Good morning David.

The SBI TI team worked with USACE to pull together the financial information below on the real estate
impact of adopting the levee proposal.

For segments O-4 thru O-10, the Corps reports 188 total Non-Federal landowners. A number
of these owners are not along the fence-line, but rather along access roads.

Cost to acquire real estate has ‘rough’ estimate of (b) (5) including all
property needed to support fence-line/access/staging.

RGV EIS and discussions with Hidalgo Co. thus far represent 21.9 miles of potential fence in
Hidalgo County, so the total RE cost would be roughly(b) (5)

Roughly 4.5 non-contiguous miles are federally owned already, so if you think all the real
estate cost would be access only – you could say(b) (5) 17 ½ non-federal miles or (b) (5)
or 4.5 federal miles or (b) (5)

So, taking uncertainty into account, we’re somewhere between (b) (5)

We have not begun real estate appraisal efforts yet, so it’s difficult to offer a more reliable
estimate; this is based on the Corps’ knowledge and experience in the area.

On a related note, the levee proposal will be worked into the Final EIS for RGV, which is now
tentatively expected to be issued on March 1, 2008. As an EIS, it will go out for an additional 30-day
public comment period.

I’m sure there will be additional questions, and I will be glad to help with those.

Awhile back (I believe in early December), I asked SBI to evaluate the impact on real estate parcels in
RGV if the levee/wall proposal were adopted. It is my understanding that most/all of the Hidalgo
County tracts that would not require condemnation/purchase because the project would be on IBWC
land. However, I have yet to receive anything from SBI to document the real estate impact.

With the potential S1 trip this week (and the ongoing media + Hill interest), I feel it is crucial that we
have all pertinent info available. If we can in fact reduce the real estate impact in that area I feel we
can reduce our total costs + maintain relationships with the local community. However, I do not feel
comfortable making those claims without some hard facts.

Can you please ask the TI team or whoever has this info to share it with me ?
