1.0 - BACKGROUND OF THE EXISTENCE OF THE PROGRAM AND ENVIRONMENTAL CONDITIONS OF
LABOR IN THE CONSTRUCTION INDUSTRY: THE PURPOSE PCMAT The program aims to: • En
sure the health and physical integrity of workers;
• Avoid actions or dangerous situations for lack of prevention; • Define tasks,
responsibilities and authority that manages the staff,
perform and verify activities affecting the safety and involved in the productio
n process; • Determine the measures of protection and prevention;
• Do the estimates of risk arising from the implementation process of the work:
• Apply techniques for implementing the full extent possible to reduce these ris
ks.

3. RESPONSIBILITIES AND LIABILITY a) Management of Work: - Comply with and enfor
ce the regulatory standards of the Ordinance No. 3214/78 of the Ministry of Labo
ur, as well as the internal procedures of the Company as the Safety and Occupati
onal Health (PCMAT and PCMSO) - morally and financially support the programs of
Occupational Health and Safety Company (PCMAT and PCMSO) - monitor the results o
f the Work Safety. b) Engineer Job: - To comply with and enforce the requirement
s of regulatory Decree No. 3214/78 of the Ministry of Labour, as well as the int
ernal procedures of the Company. - Require subordinates to the mandatory use of
personal protective equipment. - Instruct your staff to work on standards and sa
fety regulations for each service to be performed. - To abide rigorously establi
shed safety procedures by the Company. - Arrange for correction of situations of
risk involved in their area. - Report the occurrence of accidents or incidents
that occurred in the construction site. - Plan the implementation of tasks in or
der to prevent failures that can cause loss of human, material and / or financia
l. - Disseminate this guide to all employees directly or indirectly involved wit
h the various activities of the construction site, and ensure and enforce compli
ance with the established norm. - Provide whatever is necessary to meet the stan
dards established in this manual. - Request the Department of Safety Training Co

6.0-POWER PLANTS: There are two distinct electrical installations: the building

8.0 OVERVIEW OF RISKS Many fatal accidents occur in the construction industry, e
vents are often higher than in other industries because, first, to be the indust
ry that employs more people in Brazil, and secondly, because the conditions exec

10 - SPECIFICATION OF PROTECTIVE EQUIPMENT - PPE BY FUNCTION: The Personal Prote
ctive Equipment form together a resource widely used for worker safety in the ex
ercise of their functions. Assume, therefore, the role of great responsibility i
n maintaining the employee against the most varied risks to which is subject in
the workplace. The PPE is used in most cases, when general resources are not app
licable or not available for the neutralization of risks that endanger the safet
y and occupational health. The use of PPE is mandatory for all company employees
and subcontractors firms.

E necessary to preserve the physical integrity thereof; All PPE supplied must ha
ve CA. 10.1 Employer's Obligations The EPI:
a) acquire the right type of employee activity, b) provide the employee with PPE
only Certificate of Approval (CA), c) train the worker on its proper use, d) be
made compulsory to wear, and) replace it, immediately when damaged or lost, f)
be responsible for its cleaning and regular maintenance, g) notify the Ministry
of Labour any irregularities observed in the EPI h) provide you free of charge t
o its employees.
10.2-Duties of employees as to the EPI:
a) use it only for its intended purpose, b) be responsible for the custody and m
aintenance of PPE which is given, c) notify her employer of any change in the EP

use. 10.3 Form Control EPI: It is for the employer maintain a record of providin
g PPE for each employee. This note is a legal document and proof of the company
for providing the PPE to the workers, thusany employee who is transferred to ot

tement should contain: name of employee, role, PPE provided, the withdrawal date

11 - COLLECTIVE PROTECTION: These are actions, equipment or elements that serve
as a barrier between the danger and the workers. Are all security measures take

CO2 extinguisher 6 kg d) Other places of work: - The construction site must repo
rt to organized , clean and clear, especially on routes, passage and staircase.
- The rubble and any remains of materials should be regularly collected and remo
ved. On his removal should be taken special care to avoid excessive dust and pos
sible risks. - When there is difference in level, removing debris or scrap mater
ials shall be performed by mechanical equipment or closed troughs. - It is prohi
bited to burn garbage or other material within the construction site. - It is pr

12) TRAINING PROGRAM AND LECTURES PREVENCION This program should be implemented
with the support of company management, because it generates a security policy t
o be observed by all individuals in the organization, clearly delineating respon
sibilities and ensuring adequate resources. Each individual has a personal respo
nsibility in the prevention, generating a combined effort of security. For a sec
urity program to be effective they must be held as a team. An important componen
t of the Safety Program is the training program which addresses the issue of pre
vention of accidents and occupational diseases. 12.1 - Training Program: 1 - Int
egration of security for newly admitted;

2 - Security Dialogue 3 - Lecture sponsored by SESMT 4 - Courses: Prevention and
Fire Fighting, First Aid, among others; 5 - Course for components of CIPA, 6 -
SIPAT. 12.1.1 - Roadmap for Integration of security for newly admitted: Under it
em 28.2 of NR-18, the admission training hours must have at least 6 (six) hours,
be provided within the work schedule before the employee starts his activities.
Basic roadmap for integrating security for newly admitted: Presentation of the
members of SESMT (if any in the company) and CIPA; Organization, housekeeping, d
ining, bathroom, locker room, workplace and tools; Exposure of the risk area, Re
spect co-workers and the construction site signage (posters, signs, guardrails a
nd other protections exist);Mandatory use of protective equipment - PPE (safety
belt, safety boots, helmet and others); clarify rules on corporate security (pr
ohibited work without uniform, drunk, etc.)..
At the conclusion of the course, the employee must sign the appropriate term or
form with the following: "Given the above, declare to be aware of the risks to w
hich I am subject and have received the guidelines described above, in order to
avoid any damage to my physical integrity and mental and my co-workers (see temp
late attached) 12.2 - Lectures sponsored by SESMT: Promote lectures periodically

13 - EVALUATION OF PCMAT The program should be monitored in the following stages
:
1) Monthly: The sector responsible for security of the company should make visit
s
routine in the fields, raising their conditions and monitoring the implementatio
n of this program. Irregularities should be described in reports and contain dea
dlines for implementing the measures. 2) Semester: Program actions will be evalu
ated every six months in order to make the necessary corrections adequacy proble
ms encountered during implementation. Note Copies of inspection reports must be
filed in its own folder "folder of documents for implementation and monitoring o
f PCMAT"

14 - FINAL CONSIDERATIONS PCMAT should be kept in work available to the regional
body of the Ministry of Labour - MTb and its implementation is the responsibili
ty of the employer. The environmental risks identified in the workplace (constru
ction site) and security conditions that do not meet the Regulatory Standards ar
e listed in the attached spreadsheets. According to the emergence of new risks,
new sheets to be compiled and appended to this document, being an activity of th
e responsibility of the person designated by the employer to monitor the impleme
ntation of the program at the worksite. The environmental risks were raised thro
ugh a survey conducted throughout the construction site, with the accompaniment
of Work Safety Technician of the company.

After the recognition and identification of environmental risk assessment were t
he noise levels of machinery and equipment on the plot. The values are listed in
the evaluation report of noise. As to the other agents were given some recommen
dations so that they can be controlled or eliminated and the risk assessment wil
l be made later if there is a need
