The follow-up meeting with the irrigation districts has been confirmed to take place on January 10,
2007 at 2:00pm at the local IBWC office in Mercedes, Texas. IBWC officials have stated that they
have a conference room with a phone capable of handling up to 4 callers at the same time (This
should accommodate SBI and HQ officials).

The number is(b) (6) (you will be place on hold until 2:00pm and then joined with all callers for
participation).

The meeting with the irrigation districts will be at the local IBWC office located at 325 Golf Course Rd
in Mercedes, Texas (From Expressway 83 in Mercedes go south on Mile 2 W past business 83
continue south for approximately 1 mile turn left at Golf Course Rd.). We just spoke to one of the local
IBWC supervisors who said that 2pm would be a doable time. I guess the real question is will 2pm be
ok with your schedule ?

If the time is ok as always we will be available to accommodate you as needed (making sure you don’t
get lost in the Valley Ha!!!).

We will be back in the office hopefully by 2 pm today if you have any questions.

Loren Flossman has asked me to try to make these meetings but I will be in EL Centro on 9 Jan. Let
me know when these both are set and I will try to be there for both. Can the water district meeting be
in the afternoon on the 10th? Where would that meeting be?

We were able to get in contact with (b) (6) , but he will not be back in the office until Monday. (b)
will be in RGV for a meeting with irrigation districts on Thursday 01/10 therefore (b) (6)
agreed to meet with (b) on Friday 01/11 to discuss the Cat Corridor issue (North-South portion) in
project O-11. (6)

Is this ok or do we need to meet with(b) (6) sooner?

We had a conference call earlier today and the RGV team would like to meet with you at O-11 to
work out a new alignment for the North-South portion of that fence section. The new alignment
would be to allow use of bollard fencing instead of the floating fence that is needed on top of the
levee. The bollard fence would allow use of cat openings along that stretch and Janice indicated
you had identified this as a critical corridor area. I left you a voicemail but wanted to follow up
with this email so you have the information in writing. The phone number for (b) (6)
