1. Current Monetary Policy of the US Federal Reserve to increase the Policy Rates more
than once in 2017, which lead to lower capital inflows and more cash outflows.

2016-17.

Areas of Budget:
The 2017 Union Budget, presented by Finance Minister Arun Jaitley on Wednesday, was
broadly focused on 10 themes the farming sector, the rural population, the youth, the poor
and underprivileged health care, infrastructure, the financial sector for stronger institutions,
speedy accountability, public services, prudent fiscal management and tax administration for
the honest.
1. Agriculture sector
2. Rural population
1. The government targets to bring 1 crore households out of poverty by 2019 and
allocating an amount of Rs.23,000 Crores, previously it was Rs.15,000 Crores.
2. During 2017-18, five lakh farm ponds will be taken up under the MGNREGA.
3. Over Rs 3 lakh crore will be spent for rural India. MGNREGA to double farmers'
income.
4. Budget Provision of Rs.38,500 Crores under MGNREGA in 2016-17 has been
increased to Rs.48,000 Crores in 2017-18.
5. Will take steps to ensure participation of women in MGNREGA up to 55% from
48%.
6. Space technology will be used in a big way to ensure MGNREGA works.
7. The government proposes to complete 1 crore houses for those without homes.
8. Will allocate Rs. 19,000 crore for Pradhan Mantri Gram Sadak Yojna in 2017-18.
9. The country well on way to achieve 100% rural electrification by March 2018 and
allocating an amount of Rs.4,814 Crores.
10. Swachh Bharat mission has made tremendous progress; sanitation coverage has
gone up from 42% in Oct 13 to 60% now.
11. Skill Development and livelihood opportunities for people in rural areas are
allocated to Rs.4,500 Crores.
12. Safe Drinking Water Facility to over 28,000 arsenic and fluoride affected
habitations in the next four years. This will be a submission of the National Rural
Drinking Water Programme (NRDWP).
13. Mason training will be provided to 5 lakh persons by 2022, with an immediate
target of training at least 20,000 persons by 2017-18.
14. The total allocation for rural, agriculture and allied sectors in 2017-158 is
Rs.1,87,223 Crores, which is 24% higher than the previous year.
3. For youth
1. Will introduce a system of measuring annual learning outcomes and come out with
an innovation fund for secondary education.
2. An innovation Fund for Secondary Education will be created to encourage local
innovation for ensuring universal access, gender parity and quality improvement.
This will include ICT enabled learning transformation. The focus will be on 3,479
educationally-backward blocks.
3. Propose to launch SWAYAM platform with atleast 350 on line courses. This would
enable students to virtually attend the courses taught by the best faculty; access high
quality reading resources; participate in discussion forum; take tests and earn
academic grades. Access to SWAYAM would be widened by linkage with DTH
Channels, dedicated to education.
4. Propose to start a National Testing Agency as an autonomous and self-sustained
premier testing organisation to conduct all entrance examination for higher education
institutions.
5. Colleges will be identified based on accreditation.
6. Skill India mission was launched to maximise potential. Will set up 100 India
International centres across the country.
7. Courses on foreign languages will be introduced.
8. Will take steps to create 5000 PG seats per annum.
9. The next phase of Skill Acquisition and Knowledge Awareness for Livelihood
Promotion Programme (SANKALP) at a cost of Rs.4000 Crores. It will provide the
training to 3.5 Crores Youth.
10. The next phase of Skill Strengthening for Industrial Value Enhancement
(STRIVE) will also be launched in 2017-18 at a cost of Rs.2200 Crores and
vocational training provided in ITIs and strengthen the apprentice programmes
through industry cluster approach.
11. Going to provide the employment in Leather and Footwear Industries and
Tourism is a big employment generator.
7. Fiscal situation
1. Total expenditure is Rs. 21, 47,000 crore.
2. Plan, non-plan expenditure to be abolished; focus will be on capital expenditure, which
will be 25.4 %.
3. Rs. 3,000 crore under the Department of Economic Affairs for implementing the
Budget announcements.
4. Expenditure for science and technology is Rs. 37,435 crore.
5. Total resources transferred to States and Union Territories is Rs 4.11 lakh crore.
6. Recommended 3% fiscal deficit for three years with a deviation of 0.5% of the GDP.
7. Revenue deficit is 1.9 %
8. Fiscal deficit of 2017-18 pegged at 3.2% of the GDP. Will remain committed to
achieving 3% in the next year.
9.Defence sector
1. The defence sector gets an allocation of Rs. 2.74,114 crore.
