GSM900 and DCS1800 traffic balance:
The aim of this report is to show how to check the dual band cells not
balanced and how to push the traffic to DCS 1800 band.

Th TCH utilzation is calculated per band in order to check the 900B cells
highly utilized while 1800B is idle.

3. Ways to balance the traffic:

PBGT parameter retunes:

By putting PBGT Margin to a negative value from 900B to overlapped


1800B the HO will be easely triigred and the reverese parameter must be
put to a great vale.

Handover between Macro- and Micro-cells :


After enabling this feature the BSC will selected the slow moving MSs that satisy
the below criretia and Hand them over to 1800B cells.

Ho from macro-cell to micro-cell is made on the basis of the following Criteria:

AvRxLev(n)>=MacroMicroHoThs.

RxLev(s)<=MacroMicroStartThs.

Lower Layer

Directed shift HO :
Target MSs near BTS are generally selected for directed shift HO. Therefore, MSs
with small PathLoss and small TimingAdvance (TA) are forcedly handed over to
adjacent cells to ease the traffic load in current cell.

Directed shift handover is triggered in the following conditions:

TA<=MaxLossThs

Traffic Based HO :

Traffic based handover is used for handover of a call to a


neighbor cell when the serving cell has heavy traffic.

When number of occupied TCHs/total number of TCHs in a


serving cell is larger than the load threshold (TrafficThs) it
indicates the cell is too busy, and traffic based handover will be
triggered.

Sub-Cells Traffic balance: In the 900M/1800M dual-band


network, the 900M is Subcell 1, and 1800M is Subcell 2; After
receiving a channel request, the system checks whether the cell
adopts the subcell structure. If so, the system uses the new
algorithm of channel allocation; otherwise, it uses the original
algorithm.

Handover Algorithm of Subcell :


The handover algorithm of subcell depends on two handover
methods: one is based on path loss and TA, and the other is
based on C/I.

Parameters Retunes:

Pathloss parameters can be increased to push traffic to 1800B


or decreased to push more traffic to 900B.
