diesel or lube oils. In addition, the ISO containers are often cleaned using hot water and
detergents to remove the previous product. Both of these practices are high risk as residues of
either previous product or detergent can cause contamination for Aviation products. If

04.02.00 Grade Changing Procedures

04.02.01 Change of Grade (Ships Compartments)


For guidance on tank cleaning on multiproduct vessels prior to the carriage of aviation fuel,
refer to the appropriate Shell or Industry requirements, for example:
Appendix B of Charterers Instructions, issued by STASCO.

04.02.02 Change of Grade (Rail Tank Cars and Road Bridging Vehicles)
Bridging vehicles (road or rail) supplying airports should remain permanently in single grade
service. Grade changing should only be necessary infrequently, when vehicles have to be re-
allocated to meet permanent changes in the demand or to cover a temporary situation when,
for example, a vehicle trailer is unserviceable and undergoing extensive maintenance.
The chief quality control problem when changing equipment from one grade to another is the
risk of product contamination from residues of the previous grade. This problem has become
more serious following the introduction of biofuels biodiesel and gasoline containing
oxygenates or ethanol into the distribution system. In the context of grade changing,
biodiesel is the problem because the FAME bio-component is sticky and surface active. Ethanol
and ETBE are not considered to pose any more risk than gasoline because they are volatile
and not surface active.
Bridging of aviation fuels should only be carried out with white product vehicles. White
products are defined as those not heavier than gas oil. Grade changing procedures differ
depending on whether the previous (white) product has contained a bio component.
a) Grade Changing Procedure to be used where it is possible that the previous product was
biodiesel.
Vehicle (tanks, lines, pumps, manifolds and valves) should be steam cleaned, followed
by drying, and a cleaning certificate obtained (no chemicals or detergents to be used).

Before putting back into service, thoroughly inspect road vehicles or rail tank wagons to
ensure freedom from water and solid matter and then follow the procedure in b) below.
b) Grade Changing Procedure to be used where it can be guaranteed that the previous
product was not biodiesel.
Drain each compartment at its low point; drain piping manifold, pumps and hoses if
applicable.
Introduce flushing product (see table below on whether flushing is required) to cover to
a depth of approximately 5 cm above the foot valves, hold for 10 minutes.
Drain each compartment, manifold, etc., and return the flushing product to non-aviation
stock.
Internally inspect each compartment through manhole to ascertain that it is clean and
dry.
Change grade plates and fit vehicle with suitable couplings or other grade selective
features to satisfy selectivity. Vehicle must carry Jet (or Avgas) dedicated hoses.
Load new product, draw sample from all compartments, manifold, etc., and carry out a
Visual Check.
The flushing fluid shall be the new grade to be loaded.

A: The tank and pipework shall be completely drained until no liquid remains (drainings to be
downgraded to non-aviation use). Internally inspect each compartment through manhole to
ascertain that it is clean and dry. If sludge or dirt is present, it shall be cleaned out.
B: The tank and pipework shall be completely drained and introduce flushing product to cover the
foot valves (flushing product shall be the new grade to be loaded or for Avgas, should
preferably be unleaded bio-free motor gasoline), hold for 10 minutes. The tank and pipework
shall be completely drained until no liquid remains (drainings to be downgraded to non-aviation
use). Internally inspect each compartment through manhole to ascertain that it is clean and dry.
If sludge or dirt is present, it shall be cleaned out.
