Building, 1350 Pennsylvania Avenue, NW.

On June 8, 2010, Councilmember Catania announced that the law firm of Nixon Peabody LLP would
serve as special counsel to the Committee on Health in order to examine possible solutions to the
District’s chronic problem of youth and adolescent violence. The firm was to study a wide range of
proposals to address this issue, including the possibility of early, targeted mental health intervention,
needed juvenile justice reforms, and increased accountability for parents and guardians. The purpose of
this roundtable is to hear a preliminary report from Nixon Peabody about its findings.

This roundtable will be open to the public; however, only invited witnesses will be permitted to provide
oral statements. Members of the public may submit written testimony which will be made part of the
