Introduction Approaches Civic education is the process through which it
promotes awareness and understanding of all rules governing social life and the formation of values and attitudes that allow individuals to integrate into socie ty and participate in its improvement. Mexico is experiencing a transformation p rocess which strengthens the validity of human rights, democracy, rule of law an d political pluralism; also diversifying organizations and mechanisms for citize n participation. The continuity and strengthening of this process requires, as a task of basic education, develop in students the attitudes and values that prov ide it with a firm foundation for a knowledgeable citizen of his rights and thos e of others, responsible for compliance of their duties, free, cooperative and t olerant, that is, a citizen capable of participating in democracy. Faced with th e challenges of the changing world, it is necessary to strengthen the identifica tion of children and youth with the values, principles and traditions that chara cterize our country. At the same time, it's become Mexican citizens respectful o f the cultural diversity of humanity, able to analyze and understand the various manifestations of human thought and action. Achieving these goals is the task o f all basic education, family and society, not a specific subject. However, it i s necessary that the global nature of civic education has an organized and clear guidelines regarding to avoid the risk of diluting and training takes place occ asionally. Restoring Civics as a subject in the curriculum, aiming at regaining its intentional nature of the process and purposeful. The program of this course are organized educational content (knowledge, values, skills and attitudes) so that teachers and parents bear in mind and will pay special attention at all lev els (classroom, school and family). The orientation and purpose of the course in civics are directly derived from the principles laid down in Article Third Cons titution: The education provided by the State shall be secular and, therefore, " will be no commitment to any religious doctrine" ; will be democratic, "consider ing democracy not only as a legal structure and political regime, but as a way o f life founded on constant economic, social and cultural life of people." Education should strengthen the training the national consciousness and patrioti sm, "the basis of the understanding of our problems, the use of our resources, t o defend our political independence, the assurance of our economic independence and the continuity and growth of our culture "at the same time promote awareness of international solidarity, independence and justice. Education should contrib ute to better human relationships, strengthening in the pupil an appreciation fo r the dignity and integrity of the family, and the conviction of the general int erest of society and the ideals of fraternity and equal rights all men, without privileges of race, religion, groups, sexes or individuals. Aspects of Civic Edu cation Civic Education Contents include four closely related aspects which, for the most part, are dealt with simultaneously over primary education. Formation o f values grouped in this respect the values and attitudes that students must be trained over primary education. The goal is for students to understand and assum e as principles of their actions and their relationships with others, values tha t mankind has created and consecrated as a product of its history: respect and a ppreciation for human dignity, freedom, justice, equality, solidarity, tolerance , honesty and truthfulness. The formation of these values can only be viewed thr ough the attitudes that students show in their actions and opinions that made sp ontaneously to the facts or circumstances in which they learn. For this reason, this aspect of civic education requires an experiential treatment. The study of the meaning of values and of the bases is one of the elements contributing to ci vic education. However, this study makes sense only if each of the actions and p rocesses that take place in the classroom and school shows by example and experi menting with new forms of coexistence, whose bases are respect for human dignity , dialoguetolerance and compliance of agreements between free individuals. The contents of this aspect are present in all grades, associated with possible situ ations in school life: teamwork, school group's meetings, conflict resolution, e tc.. The relationship between partners, the relationship between teacher, students an d the group, how to resolve everyday conflicts, the importance given to the part icipation of students in the class play, in short, all activity school and what takes place outside of school are spaces for the formation of values. Knowledge and understanding of the rights and duties in this regard are the contents refer ring to the rules governing social life, rights and obligations of the Mexicans. The aim is that students know and understand the rights as a Mexican and as a h uman. You should also understand that in exercising their rights and obligations acquired commitments with others, recognizing the duality of right and duty as the basis of social relations and the permanence of society. The contents to be studied in primary school refer to individual rights and social rights. Individu al rights are those that protect life, liberty, equality before the law and the physical integrity of every man or woman, covering the essential freedoms of exp ression, thought, belief, expression, assembly, labor, etc., that is, universal human rights enshrined in our Constitution as individual guarantees, which are i nviolable and inalienable under any circumstances. In this area the contents ref erred to the Human Rights and the Rights of the Child. Social rights are those r elating to education, health, a living wage, housing, etc., and settle various c onstitutional articles. By studying the individual and social rights is also see king students to identify situations that constitute violations of those rights or obstacles to the exercise, and who knows the legal remedies to protect them. Knowledge of the institutions and the main features that characterize the politi cal organization of Mexico, from the municipality to the Federation. This aspect, which complements the previous one, deals with the characteristics and functions of institutions involved in promoting and ensuring compliance with the rights of Mexicans and legal standards. In studying this aspect of state in stitutions and society. It is intended that the student is placed on the knowled ge of the most important features of the organization in the country: federalism , separation of powers, the municipal organization, democratically elected gover nments. It also introduces the study of the types of major social organizations involving Mexicans. To develop the processing of these contents are the institut ions close to the student (family, school, peer groups) until the study of natio nal institutions and international organizations. This is not to conduct a descr iptive study of the institutions, but to know their roles and relationships with current or potential life of the students, their families or community to which they belong. Strengthening national identity This aspect intended for students to be recognized as part of a national community characterized by diversity in t hought, regional diversity, cultural and social, but at the same time share comm on features and values that define it. The contents of this aspect refer to the customs and traditions, the ideals that have been present throughout our history and principles of Mexico's relationship with other countries (political indepen dence, sovereignty and international solidarity based on independence and justic e, etc.). The study is also intended that students understand that the traits an d values that characterize Mexico are the product of the country's history and i nvolvement in it had their ancestors. The development of content that relates th is aspect contribute the study of history and geography of Mexico and the world. Reflection on the notion of national identity begins with issues relating to cu stoms, traditions and language, to arrive after the formation of more abstract n otions such as nation-state. The contents of civic education for the first and s econd graders seek to enhance the child's socialization process, to encourage at titudes of participation, collaboration, tolerance and respect in all activities performed.In both grades are introduced the concepts of diversity, rights and d uties associated with areas involving students and their interests, in particula r, introduce the study of children's rights. These contents are developed and in tegrated into the History, Science and Geography. Much of the content are studie d in the two grades. This does not mean they should be repeated, but training pu rposes will be strengthened through activities with different nuances and depth in each grade. From the third grade the contents are treated with some independe nce from the other subjects, but recovering their contributions to promote the i ntegral development of the learner. In the same grade begins a more systematic s tudy of the Mexican Republic, its diversity and the law that governs it, startin g from the town, the municipality and the entity. It highlights the awareness of the rights of children and citizens. In the fourth, fifth and sixth grade, cont ent focus on the study of Mexico's political structure, mechanisms for citizen p articipation, individual rights and social rights, the enforcement and administr ation of justice and agencies that promote rights compliance. This set of issues are associated with both the analysis of the current situation of the country, and the study of aspects of the history of Mexico and world history. Finally, it introduces the study of the principles governing relations between Mexico and o ther countries. Civics.
