ing tonight to the presentation ceremony of vows in the town of Creil in the gen
eral population and representatives of services, governments, companies, trade a
ssociations, as in all Creillois present tonight, and I think especially of fait
hful members of neighborhood councils. So let me start by wishing you at all, an
d your family and your staff a very happy and very favorable 2008. If this speec
h does not close local elections requires, take a political or polemical, my onl
y suggestion (almost?) The elections of March 2008 will cover the campaign itsel
f. Indeed, I hope and urges everyone and anyone who is involve, to keep the utmo
st respect for their opponents, in private and in public because of that respect
that it has the interest and nobility of these elections, particularly close to
the daily concerns of our citizens. It is also the strength and the credit for
democracy! That's why I sincerely hope that these elections mobilized the larges
t number of voters and continue, as in the polls in 2007, with high participatio
n rates. I would also, on a more personal level, to share a moment of meditation
, a thought and friendly to all who have been affected by the disease last year,
for all those who fight against it as for those who have lost a loved one. I wa
nt to tell them my sympathy and my support, that will extend sincere at all time
s, well after next March. I, in this registry, special thoughts for Mr Paul Gilb
ert who passed away recently, on January 6 last. Secretary General of the City o
f Creil, this was between 1962 and 1983 the name of his office, Paul Gilbert has
been a municipal official uncommon and major contributor to the forefront with
mayors such as Gabriel Havez Antoine essentially CHANUT 1963 to 1979, and Jean A
NCIA. In addition, it has been for the City of Creil a fantastic craftsman and h
is passion for urban and economic development and that of much of our current se
rvices and municipal facilities, schools or libraries. His action had spread to
the town where in 1962 then in 1965 he was among the founders of the Urban Distr
ict Community Creilloise, our current Community of Commons. Gifted with a brilli
ant intellect, strong and sharp, with a remarkable memory, capable of all innova
tions, Gilbert will lead, persuade and seduce. Male formidable for those he disl
iked, he could be funny and always generous, inhabited by an unshakable faith in
the abilities of Human Progress.
Humanist, faithful in friendship as in his philosophical and political beliefs,
we are a few to be particularly proud to have been close friends. On behalf of a
ll, I have sent our condolences to his wife, his children, like all his family.
Gilbert will be missed terribly. A community like ours can only know such pain e
ven while she knows fortunately joys. This is why and I will immediately repair
the error with the sequence of my remarks has led me to commit, I want to welcom
e, thanking him for his presence among us, Mr. Schmidt of Brel, Sub-Prefect Boro
ugh will let pride, Creil / Senlis, which has done us the honor and friendship t
o attend this ceremony. I welcome him and as we saw, a few days ago, we maintain
, I am convinced that the town of Creil can count on his attention on continuing
support and mobilization in the service of our city and its inhabitants . I wil
l conclude this first part of my intervention by thanking the more general but e
qually sincere, for everything you gave me during these seven years where Creill
ois allowed me to be mayor. This could take various forms, depending on your fun
ction: support, support, constructive partnership or simply a word ... But thank

my side, this ceremony is steeped in genuine emotion. The decision not to repre
sent me as head of the next municipal list was neither obvious nor easy. I have

Creil is a complex, demanding, time consuming but it is also totally fascinating
, humanly and intellectually. It is certain that even if I wanted to have a decl
ine that began to fail me and I needed, I will miss this feature and I will feel
, when I look at the new mayor taking office a little tug at my heart, certainly
! However, I do not regret what we have achieved, the elected officials who supp
orted me and together since 2001 and well before, municipal services and myself.
I am very proud, even if it occurred with a delay of the signing of our agreeme
nt will ensure that urban renewal a profound change in two important areas of Cr
eil, and that the district Rouher Gournay, as in other areas of our agglomeratio
n. I am also proud of the work that my staff and myself have conducted for the t
own recover financially, starting a strong
debt relief for three financial years at least. It will be vital to maintain thi
s direction Creil, at least that's my point of view. I would also mention that t
he municipal action to thank with sincerity and friendship, both very deep, Mrs
Elizabeth PENNEC which officially CEO of city services for 3 years Creil only as
sured many of the burdens of this office during this term. It is thanks to her,
that municipal services have begun their modernization in their work and in thei
r relations with Creillois. It is also largely thanks to her Creil is today a ci
ty financially healthy, even if budget constraints do not form, far from it, a c
ity rich! These vows are also an opportunity for me to express once again, since

Public service is a calling that is not easy to take both her personal and priva

not quote anything that I think we succeeded, any more than it needs to be done

gy as experienced elected. Our city has yet to launch numerous projects to act a

LATA Park, the Marche de l'Oise or the business area of Justice. I think the fur
ther development of higher education with both the Lycée Jules Uhry creillois w
ith the departments of IUT Oise. I think, also, employment and coordination bett
er organized, more readable supply and demand throughout the metropolitan area,
at least, I think finally the local trade or, alternatively, to taken into accou
nt increasingly attentive to the voice of Creillois. Subjects, inter-dimensional

t the level of concern for future elected officials in all areas of local develo

CONVERT Mr. Gilbert was born in Creil January 24, 1944, at 72 rue Etienne Dolet
(now rue Etienne Dolet 4). Born into a family creilloise long, he married Marie-
Claude Fleury in 1969.€Her father is a professor of mathematics at the former s
chool Gournay. Gilbert did graduate studies. It follows the same curriculum as h
is father but he chose to invest in the photo shop. Mr. and Mrs. CONVERT have a
son, Christopher who is married and lives near Paris. They are the proud grandpa
rents of three grandchildren. Mr. and Mrs. CONVERT be accompanied by relatives o
f Madame, Monsieur and Madame Max Fleury.
