application to improve and smoothen ground level mechanism for waste
collection, disposal and distribution of water through water tankers
Implement the GPS/GPRS based Automatic Vehicle Tracking System solution for
real time Vehicle Monitoring, Route tracking for both Garbage Vehicles & Water
Tankers and Bin Monitoring for its Solid Waste Management Services with
necessary Software both server side & device side.
The System Integrator should provide end-to-end solution including supply of
750 numbers of GPS devices, 4300 nos RFID tags, Application Software, Web
interface/portal and related MIS reports.
The scope also includes supply, Implementation and maintenance of web based
software system to capture and store data from GPS devices, RFID Readers, and
finally generation of necessary MIS reports (Tabular, Map based).

them readily available for future planning and analysis.
Route optimization can be done which will help in reduction of trip time,
fuel saving and serving more locations.
To project savings and ensure optimum utilization of scarce resources.
Monitoring and quick decision making through MIS generated by the data
Protecting the interest of and empowering the end beneficiary.

The Scope of work includes:


a. Supply & Maintenance of 750 nos. of GPS devices, 4300 nos. of RFID tags,
150 nos. of RFID readers along with web-based software system for a period
of 3 years on rental basis.
b. Design, development of GPS Based Application software (Vehicle Tracking
System) integrated with GPS, RFID devices on server side for monitoring of
Vehicle movement, route tracking and GIS based MIS reports as per formats
requested by the authorities.
c. Designing of Monitoring APP for designated officials for Real time
monitoring of vehicles ; Trip Reports & Vehicle Day Summary
d. Generation of Various MIS reports defined by the
e. Help Desk support & deployment of technical support manpowerThe
identified bidder has to deploy 1 technical support staff for each zone in
area to address the technical issues related to GPS/RFID devices and deploy
1 Technical Person at HQ for support on the application related issues.
Detailed Scope of Work:
To implement the solution, following tasks to be performed:
A. GPS Devices to be installed on each vehicle in tamper proof pattern.
B. Dynamic Route Management: must be able to create and assign routes
based on the landmarks and stoppages with option to assign single or
multiple vehicles on the route created.
C. Point data relevant to Source (Depots) and destination
D. Real time report of the movement of the GPS enabled vehicles on the map
to the users based on their privileges.
E. Provider Device Tampering Alert: In case of tampering of any
equipment, component of vehicle tracking system etc., alert should be given
through SMS/ On-screen Pop Up Alert with Sound on about 4 to 5 relevant
Mobile Nos. or as suggested by authorities

F. Route Deviation/Excess Stoppage Alert: In case of deviation of vehicle


from pre-defined routes or excess stoppage of vehicle beyond a specified
time duration alert should be given through SMS on about 4 to 5 relevant
Mobile Nos. or as suggested by authorities.
G. Total Productive Maintenance(TPM) mapping
o Route and waste colleting points should be defined using GPS technology.

o All routes and its collection points should be identified and accurately
mapped (for tabular / map report, analysis).
o Defined Schedule for each route with respect to its collection point to be
defined in the system.
o Administration of defined route as per new / updated requirement.

H. Total Productive Maintenance(TPM) Monitoring

o Vehicle movement & stopping points with stopping time should be


monitored.

o Route and collecting points should be displayed using GPS technology on


the city map. E.g. Society name, Apartment name, Complex name is to be
displayed in reports as well as on map,
o Through GPS movement, entry / exit and stoppages of vehicle should be
monitored.
o Every collecting point is mapped with the stoppage time interval. If vehicle
stops at least for defined stoppage time at that collection point, it can be
assumed that waste is collected from that point.
o Variation should be reported through alert.

To control the time base physical presence of the vehicle, RFID system will
also be implemented along with GPS system in following way:
I. RFID TAG to be mounted on each Bin
J. RFID Reader will be installed on 150 vehicles (Refused compactors and
Dumper Placers)

K. Vehicle master to be created in the system. (Zone wise, Route wise


assigned vehicles, Vehicle type, Vehicle number, Owner / Contractor details,
GPS details, RFID Tag details)
L. For Bin Management:

o RFID TAG to be mounted in each Bin (4300 Bins)

o Geocoding of Bin placing locations should be done.

M. MIS & GIS Reports


MIS Reports on at various levels (Zone, Circle) for various periods (Daily,
weekly, monthly), Verification Report &Exception reports to be developed.

GIS Report on Master Data at various levels (Zone, Circle) for various
periods (Daily, weekly and monthly), and Verification Report &Exception
reports to be developed.

Capturing the GPS Coordinates of the location of data capture is recorded


for validation.

The Report list is generic and actual list of MIS reports will be finalized during
implementation.

P. Internal & External Integrations- The required application should be


developed with latest technologies and should be open with integrations with
other applications/portals of the Department. The captured data may be
required to be integrated with various internal & external interfaces.

Module and any other as required by Dept)
R. Training needs to be given to all the sanitation staff
S. Customized Source Code of the application shall be under the ownership
and should be handed over to the authorities for release of Payment.
T. Application should be hosted on the servers as specified by the bidder in
its BoM in the technical bid. The server either shall be arranged by the
department or the SI initially. The infrastructure shall be placed in
premises/as per the advice of authorities.
The System Integrator (SI) is responsible for the following:
i. Deployment of Devices with client side application software for real time
vehicle tracking system. The client side application must be compatible with
server, so that it is able to transact with the latter.
ii. Commissioning & Maintenance of the devices for a period of 3 years
from the date of agreement and keeping 5% of devices as spare.
iii. The successful bidder shall Provide Map Data of State on 1:5000 (cm)
scale with the following details as selectable layers with their names
superimposed (on selection). The required GIS mapping should be completed
within 10 days from the date of award of contract. Any delay here shall
attract penalty.
iv. The System Integrator shall provide off the shelf Web based Vehicle
Tracking Software and customize the same as per the requirements of the
authorities to operate and maintain the GPS based Vehicle Tracking devices
installed in transport vehicles and tankers running in State.
v. Supplying required consumables, spares & support infrastructure.
vi. Collection of Information related to the Bins locations, dump yards from
circle offices
vii. Registration of vehicles, locations and other information
viii. Collecting non-working devices from Field and providing them with
Functional Devices configured working devices.
ix. Development of Mobile, DB, Web applications in the development period &
Validating & exporting of circles data in to database.
x. Deployment of suitable server in company or any other place specified by
authorities for deployment of the Application.
xi. MIS & GIS reports design and development.
xii. Development of software to generate payment sheets every month with
provision for penalties and Testing of all modules & Security.
xiii. Moving backups at scheduled time & Supporting smooth flow of
applications.

GPS device is the key element of this system. Following should be its
minimum technical specifications.

complaints related to the functioning of the devices/software through a well-
managed help desk and service centres. Registering complaints from field
and coordinating with respective field support personnel and maintenance
team and issue status update.

Others points related to the Project:


i. The bidder shall develop and customize the application. This application will
also store and retrieve relevant data in GPS device, at least till the
information is transferred to the central server.
ii. The bidder shall give training to concerned staff on the use of devices as
well as in troubleshooting of simple/basic errors. There will be at least 2
trainings to be conducted for concerned staff. The induction training will be a
class-room based training to be conducted at the block level. The on-the-job
level training will be need based training that will be conducted at the Field
level as per the request of the authorities. The contents, trainers and training
will be provided by the SI.
iii. The bidder shall deploy sufficient resources to plan and manage the
installation of GPS devices & RFID tags at all service points in the area of
operations. The bidder shall ensure that the GPS devices & RFID tags are
delivered and installed in a safe and secure manner.
iv. The selected SI will have to provide a help desk to resolve the difficulties
faced by the Staff. Vendor has to issue resolution reports on the complaints
received periodically as decided by the department
v. The SI is also required to provide support to Department in reference to
faulty device. They would be required to replace/ fix/provide resolution as per
the Service levels mentioned in the RFP. The entire cost of replacement
including transportation from the Manufacturing Plant or Port of Landing to
the location shall be borne by the SI.
vi. The SI shall provide such packing as is required to prevent damage or
deterioration of the goods during transit to their final destination. The
packing shall be sufficient to withstand, without limitations, rough handling
during transit and exposure to extreme temperatures and precipitation during
transit and open storage.
vii. SI shall provide necessary software and technical document including
drivers, installable components, manuals etc. to enable the Department in
using devices and also integrating these devices in their existing/new
business applications.
viii. The SI shall be responsible to provide training to the department officials.
The training would include basics of the devices, key functionalities and
features, usage guidelines, safety measures, etc. The training locations shall
be decided by the department and shall be informed to the SI at the time of
signing of contract.
ix. The security of the machine will be the responsibility of the Concerned
Staff after handing the machine over to him/her.

Support during the entire Project period:


i. The SI shall provide support as per the service level agreements mentioned
in the RFP.
ii. The SI shall cooperate with the third-party external auditors for conducting
certifications and audits and shall also assist in strengthening of processes by
attending to audit points.
iii. The department will operate a centralized helpdesk with a telephone
number for technical/ operational support. The centralized helpdesk of the
department will register the complaints forward the calls to the SI and shall
maintain a log capturing the complaint details
iv. SI shall receive the complaint details from the centralized help desk of the
department and will register the complaints about hardware and software
issues and will also maintain a log of issues, time and date of receipt of call,
cause / nature of problem (network, hardware etc.), date & time of resolution
provided etc. The SI needs to ensure to provide support for the device.
v. In case any of the device models becomes obsolete, the SI shall offer new
item/model with the same make and same or higher specification at no
additional cost to the department.
vi. The SI shall provide technical document and manpower support to enable
department/its representatives/its consultants in evaluation process.
vii. System Integrator shall keep at least 5% spare devices for business
continuity in case of any breakdown of the devices. The repair / replacement
(as the case may be) would be the
responsibility of the SI. Also, it would be the responsibility of SI to collect the
faulty devices from the Field.

2.11. Deliverables
The following shall be the deliverables of the SI:
i. Supplying, Installing and Commissioning the requisite devices with client
software as per specifications mentioned in this RFP at the locations
identified by the department and keeping in spare, an additional five
percentage of devices.
ii. Training the department officials and other stakeholders on the use of
devices and software.
iii. Resolving effectively and within the stipulated time frame, all complaints
related to the functioning of the devices/software through a well-managed
call centre and service centre.
iv. User manual & Training Manual in English and various manuals including
Systems Administration Manuals, Installation Manuals, Operational Manuals
and Maintenance Manuals.
v. Software Testing Documentation (including details of defects/bugs/errors
and their resolution).
vi. Test Plans and Test cases (including Unit Test Plan, System Integration Test
Plan, User Acceptance Test Plan, Security Test Plan, Load Test Plan).
vii. Periodic Status and Review Reports
viii. Internal Review and testing documents of the System Integrator
ix. Software Source Code for the software specifically developed by the
successful bidder for this Project.

2.12. Change Request:


The following would constitute a Change request during the Project period:
1. Any work which has not been specifically mentioned in the scope of work.
2. Any changes in the deliverables post approval by the authorities.
3. Any delay in the project timelines beyond the calendar time mentioned in
the tender document for which Bidder is not directly responsible.

2.13. Continuity plan


The Bidder should propose and follow business continuity plan in case of
system is non-operational due to any reason like:
Connectivity problem
Hardware failure
Any such issue.

Continuity plan should have various alternatives like:


Off line operations.
Redundant connectivity, etc.

Testing of Software & Acceptance Certificate.


As the discretion of authorities, acceptance tests will be conducted by the
vendor at the site in the presence of the Department Officials and / or its
nominated consultants. The tests will check for trouble free operation, apart
from physical verification and complete functional test of deployed system.
On successful completion of acceptability test of application and after
authorities are satisfied with the working of the application, the acceptance
certificate will be issued by authorities. The date on which such certificate is
signed shall be deemed to be the date of successful commissioning of the
Project.
