IntroductionPurposeoftheReport

1. LagosStatehascompleteditsEducationSectorPlan(ESP),alongtermstrategicdocument
whichguidestheeducationsectorreformagenda,anditsMediumTermSectorStrategy
(MTSS),amediumtermoperationaldocument,whichlinkstheESPwiththebudgetprocess.

2. InitsESPandtheMTSS,LagosStatehascommittedtoanannualsectorreviewprocess:A
JointAnnualSectorReviewofeducationsectorprogresswillbeheld,comprisingan
evaluationoftheprogressofsectorperformanceagainsttheESPtargetsandindicators,and
ESOPprogrammes/activities.ThefirstJointAnnualSectorReviewwasundertakenin2009
(ESPSection8.1).

3. Chapter8oftheESPoutlinesthebasiccharacteristicsofthereviewprocess:

Thereviewshouldbeconsideredasaregularfeatureoftheannualbudgetcalendar
aimedtoassistbudgetplanning:TheAnnualSectorReview(ASR)willbescheduledto
ensureschoolyearperformanceassessmentandtocomplementthebudgetarycycleso
thatinformeddecisionscanbetakenpriortobudgetpreparation.Likewisethereview
willtakeplacepriortorevisionoftherollingworkEducationSectorOperationalPlan.
Thefocusofthereviewwillbeagovernmentreportonthestateofeducationledbythe
Planning,ResearchandStatisticsDepartmentintheStateMinistryofEducation(SMOE):
SMOEthroughthemonitoringandevaluationfunctioninPRS,willproducea
comprehensiveAnnualEducationSectorPerformanceReport,includingassessmentof
progresstowardsmeetingindicatorsandtargets,andimplementationofESOP.The
reportwillincludelessonslearnedandrecommendationsasabasisfordiscussions
duringtheASR.
Thereportwillfocusonresults:Thepurposeofthereviewprocessistoensurethat
thereareeffectivereturnsontheinvestmentsbeingmadeintheeducationsectorand
thattheintendedbeneficiaries(children,students,parentsandallotherstakeholders)
areindeedbenefiting.
Thereviewismeaningfulonlyasanopenandpublicexercise:Theprocessof
accountability,towhichtheSMOEiscommitted,dictatesthatthereshouldbearegular
reviewofeducationsectorperformance.ThisreviewwillbeconductedbySMOEandby
itsinternalandexternalpartnersandstakeholders(ESPSection8.3).

4. Thispurposeofthisreportistocomplementtheannualplanningandbudgetprocess:

Itisavitalinputtothebudgetplanningstage:asabriefeducationsectoranalysis,it
takesstockofobjectivesandtargetsandidentifiestheprioritiesthatthebudgetwill
needtoaddress.
Itisanoutputoftheaccountingandreportingstage,whichthroughinformationon
expenditureandresultsenhancestransparencyforthebenefitofallstakeholders.

Arethereanydatagapsand,ifso,whatadditionaldatashouldbecollectedandhowcan

6. Theinformationpresentedinthisreportisorganisedfromaresultsbasedmanagement
perspective:indicatorsdescriberesourcesusedandmeasurestaken(inputsandactivities;
e.g.teachertrainingreforms)inordertoproduceshorttomediumtermresults(outputs;
e.g.teacherquality),whichintheirturnarebelievedtobekeysteppingstonestoachieve
mediumtolongtermresultsforthebeneficiaries(outcomesandimpact;e.g.learning
outcomes).Theanalysisfocusesonwhatfactorsinfluencetherelationshipsbetweeninputs
andresults.Evidenceonwhetherornotoutcomesareachievedandwhyshouldprovidethe
plannerwithareasonablebasistoadjustactivitiesandpolicies.

11. Thischapterdescribestheresourcesallocated(bytheStateandFederalgovernments),
releasedandutilisedintheeducationsector.

12. Thestateexpenditureoneducationasproportionoftotalstateexpendituredecreasedfrom
13%in2008to12%in2009.Whiletheshareofrecurrentexpenditureincreasedfrom21.2%
in2008to22.6%in2009,theshareofcapitalaccountincreasedbyover1.5percentage
pointsbetween2008and2009.

13. In2009,totalactualexpenditureoneducationsectorwas71%ofthetotalapprovedbudget
foreducation.Thebiggestdifferencewasincapitalexpenditureaccountwhereonly51%of
approvedbudgetwasactuallyspentcomparedtorecurrentexpenditureaccountwhere
almost81%oftheapprovedbudgetwasactuallyspent.

14. Theshareofpreprimaryandprimaryeducationintotalpublicexpenditureoneducationwas
32%in2009,whiletheshareofsecondaryandtertiaryeducationwas44%and20%,
respectively.Theshareofpreprimaryandprimaryeducation,secondaryandtertiary
educationintotalrecurrentexpenditureoneducationwas35%,38%and22%,respectively.

21. TheAccountantGeneralsreport,whichisproducedannually,capturesinformationon
budgetandexpenditurebyMDAs.Ithoweverdoesnotprovidebreakdownofbudgetand
expenditurefortheparastatals.Apartfromthat,LagosSUBEBproducesanannualbudget
reportwhichcontainsinformationnotonlyonStatebutalsoonFederalfundslikeETFand
UBEIF.

22. Themostimportantgapintermsofeducationsectorfinancialinformationrelatestorevenue
andparticularlycapitalbudgetandexpenditurebylocalgovernments.Thereisneedto
improvethemechanismbywhichthisinformationiscapturedandreported.

23. Thischapterdescribesthemainchangesingovernanceandmanagementthatwere
undertakentoimprovetheeffectivenessandefficiencyofeducationservicedelivery.

Policyandstrategy
Planningandmanagement
FullrolloutofLagosStateGovernmentEducationManagementSystem(LASGEMS)
24. Inordertoensureeffectiveplanningandmanagementofprimaryandsecondaryeducation
inLagosState,amemorandumofunderstanding(MoU)wassignedin2009betweenLagos
StateGovernmentandAppliedServicesLimited(APPSERV),withnecessaryinputsfromthe
MinistryofJustice.Additionally,theoutstandingpaymentofN179mwaspaidtoLASGEMS
anda3dayworkshopwasorganisedforhighlevelpolicymakerstofamiliarisethemonthe
webapplicationofLASGEMS.In2010,thebalanceofN90mduetoLASGEMSwillbecleared,
andtrainingworkshopswillbecarriedoutfor318publicschoolmanagersontheLASGEMS
webapplication,onlineregistrationof56,348SSCEstudentswillbecarriedoutandthesame
trainingwillbeprovidedto8,000privateschoolmanagers.Itisexpectedthatthedataon
privateschoolsinLagosstatewillbereleasedafterclearingtheoutstandingpaymentto
LASGEMS.

Institutionalisationofmonitoringandevaluation(M&E)frameworkatSMoE/District/LGEA
level
25. AneffectiveM&Eframeworkisimportantforgoodpolicymakingandforregularisationand
standardisationoftheoperationsoftheMDAs.In2009,inspectorateheadquartersand
officersineducationdistrictsmadeuseofexistingM&Einstruments,whichstillrequire
improvementanddevelopment.In2010,auniformM&EframeworkforallMDAswillbe
finalisedandapprovedforinstitutionalisation.


Preprimaryeducationpolicy
ImprovedaccesstoECCDE
26. InordertoimproveparticipationattheECCDElevel,theStategovernmenthasextendedits
policyoffreeeducationtoincludethislevel.In2009,inordertoimprovetheattractiveness
andqualityofECCDE,SUBEB:

suppliednecessaryteachingandlearningmaterialssuchastoysandaudiomaterials
suppliedplasticdesksandchairsforpupils
refurbishedtherelevantinfrastructure
establishedtwomodelECCDEschoolstoimproveperformanceandtosensitiseand
encouragetheparticipationoftheprivatesectorandphilanthropiststosupportefforts
atthislevel

organisedregularworkshopsandseminarsforECCDEteachers
organisedroadshowsandTVandradioadvertisementstoincreasepublicawareness

27. Alltheactivitiesfor2009outlinedabovewillbefurtherpursuedin2010.

Basiceducationpolicy
Expansionofclassroominfrastructuretoimprovetheteachinglearningenvironmentin
schools
28. Thequalityofinfrastructureisimportantforeffectiveteachingandlearninginschools.
Hence,in2009,asumofN1.769billionwasapprovedfortheconstruction/renovationof37
blocksofclassrooms,provisionoffurnitureandgeneralmaintenance.Anadditional31
blocksofclassroomswerealsoscheduledforconstructionattherateofN83mperblockand
anothersetof6blocksofclassroomstoberenovatedattherateofN16mperblock.
However,duetopoorperformanceofcontractingfirmsnoneoftheseprojectscouldbe
completedin2009.Consequently,thepriorityfor2010istocompleteallongoingprojects,
forwhichasumofN536mhasbeenapproved.

InstitutingSchoolDevelopmentGrantsandConditionalCashTransferstoaddressequity
issues
29. TheLagosEkoSecondaryEducationProject(EkoProject)isapartnershipbetweentheLagos
StateGovernmentandtheWorldBank.Theemphasisofthisfouryearprojectison
enhancingtheeducationalperformanceofpublicschoolstudents.Theprojectcomplements
theStateGovernmentseffortstoimprovingtheoverallqualityofeducationinLagosState.
Throughthisproject,theStategovernmentisreenergizingsecondaryschoolsbyproviding
extrafundsofbetweenN23.5milliondirectlytoeachofthe620juniorandseniorsecondary
schoolsincludingtheStateTechnicalColleges.Thesefundsaretoaugmentwhattheschools
currentlyreceive.Thefundswill:

enableschoolstomeettheirparticularneedstowardsenhancingstudentsperformance
facilitateeffectiveteachingandlearningascloseattentionandsupportwillbeprovided
toteachersdevelopment
empowerpublicjuniorandseniorsecondaryschoolleaderstotakeresponsibilityfor
whatgoesoninschools
bringasenseofaccountabilityacrosstheeducationsectorfortheperformanceof
students
facilitatepublicprivatepartnershipintheStatetechnicalcollegestoensuretheyare
relevanttotheworldofworkandentrepreneurship

30. Anewstandardizedassessmenthasbeenintroducedtocontinuouslymonitorschool
performance.Performancerewardswouldbeprovidedtoschoolswithincreasedaggregate
%scoreinEnglish,MathematicsandSciences.

31. Anumberofmeasureshavebeenputinplacetoensurethatschoolsjudiciouslyutilizetheir
funds.Forexample,fundsaremadeavailabletoschoolsbasedonapprovedSchool
ImprovementPlan;thereisacloserlinkbetweentheschoolsandEducationDistrictsthrough

inschools.Over1,200volunteerteachershaveappliedtobeinterviewedforthescheme.

Makeseniorsecondaryeducationmoreaccessibleandconducive
33. Tomakeseniorsecondaryeducationmoreaccessibleandthelearningenvironmentmore
conduciveforstudentsandteachersinLagosStatepublicschools,thegovernment
constructedatotalof20newschoolbuildingsandrenovated165existingschoolsin2009.
Also,eightnewlibrarieshavebeenconstructed,over166,000tables,desksandchairswere
orderedforstudentsandteacherandfreetextbooksincoresubjectshavebeendistributed
tostudentsinseniorsecondaryschools.In2010,126newclassroomswillbeconstructed,
526classroomswillberenovatedandallseniorsecondaryschoolswillbeprovidedwith
morefunctionallaboratoriesandwellequippedlibraries.

Enhancetheimplementationofthenationalcurriculuminseniorsecondaryschools
34. ToenhancetheimplementationofthenationalcurriculumasrecommendedbytheNational
CouncilonEducation,LagosStateGovernmentreviewedthecurriculumtoproducethe
schemesofwork.In2009,theJSS2curriculumwasreviewedandtheschemesofwork
developedfor18subjectswhichwereprintedanddistributedtoallpublicJuniorSecondary
SchoolsandmadeavailabletoPrivateSchools.Also,aseriesofseminars/workshopswere
organizedforteachersontheeffectiveimplementationofthenewcurriculum.In2010,
assessmentofteachersintheuseofthecurriculumandschemesofworkwillbeconducted.
Also,therewillbeconstantmonitoringofteachersbytheQualityAssuranceDepartmentin
collaborationwiththeCurriculumServicesDepartmenttoevaluatetheuseofschemes
developedbythegovernment.ThecurriculumforJSS3willalsobereviewedin2010,andthe
schemeswillbedistributedtoschoolsforthe2010/2011AcademicSession.

48. TheaimoftheAgencyforMassEducation(AME)istoeradicateilliteracyamongallLagosians
whohavenotbenefitedfromaformaleducation.In2009thefollowingactivitieswere

Arithmeticaswellasincurrentaffairstoevaluateverbalandthenumericalcapabilities

literacycentres,themajorityofwhomarewomen.
Over50continuingeducationcentres(CECs)wereestablishedinadditiontotheexisting

MonitoringofalltheliteracycentresandtheCECswascarriedouttoensurecompliance

Reformtheinspectorateandestablishwholeschoolevaluation
57. WholeSchoolEvaluationisashiftfromthetraditionalmethodofinspection,itinvolves
schoolselfevaluationaswellasexternalevaluation.Thishasbeennecessitatedbytheneed
toevolveawellcoordinated,globallyacceptablesystemofinspectionwhichisdiagnostic
andmorestudentcentredandinvolvesallstakeholders.In2009,39inspectorsweretrained
byESSPINonqualityassurance.In2010,theStateintendstoextendtheinhousetrainingto

Improvebudgetaryoutcomethroughadoptingaperformancemanagementsystem
58. Inordertoeradicateloopholesinbudgetimplementation,thebudgetperformanceneedsto
bereviewedregularly.Also,thequalityofservicedeliveredneedstobeexamined.In2009,
monthlybudgetwasreviewedtoascertainthelevelofimplementationinallagenciesunder
educationsector.In2010effortswillbemadetoensurebetterbudgetaryperformancein
linewithMTSS.ItisplannedthattheLagosStatebudgetwillbeactivityandperformance
basedtoshowthedetailofactivitiesofdifferentagencies.Thepresentactivitybasedbudget
willbeimproveduponwiththeintroductionofthenewdepartmentalworkplans.

59. TheSocialMobilisationDepartmentofSUBEBisresponsibleforfosteringcommunity
involvementinschoolmanagement.In2009,SchoolBasedManagementCommittees
(SBMCs)wereestablishedforclusterofschools.PTAexecutivesin5COMPASSLGEAs(Ojo,
Ikorodu,EtiOsa,Alimosho,OshodiIsolo)weretrainedtoenhancetheircapacitytosupport
andcontributemeaningfullytothedevelopmentofphysicalinfrastructureattheprimary
schoollevel.Also,effortsweremadetoengagecommunitiesinthedevelopmentofpublic
schools,andasaresult:

60. Itisplannedthatin2010guidelinesforestablishmentandfunctioningofSBMCswillbe
finalisedandputintouse.WithsupportfromESSPIN,severalCSOswillalsobetrainedwhoin
turnwilltrainmembersoftheseSBMCs.

Only47%ofprimaryschoolshaveatleastonefunctionaltoilet.Thelowestpercentageis
