1. INTRODUCTION
1.1. Scope
This procedure covers general procedure for precommissioning activity for Gresik Gas
Cogeneration Plant. This procedure intended as a guideline for precommissioning of package
system in this plant. Whenever the specific precommissioning guideline from related vendor is
submitted, these documents should be used as the execution guideline.

2. GENERAL GUIDELINES
2.1. Precommissioning Execution
Precommissioning is the physically/ mechanically finishing of construction works, and cold alignment
check of each system, unit and overall area that conducted by Contractor and also non-operating
adjustment and testing of each equipment (Mechanical, Instrument, Electrical and Piping), system,
unit and area.
Precommissioning will be conducted when the installation works or construction activity of the
equipment in each system have been finished.
Precommissioning activity will be conducted by Contractors Precommissioning team that consist of
personnel that have been familiar with each system in the facilities and experience in each discipline.
During the precommissioning activity, the Owners operation team members are already present at
site for training and familiarizing the facilities.

2.2. General Precommissioning Activities

During precommissioning period, the following activities shall be conducted for each package system:
Mechanical:
Visual inspection for complete and Internal inspection of tanks and
correct installation. vessels.

Alignment. Dimension control.

Load testing of lifting equipment. Motor solo run.
Bolt tensioning. Lube oil filling
Piping:
NDT Examination Pipe cleaning (blowing or flushing).
Hydrotest and pneumatic test. Nitrogen purging for natural gas
piping.
Electrical:
Visual inspection for complete and Static check of switches and control
correct installation. devices.
Insulation and continuity testing of Battery preparations.
cables. Lighting and socket outlet checks.
Insulation testing for another electrical Area completion.

Earthing check.
Instrument:
Calibration and testing of instruments Adjustment of control, alarm, and

All check lists, test sheets and function test report of all precommissioning activities that have
been signed by Owner including punch list will be compiled in Mechanical Completion Dossier.
After finish all precommissioning activities in system, Contractor shall issue Certificate of
Installation Acceptance to Owner for approval for that system that means the system is ready for
commissioning.

2.3 Utilities and Miscellaneous Equipment and Services

2.3.1. Utilities
Water

In precommissioning activity, water shall be supplied in order to conduct flushing, cleaning

and hydrotest for piping. Water will be supplied by Owner from existing filtered water facilities at
PKG plant.
Air
For line blowing and other activities such as leak test or pneumatic test, a source of air is
required. Contractor intended to rent temporary air compressor and temporary air dryer for
precommissioning activities.
Nitrogen
For purging of natural gas piping, Contractor intended to provide the nitrogen bottle or
nitrogen truck from supplier.
Electricity
Contractor will utilize back feed 29kV from existing UBB as electrical source for testing and
energizing electrical distribution equipment.
Diesel Fuel
Diesel fuel will be required for the operation of temporary diesel fuel driven equipment such
as temporary air compressor, diesel generator, diesel driven fire pump, etc.
2.3.2. Equipment
Temporary air compressor for pneumatic test and blowing
Temporary air dryer for pneumatic test and blowing
Temporary pump for hydrotest and flushing
Temporary spool for hydrotest
2.3.3. Services
Operation service Vendor/ Subcontractor to provide services for operating facilities as needed
during precommissioning.
I&E Subcontractor/ Direct Hire to provide skilled technicians for instrument and electrical
precommissioning check, function-testing and start-up assistance to Owner.
Mechanical Subcontractor/ Direct Hire to provide skilled mechanical crafts persons to perform
all mechanical tasks associated with the precommissioning activities including start-up assistance
to Owner.
Vendor Service Man to provide representative person from licensor or manufacturer for
supervising, verifying and trouble-shooting during precommissioning.
