EXCITING EMPLOYMENT OPPORTUNITY- SICKLE CELL PROGRAMME

Sickle cell Programme is a research programme in the Department of Haematology and Blood Transfusion at
Muhimbili University of Health & Allied Sciences (MUHAS) in Dar-es-Salaam, Tanzania. The programme conducts
biomedical research provides health care, Advocacy and training. The Sickle cell Programme is currently having
an exciting employment opportunity for highly motivated and result driven individual interested in working in
the health sector.

SENIOR ADMINISTRATIVE OFFICER (1 POST)


Reports to the Programme Coordinator

ROLES & RESPONSIBILITIES


Responsible for administration and management of the programme.
Oversight of the Programmes insurance, staff medicals, consultants, equipment and buildings. Ensure
that they are up to date and that the fixed asset register is maintained with appropriate valuation of the
assets, and updated each quarter.
Establish control measures in administrative, financial and Human Resource related policies. Standard
Operating Procedures detailing proper procedure should be maintained.
Human resource management; this includes recruitment, management of staff contracts, training and
development, performance appraisals, developing policies and procedures.
Planning and implementing procurement, inventory and management of assets and supplies. Ensure
project operations are effectively supported and adherence to the requirements of Public Procurement
Act
Planning of events such as programme meetings, advocacy events, national and international
conferences.
Liaise with Administration and Finance section in institutions with Tanzanian and international partners.
Facilitate budget preparation, review core budget and advise management of the status (over
spending/under spending or within budget)
Financial control of expenditure on behalf of donor agencies and a number of award holding
institutions.
Establish financial systems to ensure recovery of indirect costs from projects where possible, and cross
charging of expenditures between projects as appropriate.
Lead in and facilitate on all internal and external audit issues and initiate action on recommendations
issues by external auditors.
Overseeing all Programme financial planning, management and reporting functions and ensure that all
internal management and external donor reporting needs and deadlines are consistently met.
Oversee the financial procedures include developing and monitoring project budgets, preparing financial
reports, payroll, reconciliation and management of funds.

QUALIFICATION SKILLS & EXPERIENCE


1. A Bachelor degree in Business Administration, Finance Marketing, Public administration or related field,
a masters degree in related field is an added advantage. Project Management Certification is highly
desirable.
2. Good working knowledge of computer packages including MS-office and working with spread-sheets.
3. Web browsing, using various applications on Google, Skype, and managing calendars etc
4. A minimum of 5 years experience. At least three years working with donor funded project and two years
in administration and finance.
