RESOLUTION SUPPORTING EFFORTS BY THE TEXAS LEGISLATURE TO BRING

ABOUT MEANINGFUL PROPERTY TAX REFORM

STATE OF TEXAS
COUNTY OF MONTGOMERY

On the 14th day of February, 2017, at a duly posted and called meeting of the
Commissioners Court of Montgomery County, Texas, on motion of Commissioner
______________________, seconded by Commissioner _______________, duly put and
carried:

WHEREAS, tax reform is necessary to prevent excessive taxation of Texas families; and

WHEREAS, it is important that Texas taxpayers receive relief from unnecessary


and burdensome taxes; and

WHEREAS, the franchise tax harms struggling and new businesses by requiring
tax payments even if the business operates at a loss; and

WHEREAS, taxpayers should receive relief in the form of a franchise tax rebate;
and

WHEREAS, State Senator Brandon Creighton has filed SB 2, which would lower
the rollback tax rate from 8 to 4 percent, mandate all members of appraisal district
boards be elected officials, set deadlines for all property tax protests, and establish
review panels in counties with populations of 120,000 or more to hear more
complex taxpayer protests; and

WHEREAS, State Representative Will Metcalf has filed House Joint Resolution
41 and House Bill 538 to provide needed relief to Texas businesses; and

WHEREAS, State Representative Mark Keough filed House Bill 44, which aims
to reduce taxes by placing a maximum limitation of 105 percent on the appraised
value (as opposed to 110 percent) of homes; and

WHEREAS, Montgomery County supports initiatives for meaningful tax reform.

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS COURT


OF MONTGOMERY COUNTY, TEXAS, calls upon the Texas legislature to provide
significant and meaningful relief to Texas individuals, families, and businesses.

The Office of County Judge shall forward a copy of this resolution to each member of the
Texas Legislature representing any portion of Montgomery County, Texas.

PASSED AND APPROVED this 14th day of February, 2017.
