Palestinians feel they were deceived
by a PR exercise. Now aid carries
disruptive caveats and the peace
process is just a circus
If there are Palestinian textbooks on
the failure of the Camp David talks
with Israel in 2000, they ought to
carry diagrams illustrating the use of
smoke-and-mirrors tactics. In this
case, the confusing burst of smoke
used by the Israeli side to such
spectacular effect was the “generous
offer” made by then Israeli prime
minster, Ehud Barak – a now
mythically impressive peace proposal
which Palestinian president Yasser
Arafat, it is claimed, both stubbornly
and stupidly refused.
By this narration, the deal was
intended to give back almost all of
the 22% of historic Palestine that
Palestinians have already agreed to
accept as their state. And this
airbrushed account has held sway
ever since; although patiently taken
apart many times, it is still treated as
rigid fact within Israel and among its
rightist supporters.
A decade on, this spin factor has
endowed a key Camp David legacy:
the perception among Palestinians
that talks undertaken by them in good
faith are primarily designed to make
them look bad. Ask Palestinians in
the West Bank about the disastrous
summit and the words “trap”, “trick”
and “public relations exercise for
Israel” keep coming up. According to
this view, the rejection of Barak’s
manifestly unacceptable offer was
deployed by Israel as both proof that
there is “no one to talk to” and
justification for a subsequent hardline
approach.

those talks created a political vacuum,
clearing a space for extremism on
both sides. Developments after Camp
David read like a chronicle of misery:
the violent second Palestinian intifada
followed by Israel’s brutal military
reoccupation of the West Bank; the
continued expansion of Jewish
settlements and infrastructure in the
West Bank, along with the increase in
stifling roadblocks and checkpoints
and the construction of Israeli’s
choking separation barrier; the
devastating split between Palestinian
parties Fatah and Hamas, and Israel’s
deadly, three-week pounding of the
Gaza strip in late 2008.
Ghassan Khatib, media director for
the Palestinian Authority, says:
“Much of the deterioration witnessed
in the decade that followed can be
attributed to the miscalculation that
led to Camp David.” In common with
other analysts he says that
Palestinians were strong-armed into
the “all or nothing” negotiations at
Camp David, despite repeatedly
advising US mediators that the
situation was not ripe for such talks.
As a consequence, there is now little
faith in the international community
as independent arbitrators.
Lack of trust is compounded by the
fact that, since Camp David,
international intervention in the
Israeli-Palestinian conflict has been
focused on the journey – getting talks
to resume – rather than the
destination. This endless talks circuit,
the status of which shifts from
moribund to resuscitated and limping,
is viewed as a distracting sideshow, a
profiteering circus. As the
independent Palestinian MP Mustafa
Barghouti puts it: “The peace process
became a business and a substitute for
peace.”
A toxic, humiliating consequence of
those peace process years that began
with the 1993 Oslo accords has been
your meals all week long.

Palestinians, who place no less
emphasis on education, economy and
good business than do their Israeli
neighbours, are now ashamed to point
out that they are among the most aid-
dependent societies.
There is no good reason for this: it is
absolutely a decision made by the
international community, to allay
some of the more devastating
consequences of Israel’s occupation
while refusing to push for a political
agreement. Now the aid carries its
own disruptive caveats: for instance,
USAID feeds funds into swathes of
the Palestinian NGO sector, but only
on condition that documents are
signed to assure that the organisations
to be funded are Hamas-free.
Observers say that civil society
organisations and grassroots groups,
pre-Oslo, were far better able to take
care of Palestinians than the
mushrooming, internationally
dependent and politically
compromised NGO economy that
currently powers Palestine.
And despite Israeli and international
efforts to thwart Hamas, the party’s
position on negotiations has traction
in the decade-long shadows of the
collapsed Camp David summit.
Mahmoud Ramahi, senior Hamas
representative and the general
secretary of the Palestinian legislative
council, says that the Palestinian
Authority’s position – financially
blackmailed by the international
community into appearing at endless,
futile negotiating tables with Israel –
is proof of how Camp David
“infected policy” within the
Palestinian frame.
“We accept ‘67 borders,” he says.
“But when we saw this proposal at
Camp David, the people understood
that Israel doesn’t want to give us
anything and that we have to keep

He says talks should be premised on
the Israeli acceptance of basic tenets,
upheld by UN resolutions and
international law: “When Israel is

ready to negotiate on how to
implement that decision.”

Objectiveless in Iraq and Afghanistan

The dominant question on
everyone’s mind is when are we
going to get out. Out of Iraq and out
of Afghanistan. Liberals who voted
for Obama with the certainty that
both wars were the product of some
evil plot hatched by Cheney in the
White House subbasement are
confused and frustrated as to why the
US hasn’t just pulled out. Of course
those are the same people who were
never troubled by Taliban atrocities
or Saddam’s rape rooms, and aren’t
going to be too bothered when the
Iranian puppet Mahdi Army and the
Taliban come back in for a bloody
takeover. And if they do, George
Galloway or Robert Fisk will be by
shortly to explain to them that it’s just
the oppressors getting exactly what
they deserve.
The Obama Administration has no
commitment to either war. Much of
the Administration from the top on
down, shares Jeremiah Wright’s
assessment of the last ten years, as a
case of the chickens coming home to
roost. But it’s also concerned enough
about its popularity to underwrite a
year or two of bloody battles between
Allied forces and the Islamic
insurgents in both countries, just in
order to time a Mission
Accomplished pullout before the next
Presidential election. This brand of
amoral cynicism is in some ways
worse than that of a Galloway or a
Buchanan, since unlike the Bush
Administration, Barry, Biden and Jim
Jones are not fighting a war they
believe in. They’re sending troops
into battle for a cause they don’t
believe in, to boost a reelection
campaign.
And so what started out as two
straightforward wars to rout a brutal
Islamist gang, capture Al Queda
terrorists, and remove a tyrant,
morphed into nation building
exercises in the Bush era, and have
now become completely detached
from any strategic goal, but that of
“Re-Elect Obama-Biden in 2012. It’s
straightforward enough to see that the
more the real goals drift away from
that of defeating the enemy, the
harder it will be to achieve it. The
military is essentially a blunt tool. It
is best used for blunt objectives. You
can only apply so much finesse with a
hammer, until you either break what
you’re trying to fix, or render the
hammer unusable. But for the last 7
years we’ve been trying to use a
hammer with finesse, and the body
count has climbed horrifically as a
result.
The problem is that we’ve never
gotten over WW2 and its nation
building aftermath as a victory
condition. And so we shifted from
winning wars, to rebuilding
infrastructure and winning the hearts
and minds of the population. In 1939,
the conventional wisdom was that if
only an isolationist America had
agreed to stay on in Europe, the
whole mess of WW2 would have
never happened. But while that
conventional wisdom might not be
wrong, it ignores the fact that we
don’t know what would have
happened if the US had made the
kind of investment that Wilson
wanted. Or the kind of investment we
did make after WW2, maintaining
bases for generations, and become the
permanent guarantors of European
security. History would probably
have turned out differently, but
there’s no way of knowing exactly
how.
In 1948 the conventional wisdom
certainly said that we had to save
Western Europe by rebuilding it in
order to keep the Commies out
(except for the conventional wisdom
coming from the left, which
demanded that we get our imperialist
asses out and let the “people’s
parties” who had resisted the fascist
beast claim their right to rule). And so
we did just that. We saved Western
Europe from the Commies– only to
hand it over to the Islamists,
rampaging into the senescent
remnants of what had once been great
nations, who had forgotten how to
stand up for themselves. But is it
typical enough of the FDR-
Eisenhower era that the people in
charge could never comprehend that a
nanny state turns men and women
into children. And that protecting
others too much weakens them so that
they are unable to protect themselves.
What implications does this have for
Iraq and Afghanistan? Once again we
repeated the same mistake we made
in Vietnam, cultivating tame useless
armies of soldiers who won’t stand
and fight, because they know
Americans will do the real fighting
for them. We’ve schizophrenically
tried to set up or back governments
whose only real agenda is stashing
away the dollars we’ve injected into
their economy with our nation
building efforts. And we have no idea
how to fix any of that, because none
of it is fixable.
For one thing our goals are
completely detached from reality.
Creating stable working governments
is a long and painful process. Even in
the United States, it took a long time
to get to the Constitution, and we had
to discard a previous system as
unworkable. And that was in a
country which had a tradition of
working local governments. While
we’re dealing with regions where the
only form of power is either tribal or
tyrannical, usually some combination
of both. Despite all the horrors of post
WW2 Europe, we were still dealing
with countries that had been
reasonably functional and understood
how democratic systems of
government worked, and were our
equals in most areas. That is again not
the case in Iraq and Afghanistan,
where we are not rebuilding, so much
as trying to recreate them into shapes
that we find acceptable. And without
an extensive colonial project, that is
simply not going to happen.
But none of that even matters
anymore. As a former resident of the
Muslim world, Obama understands
these things himself already. He’s
simply pandering to the Americans
who don’t, and throwing away the
lives of American soldiers, in order to
withdraw on a high note. Obama
doesn’t expect to break the Taliban,
only to demonstrate enough resolve
so they’ll cut a deal that will avoid
any mobs chasing after departing
embassy helicopters. He’s deluded on
that note, because where the Taliban
might have cut such a deal with
McCain, they won’t with Obama,
who is just too weak to be taken
seriously. Obama’s outreach to the
Taliban turned Karzai into a loose
cannon, further destabilizing the
network of tribal alliances, and
making it even more impossible to
get the job done.
But what is the job anyway? As a
blunt tool, the military was never a
good choice for winning the hearts
and minds of the population. Nor
should that have been the goal in the
first place. The leftover ideas from
WW2 about nation building might
seem fine in theory, but are virtually
unworkable in reality without turning
into a vast multi-generational colonial
project on the British model. And
such a project would change us, as
much as it would change them. And
that is the twist in the hook. Because
the war we are fighting has already
changed us. It has imported Islamic
and Middle Eastern culture in a way
that we are mostly not aware of. That
is the flip side of all such efforts, that
they change the conquerors almost as
much as the conquered.
Colonialism is not an American
project. On the other hand destroying
the ability of our enemies to harm us,
is. And a strategy that hinges on
keeping the Islamists out by
reconstructing their countries plays to
their strengths, while exposing our
weaknesses. We don’t need multi-
generational nation building projects
to stop them. We had the Taliban on
the run in the first wave of attacks,
and we removed Saddam with very
few casualties. Our mistake was
trying to step in and take over their
jobs. Our strength is not running
backward third world countries, it’s
making it clear that if they pose a
threat to us, we will destroy enough
of them to end that threat. It’s hard to
build WMD’s or invade your
neighbors when you lack basic
infrastructure. And tribal leaders who
support the Taliban should know that
we will bomb them without regard for
the collateral damage. It’s crude. It’s
blunt. And it creates a stalemate that
favors us.
Beyond that our real war was not in
Afghanistan, which was a staging
ground for the Islamist proxies of oil
rich Middle Eastern states and the
Pakistani intelligence service. We’ve
been suckered into fighting a proxy
war, while the emissaries of the real
enemy in Saudi Arabia take meetings
at the White House, and advise us on
how we can lose. The enemy is being
armed and funded with our money.
The money that we send overseas in
exchange for oil that was ours to
begin with, before a bunch of
burnoosed thugs seized it and used it
to fund their own terror armies. For
every billion that we spend, all they
have to do is spend a few thousand to
keep us on the ropes.
The same thing goes for the Shiite
side of the equation, where Jimmy
Carter’s support for the Ayatollah has
culminated in the ascension of the
Revolutionary Guard to the de facto
rulers of Iran, with an Allah sent
mission to expand and confront the
Great Satan. The bulk of our troubles
in Iraq come from Tehran. Our
passivity in that regard has
emboldened Iran to push on into
Afghanistan. Iran is now regularly
carrying out ambushes in Iraq,
whether of US troops, American
backpackers or Kurdish guerrillas.
And treating this as a problem that we
can solve with more Iraqi

‘Palestinian’ in Operation Cast Lead
The IDF’s Military Advocate General
took a number of disciplinary actions
against IDF soldiers on Tuesday for
incidents that occurred during
Operation Cast Lead. In one of them,
an IDF soldier has been indicted for
killing a ‘Palestinian’ woman.
The Military Advocate General has
decided to indict a number of officers
and soldiers for their conduct during
the operation. In one case, an IDF
officer at the rank of Lieutenant
Colonel was summoned to a
disciplinary hearing for having
deviated from military directives
pertaining to the prohibition on the
use of civilians for operational
activity. In a second case, the Military
Advocate General indicted an IDF
Staff Sergeant for manslaughter. In a
third case, the Military Advocate
General ordered a criminal
investigation following his review of
a field investigation in order to clarify
the circumstances of a specific
incident. In a fourth case, disciplinary
action was taken against an IDF
Captain for his failed professional
judgment in authorizing an attack
against a terror operative.

examination of IDF conduct, and the
ethical aspects thereof, in full
confidence of the moral justness of
the IDF, its officers and soldiers, as
well as of the IDF’s ability to

150 incidents have been examined
and nearly 50 investigations have
been launched by the Military Police
Criminal Investigations Division

The 1967 borders are not defensible
Rick Richman was hoping that
President Obama would be asked
about the Bush letter on Tuesday.
Unfortunately, that did not happen, at
least in public.
As is widely known, after the Six
Day War, President Johnson
commissioned a study of the Joint
Chiefs of Staff to determine on a
military basis only what territory that
Israel liberated during that war it
Nations fact finding mission on the
Gaza conflict (i.e. the “Goldstone
Report”) was published in September
2009, presenting 30 specific incidents
related to the IDF, most of which
were already familiar to the IDF and
were in various stages of examination
prior to the report’s publication.

In any event, going back to the 1949
armistice lines (the 1967 border) is
suicidal. Even if the result of not
going back to the 1967 border is that
any ‘Palestinian state’ looks like
Swiss cheese.

Five years after the London
bombings, in which 52 people died,
homegrown terror remains a concern
across Europe. More dialogue and a
coordinated strategy is how EU
countries hope to tackle the problem.
Homegrown terrorism is a relatively
new term – and a new phenomenon.
But Europe has learned through
experience that it is a danger from
within that cannot be ignored.
Five years ago, on July 7, 2005, four
bomb attacks on the London transport
system left 56 dead and countless
wounded. One year earlier, the
Madrid attacks claimed the lives of
191 people.

water, baby food and pizza crust.
You’ll find them in chewing gum,
fruit juice, lozenges and toothpaste.
They’re even in dog food.
Are probiotics just another “health
food” gimmick? What are they and
what do they do? Should you add
them to your diet?
Although they don’t have a legal
definition in the US, the World
Health Organization defines
probiotics as “Live microorganisms,
which when administered in adequate
amounts, confer a health
benefit on the host.”
“Live organisms” can also be
described as “friendly or beneficial
bacteria”. They’ve been around for
thousands of years in fermented foods
like yogurt and kefir. But because the
science of probiotics is just emerging,
there are still a lot of unknowns. In
typical fashion, the marketplace is
often ahead of the science. Products
containing probiotics are all the rage.
But not all of them are effective or
worth your money.
Here’s what you should know:
The full name of the probiotic,
including genus, species and strain
For instance, a popular yogurt drink
contains Lactobacillus (genus) casei
countries they attack, where they
grew up and went to school. Most
come from secular immigrant
families and are brought up without
religious zeal.
They seem well integrated into
society – until they come into contact
with Islamist extremists. Some of
these homegrown terrorists do not
even have a Muslim background and
only convert to Islam when they
become adults.
Some argue that the crucial lesson
learned in the wake of the London
and Madrid attacks was that efforts to
foster closer cooperation with
Muslims in European countries need
to be stepped up.
“It’s essential that we work with
those parts of society where trends
toward radicalization can occur,” says
Ole Schroeder, a parliamentary state
secretary in the German Interior
Ministry. “For instance we have to
directly work with mosques or with
groups close to radical Islamists.”
The best protection, Schroeder says,
is to ensure that Muslim communities
in European countries are not
susceptible to extremist tendencies.
The German government has tried to
take a step in this direction by
founding a forum on Islam aimed at
creating a dialogue with Germany’s
Muslim population on shared societal
values.

Representative Sue Myrick (R-NC)
has demanded an investigation into a
Fox News report that a Hezbullah
terror cell is operating among drug
smugglers on the border between the
United States and Mexico.
The Republican representative
referenced several incidents that show
evidence of Hizbullah’s efforts to
infiltrate the US region with the aid
of Mexican drug cartel gangs.
“It is vital we know what is
happening on our border, especially
as crime and violence continue to rise
there and as terrorist plots and threats
are increasing inside the US,” quoted
the Fox News report.
Myrick cited the warming
relationship between Iran and
Venzuela as proof that Hizbullah
members may be collaborating with
Latin American drug cartels, who
may be utilizing Hizbullah’s ability to
dig underground tunnels for drug
smuggling and in turn, providing
funding, document forging and false
identities.
The Fox News report referenced
Anthony Placido, assistant
on a single inch of land.
This is our plan for this stage – to
liberate the West Bank and Gaza,

[the Palestinian Authority] is ready to
impose its position on people by
force. Whoever wants to hold a
referendum, and believes that he can
get all of Palestine for the
Palestinians, can hold a referendum,
but will not give up the platform of
resistance, and the plan to liberate
Palestine in its entirety. This is
unequivocal.

If we could liberate the Negev now,
we would continue [our military
activity], but our capabilities dictate
that after we got rid of the Israeli
administrator for intelligence at the
Drug Enforcement Administration,
testifying at a House Oversight and
Government Reform subcommittee in
March this year, that some drug
smugglers in the US-Mexico region
have had relationships with Hizbullah
between the 1980s and 1990s.
“There are numerous reports of
cocaine proceeds entering the coffers
of Islamic Radical Groups such as
Hezbollah and Hamas,” Fox News
quoted Placido when he testified to
the subcommittee. Placido labeled
the proceeds as “easy revenue” that
could potentially be used to fund
terrorism.
Fox News also cited a 2006 House
Homeland Security Committee report
which details incidents of Hizbullah
operatives who were apprehended
when trying to access the US through
Mexico. The report mentions
Mahmoud Youssef Kourani, a
Hizbullah member who pleaded

Why Israel cannot make peace with
the ‘Palestinian Authority’ Barry
Rubin explains thy it’s not likely that
Israel will make peace with the ‘
Palestinian Authority’ anytime soon.
So what if the PA failed? Would
conventional wisdom in Washington
switch to saying that Israel had no
real alternative for peace and thus US
policy should back Israel or would
the PA merely find some new
gimmick? Even if it succeeded in
creating a marvelous stable,
prosperous, democratic (does that
mean elections that Hamas might
win?) entity, would that mean it was
ready to make a real and lasting peace
with Israel? Not necessarily. Because
the issue is not whether there is more
money or less corruption but whether
there is a Palestinian readiness to end
the conflict, teach their people to give
up their dream of getting all of Israel,
provide security guarantees and be
willing to resettle refugees in the state
of Palestine.

fighting hosts of ghosts and shadows,
rather than striking at the real enemy.
