DISTRICTINDUSTRIESCENTRE,TIRUVANNAMALAI.

INTRODUCTION:

Tiruvannamalaidistrictwasformedbybifurcationof188yearoldNorthArcotDistricton
30th September 1989. The total geographical area of the district is 6355.61 sq.kilo.metre. Cheyyar and
Tiruvannamalai are the two Revenue Divisions in the district. It has 6 Taluks namely Arni, Chengam,
Cheyyar, Polur,Tiruvannamalai and Vandavasi. There are 18 Panchayat unions covering 875 Panchayat
villages with 1067 Revenue villages.The district has 4 Municipalaities namely Tiruvannamalai, Arni,
CheyyarandVandavasi.

AgricultureisthemainstayoftheeconomyofTamilNadu.Itprovideslivelihood
to65percentoftheStatespopulationandcontributes62percentofemploymentgeneratedin
theState.InrespectofTiruvannamalaiDistrictitisaindustriallybackwardarea.Totalarea
undercultivationis3,14,623Hec.TheimportantcultivationsofthedistrictarePADDY
,GROUNDNUT,SUGARCANE,REDGRAMetc.Anotherimportantfeatureofthedistrictis
thatithasaReserveForesttotheextentof1,06,653hectares.Theimportantforestproductsare
SANDALWOOD,EUCALYPTUS,BAMBOO,TAMARINDetc.

Apartfromthis,thedistrictishavingaremarkablelivestockpopulation.Thetotal
livestockincludingBuffaloes,sheepandgoatsisabout15.65lakhs.Becauseofthis,thedistrictis
takingaleadroleinmilkproductioninthestate.

Inordertostrengthenthisstatisticalview,GovernmentofTamilNaduhas
recently issued a G.O. New Anna Marumalarchi Thittam. (G.O.Ms.No.32 on 28.6.2002),
where in , it has been stated that Agrobased industries would be established in all the 385
blocks of the state which includes 18 blocks of Tiruvannamalai District. Under this scheme ,
Govt.directsthatineachblockAgrobasedIndustrieswithcapitalinvestmentofRs.1croreor
moreshouldbeestablished.

NEWANNAMARUMALARCHITHITTAM:


TheGovernmentofTamilnaduinJune2002,togivethrusttoagrobasedand

foodprocessingindustriesinruralareasannouncedthisscheme.Thesalientpointsofthis

schemeisthatfoodprocessingandagrobasedindustrieswithaminimumcapitalinvestmentof

Rs.25lakhsandnotexceedingfourunitsperblockcreatingemploymentinruralareaswouldbe

encouraged.Theindustriesclearedunderthisschemeareeligibleforacapitalinvestment

subsidyattheRate15%onthecostofplant&machineryandLowTensionPowerTariff

subsidyat30%,20%and10%forthefirst,secondandthirdyearsrespectively.Inadditionto

thataspecialcapitalinvestmentsubsidyat5%willbegiventotheunitswhichemploysmore

than50%ofwomeninthetotalworkforce.

allthesupportingservicestotheproposalsclearedunderthisschemetocommencethe

productionattheearliest.

havebeenselectedbyStateLevelCommitteeason31.8.2003.

WOMENE.D.P:


GovernmentofTamilnaduhasannouncedaschemetotraining5lakhwomenin
entrepreneurialskillsforselfemployment.TheTamilnaduCorporationofforDevelopmentof
WomenLimited,DepartmentofIndustries&Commerce,TAHDCOandDepartmentsof
Agriculture,BackwardclassesandRuralDevelopmentaretheimplementingagenciesofthis
scheme.TheIndustriesandCommerceDepartmenthasbeenallocatedatargetof25,000
womenperyearfortrainingin5yearsworkingoutof1,25,000womenin5years.
TiruvannamalaiDistricthasbeenentrustedwithatargetof750womentobetrainedinevery
year.

SSI.PROVISIONALREGISTRATION:

SmallScaleIndustriesRegistrationisoneofthemaindocumentsforrecognition
toobtainincentivesandconcessionsfromGovernmentandGovernmentAgencies.Initially,
onceapersonthinksofstartinganindustry,heshoulddeterminetheactivityandthelocation.
ThenhehastoapplyforaprovisionalregistrationcertificatetoDistrictIndustriesCentre.This
registrationhelpstheentrepreneurtogetthepriorityingettingthepowerconnectionfrom
TNEB.Alsothefinancialinstitutionneedsthiscertificationwherever,thebankgoesfor
refinanceswithmajorfinancialinstitutessuchasSIDBI,IDBI,NABARD,etc.Thiscertificateis
havingvalidityof5yearsfromthedateofissue.ThecostoftheapplicationisRs.20/andis
availableatDistrictIndustriesCentreoncashpayment.Thecertificateisissuedwithin7days.

Cottage&Handicraftsindustriesalsoplayavitalroleinrelievingthe
unemploymentburdenamongtheruralyouth.Apartfromthelocalmarket,theproducts
madeundertheheadingalsoyieldforeignexchangetosomeextent.Theconventionaland
hereditaryskillsareencashedbytheruralartisansbymakingcottageandhandicraftsitems.
Butmostoftheskilledartisansareuneducatedandhencethedirectexportersmakeuseof
themtomintmoneybypayingameageramounttotheartisanforhislabourandsellingthe
productataveryhighpriceintheforeignmarket.nowthedaysaregoneandtheGovernment
hasformedanumberoforganizationsinStateLevelsuchasPoombuhar,Khadi&Village
IndustriesBoard,etc.andincentrallevelsuchasAllIndiaHandicraftsboard,Khadi&Village
IndustriesCommissionetctolookaftertheseartisansbydirectlyplacingorderswiththem,
avoidingthemiddleman.

issuescertificateforgettingassistancesfromdifferentagenciesandfinancialinstitutions
industriesareinexistenceinthisdistrictwhichhavegeneratedconsiderableemploymentinthe

MotivationCampaignarebeingconductedtwiceinamonthatBlockLevel,toidentifysuitable
entrepreneursandtoassisttheminpreparationofviableprojectreports,issuingofProvisional
SmallScaleIndustriesRegistrationcertificateandmakingawarenessabouttheincentivesand
subsidiesannouncedbytheGovernmentofTamilnadu.ProvidingPMRYloanapplicationsto
theeligiblebeneficiaries.

SINGLEWINDOWCONCEPT:

ASingleWindowcommitteehasbeenconstitutedundertheChairmanshipofthe
DistrictCollector,Tiruvannamalaitoredresstheindustrialunitsproblemsingettingpower
connection,localbodyplanapproval,etc.TheapplicanthastosendthepetitionstoDistrict
IndustriesCentrewiththedetailsoftheproblemandwherethebottleneckis.theGeneral
Manager,DistrictIndustriesCentrewillconvenethecommitteemeetingunderthe
chairmanshipoftheDistrictCollector(willdiscusstheproblemsfacedbytheentrepreneurs)
onceinamonthwiththeofficialsconcerneddiscusstheproblemandtrytosolveitonethespot.
Itissuggestedthatbeforeinitiatingtheproject,theentrepreneurshouldascertainwhetherthe
proposedlocationoftheindustryiswithintheindustrialareaforwhichdetailedlistisavailable
attheofficeoftheDeputyDirector,Town&CountryPlanningDepartment,Vellore.

EXPORTGUIDANCECELL:

TheExportGuidanceCellisformedintheDistrictIndustriescenterand
functioningfromMarch2003.TheaimoftheExportGuidanceCellistopromoteindustrial
exportsatthedistrictlevelbyidentifyingthepotentialindustriesforexports,identifying
suitablemarketsforexports,invitingentrepreneurstoexploitthepotentialandgivingthem
properguidanceforexportingtheirproducts.Entrepreneurswillingtohaveashareofthe
exportmarketcanapproachthisexportguidancecellforproperguidance.

CooperationinIndustryisincreasinglyimportantasasocioeconomic
propositionpavingthewayfortheparticipationofweakersectionsinIndustrialandallied
activities.Industrialcooperativesarethosewhichundertakemanufacturingandprocessing
activitiesandtoprovideservicefacilitiestogroupsofentrepreneurswhomaybeartisans
techniciansorothersandwillincludecentralorapexinstitutions.Aspertheact,nosociety
shallberegisteredwhichdoesnotconsistofatleast25personswhohaveattainedtheageof
maturity.

Fortheregistrationofthesocietyaprojectreportindicatingthesourceoffinance
andtherequirementoffinancefromGovernment,alongwiththebylawshouldbesenttothe
functionalregistrar.Inthedistrictlevel,theGeneralManager,DistrictIndustriesCentreisthe
registeringauthority.TheIndustrialCoopmovementhasitsownfinancingbank,the
TamilnaduIndustrialCoopBank(TAICObank).Thesocietygenerallyhasthepowerof
borrowingtentimesthepaidupsharecapitalplusthereservefund.NormallytheGovernment
grantsReservefundsubsidytothesocieties,themembersofthesocietiesasgivensharecapital
loansandindeservingcasestheGovernmentalsoparticipantsintheircapitalstructure.The
servicesofadepartmentalofficialareasprovidedatGovernmentcostforaperiodofthree
years.
