Article is devoted to the analysis of the human rights in times of natural disasters. It con-
siders general approach to human rights protection in times of natural disasters, as well as
the role of human rights law and international humanitarian law in the sphere. There is a con-
clusion that primary responsibility for protection of persons lies with the state where disaster
took place. Emphasize is placed at general humanization of international law.
