2 Overview
Table 2-1 describes the development process of UMTS voice bearer technologies.

In the CN, the VoIP service is carried on the PS domain and requires the support of the
IMS. The IMS controls calls and connections by using the SIP protocol.
Compared with voice data, UDP/IP headers in VoIP data are very large, which greatly
reduces the transmission efficiency of the air interface. Therefore, the VoIP service requires
the support of Robust Header Compression (RoHC) to reduce the overhead of TCP/IP
headers.
l AMR over HSPA/HSPA+
In the RAN, AMR over HSPA/HSPA+ enables the CS voice to be carried on the HSPA/
HSPA+ channel instead of the DCH. The implementation of CS voice services over HSPA
is introduced in 3GPP Release 8. In the case of CS voice services over HSPA, uplink CS
voice packets are carried on the E-DCH and downlink CS voice packets are carried on the
HS-DSCH. CS Voice over HSPA is intended for CS conversational AMR and AMR WB.
CS streaming services are still carried on the DCH.
In the CN, the AMR service is carried only on the CS domain. The IMS for VoIP services
is not required because the CS voice services over HSPA are carried on the CS domain of
the CN.
Only RNCs need to update the related mapping to support AMR over HSPA/HSPA+. MSCs
and NodeBs are not affected.
The call process of AMR over HSPA/HSPA+ is the same as that of AMR over DCH. The
PDCP capability and signaling are extended to same extent.
For voice over HSPA or HSPA+, the HSUPA TTI can be set to 2 ms or 10 ms. The HSUPA 2
ms TTI provides larger system capacity than the HSUPA 10 ms TTI, whereas the 2 ms TTI
offers poorer coverage performance than the 10 ms TTI.
In RAN11.0, the HSUPA TTI for Voice over HSPA/HSPA+ is set to 10 ms by default to ensure
cell coverage performance. RAN12.0 introduces coverage-based dynamic TTI adjustment. With
this function, the TTI for VoIP over HSPA/HSPA+ is set to 2 ms by default to improve system
capacity. For details about coverage-based dynamic TTI adjustment, see HSUPA TTI Selection
Feature Parameter Description.
3 Technical Description
This provides an overview of the key functions related to voice over HSPA/HSPA+ so that you
can have a general understanding of these functions.
Overview
IMS Signaling over HSPA (WRFD-010618 IMS Signaling over HSPA) is a feature that enables
IMS signaling to be carried on HSPA.
IMS signaling over HSPA can shorten the setup delay of IMS services like VoIP to save network
resources for the operator.
The requirements of IMS signaling over HSPA are listed in the following table.

Basic Principle
This feature is introduced in 3GPP Release 5.
The IP Multimedia Subsystem (IMS) is an open and standardized architectural framework for
delivering Internet Protocol (IP) multimedia services to mobile users. With this feature, operators
provide network-controlled multimedia services by combining voice and data in a single packet
switched network.
IMS uses Session Initiation Protocol (SIP) as the key control protocol, and implements service
management in the UTRAN. Such SIP signaling is indicated by the CN in the RAB Assignment
Request message. The RAB should be an interactive QoS class service. With F-DPCH, the
signaling RB can be carried on HSPA, which improves the performance for IMS service.
The type of channels carrying IMS signaling is configurable separately on the downlink and
uplink at cell level. That is, when HSPA is chosen as the bearer with high priority, maximum
IMS signaling will be set up on it. If the setup is not successful, for example, due to admission
control, a periodical timer will be started to trigger the reconfiguration of the HSPA procedure.
Radio Bearers
The IMS signaling can be carried on the DCH, HS-DSCH, or E-DCH.
l In the downlink, if ImsChlType is set to HSDPA or HSPA, the IMS signaling is carried
on the HS-DSCH. Otherwise, the IMS signaling is carried on the DCH.
l In the uplink, if ImsChlType is set to HSPA, the IMS signaling is carried on the E-DCH.
Otherwise, the IMS signaling is carried on the DCH.
Scheduling
In the downlink, HSDPA scheduler schedules IMS signaling preferentially.
In the uplink, HSUPA provide the options for scheduling IMS signaling. You can set the
scheduling mode through the UlIMSTransModeOnHsupa parameter.
3.1.2 Mobility
l Handover between the cells that support VoIP over HSPA/HSPA+ (intra- or inter-
frequency handover): follows the normal handover procedure.
l Handover between the cells that support VoIP over HSPA/HSPA+ and the cells that do not
support VoIP over HSPA/HSPA+ (intra- or inter-frequency handover): VoIP over HSPA/
HSPA+ needs to roll back to VoIP over DCH.
The handover function of AMR over HSPA/HSPA+ is similar to that of AMR over DCH. AMR
over HSPA/HSPA+ has no impact on decision and triggering of handovers. AMR over HSPA/
HSPA+ does not support unilateral HSPA/HSPA+ bearer (UL HSUPA/DL DCH, or UL DCH/
DL HSDPA). Therefore, there are new requirements for the mobility management of AMR over
HSPA/HSPA+.
l In the case of 1A/1C, there are no additional requirements for adding new cells.
l In the case of 1B/1C, if the cells to be removed are non-serving cells, there are no additional
requirements. Otherwise, AMR over HSPA/HSPA+ needs to roll back to AMR over DCH
before the handover.
l In the case of 1D, if the new best cell supports HSPA/HSPA+, there are no additional
requirements. Otherwise, AMR over HSPA/HSPA+ needs to roll back to AMR over DCH
before the serving cell changes.
For hard handover, if the target cell supports HSPA/HSPA+, the normal handover procedure is
performed. If the target cell does not support HSUPA or HSDPA, AMR over HSPA/HSPA+
needs to roll back to AMR over DCH, along with a hard handover.
3.2.1 Bearer
This section involves the feature "WRFD-01061701 RAB Mapping."
For AMR over DCH, the CN transmits three sub-flows to the RNC, and then the RNC sets up
three RBs by using TM RLC to carry the three sub-flows. For VoIP/AMR over HSPA/HSPA+,
the CN transmits only three sub-flows to the RNC, and then the RNC merges them into one flow
and sets up one RB by using UM RLC to carry the flow.
Figure 3-1 shows the difference between these voice bearer schemes.
The voice service can be carried on the DCH, HS-DSCH, or E-DCH, depending on bearer
policies and switching parameters. For details, see the Radio Bearers Feature Parameter
Description.
Voice services such as VoIP and AMR are delay-sensitive. The functions of scheduling and flow
control need to meet the delay requirements of voice services.
F-DPCH
Before the Fractional DPCH (F-DPCH) is introduced, each HSDPA user requires an associated
DPCCH, which consumes the downlink power and codes.
The F-DPCH is introduced in 3GPP Release 6. The F-DPCH is a simplified DPCCH and has
only a TPC field. One F-DPCH can be shared by up to 10 UEs. Therefore, F-DPCHs reduce the
consumption of associated DPCCHs and save the codes and power of the cell.
DTX/DRX
For services such as VoIP and web browsing, UEs need to maintain uninterrupted connection
and transmit data intermittently. When the number of UEs of this type increases, uplink DPCCHs
greatly increase the uplink load of the cell. In the downlink, UEs need to listen to HS-SCCHs
without interruption, wasting battery power.
DTX/DRX is introduced in 3GPP Release 7. Uplink DTX allows UEs to disable the uplink
DPCCH transmission periodically to reduce interference caused by the uplink DPCCH and
increase uplink capacity. Downlink DRX allows UEs to receive data on the HS-SCCH at the
specified time periodically, reducing the power consumption of UEs.

Therefore, before transmission on the air interface, the IP header needs to be compressed. RoHC
is introduced in the 3GPP PDCP. It is used to compress IP headers. After RoHC is performed,
the redundant headers are reduced from 40-60 bytes to 3-5 bytes.

4 Engineering Guidelines
4.1.1 Requirements

This feature does not have any special requirements for hardware.
l Dependencies on Other Features
The configurations of the features on which this feature depends are complete. This feature
depends on the feature WRFD-010610 HSDPA Introduction Package and WRFD-010612
HSUPA Introduction Package.
l License
The license "IMS Signaling over HSPA" on the RNC side has been activated. For details
about the license items and how to activate the license, see License Management Feature
Parameter Description.
l Other Prerequisites
The CN and UE must support this feature.

4.1.3 Activation
When configuring the IMS Signaling over HSPA feature on the CME, perform a single configuration first,
and then perform a batch modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.
Set parameters on the CME according to the operation sequence described in Table 4-2. For
instructions on how to perform the CME single configuration, see CME Single Configuration
Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)
To modify objects in batches, click on the CME to start the batch modification wizard. For
instructions on how to perform a batch modification through the CME batch modification center,
press F1 on the wizard interface to obtain online help.

Step 2 In the Navigation Tree pane on the RNC LMT, click the Trace tab. In the displayed Trace
Navigation Tree pane, double-click UMTS Services. On the unfolded list, double-click Uu
Interface Trace. In the displayed Uu Interface Trace dialog box, select RRC_RB_SETUP
and RRC_RB_RECFG as shown in Figure 4-1 to trace Uu interface signaling messages.
Step 4 If VoIP services are carried on HSPA or HSPA+, trace the RRC_RB_SETUP or
RRC_RB_RECFG message on the Uu interface to check the type of carried TTI, as shown in
Figure 4-4.

In the case of VoIP over HSPA, the following features have been configured before this
feature is activated: WRFD-010610 HSDPA Introduction Package and WRFD-010612
HSUPA Introduction Package.
In the case of VoIP over HSPA, the WRFD-010686 CPC-DTX/DRX feature has been
configured before this feature is activated.
l License
The license "VoIP over HSPA Introduction Pakage" on the RNC side has been activated.

Feature Parameter Description.
l The VoIP over HSPA/HSPA+ feature requires the IMS, and the IMS signaling transmission
needs to be configured on the RNC.

4.2.3 Activation
Step 2 Optional: Run the RNC MML command SET UCORRMALGOSWITCH to enable the RoHC
algorithm. In this step, select the CFG_PDCP_RFC3095_HC_SWITCH check box under the
parameter Channel Configuration Strategy Switch.
NOTE
To increase the transmission efficiency of VoIP services, it is recommended that the WRFD-011501 PDCP
Header Compression (RoHC) feature be activated.
Step 3 Optional: If VoIP services need to use the WRFD-01061403 HSUPA 2ms TTI feature, run the
RNC MML command SET UCORRMALGOSWITCH. In this step, select the

1. If the NodeB is configured with the WBBPb and EBB boards, it is recommended that 10
ms HSUPA TTI be set for VoIP services. Run the RNC MML command SET UFRC. In
this step, select the EDCH_TTI_10ms check box under the parameter HSUPA TTI type

2. If the NodeB is configured with the WBBPd and EBBCd boards, either 10 ms or 2 ms
HSUPA TTI can be set for VoIP services.
l To set 10 ms HSUPA TTI for HSUPA services, run the RNC MML command SET
UFRC to select the EDCH_TTI_10ms check box under the parameter HSUPA TTI
type of VOIP service.
l To set 2 ms HSUPA TTI for HSUPA services, do as follows:
a. Run the RNC MML command SET UFRC. In this step, select the
EDCH_TTI_2ms check box under the parameter HSUPA TTI type of VOIP
service.
b. Run the RNC MML command SET UCORRMALGOSWITCH to select the
DRA_VOICE_SAVE_CE_SWITCH check box under the parameter Dynamic
Resource Allocation Switch.
Step 5 Optional: To use the WRFD-01061404 HSUPA 2ms/10ms TTI Handover feature, run the RNC
MML command SET UCORRMALGOSWITCH. In this step, select the
DRA_VOICE_TTI_RECFG_SWITCH check box under the parameter Dynamic Resource
Allocation Switch.
Step 6 Optional: To configure the EPF scheduling strategy, run the NodeB MML command SET
ULOCELLMACHSPARA to set Scheduling Method to EPF(Enhanced PF).
NOTE
In the case of HSUPA, it is recommended that the non-scheduling transmission mode be used. In the case
of HSDPA, it is recommended that the Enhanced Proportional Fair (EPF) algorithm be activated. The
purpose is to reduce the delay of VoIP services.

The services admitted after the deactivation will not use this feature.

4.4.1 Requirements
This feature does not have any special requirements for hardware.

The UE is of 3GPP Release 8 or higher and CS voice services are capable of being
carried on HSPA/HSPA+.
The RNC and NodeB versions are RAN11.0 or later.
4.4.3 Activation
Step 2 Optional: If CS voice services need to be carried on the 2ms Transmission Time Interval (TTI),
run the RNC MML command SET UCORRMALGOSWITCH. In this step, select the
MAP_HSUPA_TTI_2MS_SWITCH check box under the parameter Service Mapping
Strategy Switch. Go to Step 3.
Step 3 Optional: Configure the HSUPA TTI type of the VoIP service.
1. If the NodeB is configured with the WCDMA Baseband Process Unit REV:b (WBBPb)
and Enhanced Base Band Card (EBBC) boards, it is recommended that 10 ms HSUPA TTI
be set for VoIP services. Run the RNC MML command SET UFRC. In this step, select
the EDCH_TTI_10ms check box under the parameter HSUPA TTI type of VOIP
service.
2. If the NodeB is configured with the WCDMA Baseband Process Unit REV:d (WBBPd)
and Enhanced Base Band Card REV:d (EBBCd) boards, either 10 ms or 2 ms HSUPA TTI
can be set for VoIP services.
l To set 10 ms HSUPA TTI for HSUPA services, run the RNC MML command SET
UFRC to select the EDCH_TTI_10ms check box under the parameter HSUPA TTI
type of VOIP service.
l To set 2 ms HSUPA TTI for HSUPA services, do as follows:
a. Run the RNC MML command SET UFRC. In this step, select the
EDCH_TTI_2ms check box under the parameter HSUPA TTI type of VOIP
service.
b. Run the RNC MML command SET UCORRMALGOSWITCH to select the
DRA_VOICE_SAVE_CE_SWITCH check box under the parameter Dynamic
Resource Allocation Switch.
Step 4 Optional: If the dynamic adjustment of CS voice services over HSUPA from 2 ms TTI to 10
ms TTI is required, run the RNC MML command SET UCORRMALGOSWITCH. In this
step, select the DRA_VOICE_TTI_RECFG_SWITCH check box under the parameter
Dynamic Resource Allocation Switch.
Step 5 Optional: To configure the EPF scheduling strategy, run the NodeB MML command SET
ULOCELLMACHSPARA to set Scheduling Method to EPF(Enhanced PF).
NOTE
In the case of HSUPA, it is recommended that the non-scheduling transmission mode be used, which does
not need to be configured. In the case of HSDPA, it is recommended that the Enhanced Proportional Fair
(EPF) algorithm be activated. The purpose is to reduce the delay of CS voice services.
