Object: Consideration of the accusation of state crimes committed against the Rohingyas,
Kachins and other ethnic minorities in Myanmar

Dear Sir,

The Permanent Peoples Tribunal (PPT) has received from a number of associations
and individuals from these communities a request to investigate whether, how, under what
responsibility, the Government of Myanmar should be considered to have committed
various crimes as with respect to the existence and the rights of the Rohingya, Kachin and
other ethnic minorities in Myanmar.

Based on an independent evaluation by its General Secretariat, this request has


been accepted as the basis upon which to hold an Opening Session in which a formal act
of accusation is to be presented. These public proceedings of the PPT have been planned
to be held in London, UK, at Queen Mary University of London, on 6 and 7 February 2017,
with initial statements by experts and witnesses, integrated by written and visual materials,
to be followed by subsequent hearings, and submitted to the attention of an highly
qualified international panel with expertise and representativeness in the area of specific
concern for this Session. The PPT has in this field a long and well renowned experience,
through its more than 45 Sessions, many of which have been submitted also to UN
agencies and recognized also as source of doctrine and evidence in formal Tribunals.

According to its Statutes, the PPT foresee a specific role for the Defence and this
letter must be considered as an invitation to be officially present in the hearings in the form
you esteem most suitable to represent your interest and point of view.

We are ready to provide you with all the supplementary information you could need
and request.

request of having your presence.
