The EI Group has completed Radon re-sampling in select areas that that were found to be above 4
picocuries per liter (pCi/L) at the following addresses:
Spiller Elementary School located at 330 Tazewell Street in Wytheville, Virginia 24382. The structure is
a single story school building. Approximate square footage of the ground floor of the structure is 76,760
ft. The school was first constructed in 1958 with additions constructed in 1970 and 2003. Classrooms
#239, 241, 242 and 249 all had results above 4 pCi/L during the previous sampling event completed by EI
in June of 2016 and had to be re-sampled.
Speedwell Elementary School located at 6820 Cedar Springs Road in Speedwell, Virginia 24374. The
structure is a single story school building. Approximate square footage of the ground floor of the structure
is 39,350 ft. The school was first constructed in 1935 with additions constructed in 1949 and 1974. The
Gymnasium, Classrooms OC-3, and OC-6 all had results above 4 pCi/L during the previous sampling
event completed by EI in June of 2016 and had to be re-sampled.
Radon gas is a colorless, tasteless radioactive gas that occurs naturally from the decay of uranium.
Radon gas can be found in soil, rock, groundwater, and air. Radon has a half-life of only 3.8 days and
decays to its daughter elements (polonium 218, polonium 214, bismuth 214, and lead 214). It is these
daughter elements that represent the health hazard commonly associated with radon. The
Environmental Protection Agency (EPA) has established 4.0 pCi/L as an action level for radon gas.
When completed a short-term radon test (48 hours to 90 days), typically charcoal canisters and/or
liquid scintillation (LS) canisters are placed one per classroom, and for common areas, one per 2,000
square feet. For this project we used LS canisters that were placed at least three feet from the windows
and exit doors, one foot from exterior walls, and two feet above the floor.
It is recommended that closed conditions or normal entry and exit procedures be observed for 48
hours prior to sampling and during the radon survey. This includes not propping open exterior
EI certified personnel placed and collected canisters on the ground floor of specific
classrooms/common areas that were found to test high during the last sampling event in June of 2016 in
accordance with the EPA guidelines. Based on US EPA regulations, duplicate measurements were made
for 10% of the canisters placed and field blanks should be deployed for 5% of the canisters placed.
A total of seven (7) canisters were placed on the ground floor, along with two blind duplicates placed
by EI personnel, and two field duplicates provided by the laboratory and chosen at random. Also placed
with the samples and chosen at random were two (2) field blanks, or unopened canisters. Field Blanks
are utilized to determine bias introduced from shipping and storage of the sample kits. Duplicates
are deployed to determine precision in analysis by the laboratory as a Relative Percentage Difference
(RPD) of the sample kits. The RPD should be less than 67% if the radon measurement is less than 4
pCi/L and less than 36% if the radon measurement is more than 4 pCi/L. It is recommended if the RPD
is too large, the results are to be discarded and the test repeated. Two types of duplicates were deployed
during the survey. Field duplicates were provided by the laboratory and there was one placed in each
school building by Ms. Mannone at random. Blind duplicates were two separate sample kits placed in a
location determined by EI and unknown by the laboratory.
Sample Results
The radon survey was performed by Ms. Laura Mannone (Radon Measurement Professional
License No. 108177 RT) over a period of one day, December 30, 2016; and retrieved by EI on January 3,
2017. The samples were submitted to EMSL Analytical, Inc. in Cinnaminson, New Jersey for
analysis using the EPA recommended method #402-R-92-004. Tables 1-13 present the results of the
radon LS canisters analyzed by EMSL only in areas where the levels measured above 1 picocuries/liter
(pCi/l). The laboratory data sheets are included as an attachment.
Ten (10) of the results yielded measurable indoor radon concentrations exceeding the EPA action level
of 4.0 pCi/L (elevated results are in bold in the above table).
Recommendations
Based on the levels identified at the site, EI recommends remediation as soon as possible the in areas
that yielded concentrations exceeding the EPA action level of 4.0 pCi/L. It should be noted that short
term samples may fluctuate and therefore resampling would be prudent to verify results prior to
proceeding with the installation of any mitigation system. It should also be noted that during the
previous sampling event, in June of 2016, these same areas were above the EPA AL but efforts to
resample during that time, and under the same conditions were not able to be met until winter break. The
elevated samples on December 30, 2016 through January 3, 2016 were located in the following areas:
For all other areas that yielded concentrations under the EPA action level of 4.0 pCi/L, the EPA
recommends following up with additional testing, sometime in the future. The EPA recommends to
follow-up with either another short-term test or a long-term test (91+ days) if the results of an initial
short-term test are between 4 pCi/L and 10 pCi/L. The long-term test will give a better estimate of the
year-round average radon level; however, the short-term test provides faster results to facilitate quicker
action. The EPA recommends taking immediate action to remediate the radon concentrations if the
initial short- term test is above 10 pCi/L and to take action if the average of second short term test and
the first short term test is above 4 pCi/L. Also, as stated above, it is recommended if the RPD is too
large, the results be discarded and the test repeated.
This report summarizes our evaluation of the conditions observed at the above referenced site. Our
findings are based upon our observations at the facility and results of analyses of the samples obtained at
the time of our visits only. Any conditions discovered which deviate from the data contained in this
report should be presented to us for our evaluation.

home show radon levels that are equal to or greater than 4.0pCi/L.
