1. INTRODUCTION
Pars Oil and Gas Company (POGC), a subsidiary of National Iranian Oil Company (NIOC),
was established in 1998. POGC is a developmental and manufacturing organization that
specializes in the fields of engineering and management of development projects, production,
operation and integrated management of oil and gas reservoirs. POGCs mission is to ensure
sustainable and preservative production and development of Irans oil and gas industry in the
areas under its responsibility, development of oil and gas value chain as well as optimization
of energy supply processes at national, regional and international levels. POGC is also in
charge of development of joint and non-joint oil and gas fields of the country including South
Pars, North Pars, Golshan and Ferdowsi.

Aimed at creating superior value and boosting the level of satisfaction of the beneficiaries
and with an approach focusing on sustainable, integrated and knowledge-oriented production
and development, the company feels committed to comply with national and international
requirements, regulations and standards in such areas as quality, safety, as well as
occupational and environmental health.

2. PURPOSE
To assist in ensuring that the possibility of accidents to personnel, plant and machinery are
reduced and that the risks of fires are minimized.

3. SCOPE
This Procedure shall apply to all Gas Field Development Projects Work Sites, Camp and
Catering.

4. RESPONSIBLITIES

4.1 Site Manager

Ensure that all contractors/persons understood and do comply with this safety procedure

procedure.
Periodic formal and informal inspection of worksite that containing gas cylinders to
evaluate compliance with this procedure.
Ensure that competent employees assigned for activity related to housekeeping by
CONTRACTOR and subcontractors.

4.3 Safety Superintendent / Authority


The relevant HSE Safety Officer(s) / Supervisor(s) are responsible for monitoring the
standard of housekeeping and cleanliness within their allocated areas of responsibilities.

4.4 Task Supervisors / Superintendents


Task Supervisors / Superintendents are responsible for ensuring that work areas under their
control are maintained in a clean and tidy manner and for cleaning up any spills etc. which
may occur.

4.5 All Persons on Site


All persons on site are responsible for :
Ensuring that their immediate work area is kept clean and tidy.
Informing their Supervisor / Superintendent of any spill or debris which may occur
as a result of carrying out their work.
Leaving their worksite clean and any lose material removed when the job is
completed or interrupted.
5. PROCEDURES

5.1 General
Industrial good housekeeping is a term which is often not fully understood. However
most be good housekeeping is just good common sense.
Everyone is responsible for safety and means that all management and every employee
should have an understanding of good housekeeping practice, and how it can help to
prevent a large number of accidents at work.
Good housekeeping involves the maintenance of good lighting and heating, power
supply lines, tools, machinery and the facilities for the efficient storage of materials and
equipment.
Removing of any loses items, particularly when working at height or on grating should
be a permanent concern.
It also means maintaining the necessary standards of domestic cleanliness and tidiness
to provide safe, healthy and pleasant places in which to work and live.
Among the benefits to be derived from good housekeeping are:
Increased efficiency.
The reduction of accident hazards.
The reduction of fire hazards.
Improved morale.
Compliance with the law.
Creating a favourable impression to people outside the Company.

On any site only fully approved methods of rubbish disposal are to be used:
Rubbish and waste are to be segregated between burnable and non-burnable
waste at source, put into appropriate containers, which in turn must be emptied
regularly.
Paper, plastic bags, plastic sheets and other items that can be carried by the
wind must be securely stowed
Personal hygiene is part of good housekeeping, and a high standard is expected from all
personnel. This is most important worksite and in camps, where those coming off shift

or duty should remove as much dirt as possible from hands, clothes and footwear,
before entering living quarters and common facilities.
All personal clothing should be regularly laundered. Care must be taken to ensure that
work clothing never becomes soiled to a hazardous extent. Clothing which has been
contaminated by hazardous substances should be removed immediately, if necessary
whilst under a shower.
Laundering of contaminated clothing must be under strict supervision ensuring that
uncontaminated clothing is not included. If clothing is beyond laundering or cannot be
laundered it must be destroyed.
Another aid to maintaining a high standard of hygiene is the rule that overalls and work
boots are not to be worn in mess or recreation rooms. Boot racks should be provided
outside mess halls and recreation areas to facilitate the change in footwear.
Employees will be trained to work safety on construction sites by following good
housekeeping practice. Employees will be trained in:

The benefits of housekeeping
Employees will be trained at time of initial employment or assignment.

5.2 Access and gangway


Ensure that gangways, access routes and exit ways to fire exits are kept clear. Keep
access to fire and emergency equipment clear at all times. Fire doors must never be
locked or be difficult to open.
Keep gangways and exit ways clear of rubbish; do not use them as storage area even on
a temporary basis.
Avoid tripping hazards such as boxes, trolley handles, trucks and materials protruding
into gangways and exit ways. Ensure that there are no bumps or holes in the surface of
gangways and exit ways which could cause a fall.
Clearly mark to distinguish walkways from areas not for pedestrian traffic.
Keep aisles at least 3 feet wide where necessary for reasons of access to doors,
windows, or standpipe connections.

5.3 Work Areas Housekeeping


Ensure that equipment and materials are placed carefully to avoid causing a fall or
"striking against" accident.
Clean up after every job. All spilt oil, grease or liquid must be cleaned up immediately.
The closure of individual Work Permits must check for cleanliness and equipment/lose
items removing.
Keep all machine motors and exhausts unobstructed. Clear work areas after each job
and at the end of the day.
Do not allow build up of dusts and sand on structures, cable trays, shelves, ledges, or
lockers.
Ensure that any place in lay down is safe and healthy and its surface shall be even and
smooth and free from obstacle.
Proper and easy means of access and egress shall be provided due to reach the good
housekeeping state in lay down.
A land of lay down that equipments place there, shall be had good conditions
concerning firmly and be in stable manner.
Keep the lay down area safe and clean and place compatible equipments together.

Adequate tools for handling of equipments and stacking shall be provided until
employees able to arrange any equipment safely and correctly.
Equipments shall be placed with proper horizontal distance in proper height.
Regard to special housekeeping and clean up of spillages in lay down is necessary for
preventing from falling equipments causing an accident.
Ensure that all employees who perform any handling and maintenance activity have
proper personal protective equipments.

5.4 Catering and Camp Housekeeping


Housekeeping in Catering and Camp should be fallow according to Health & Hygiene
Procedure and the area of catering and camp should be cleaned and disinfected
everyday by the material such as materials and substances mentioned follow:

Bleach & Disinfectants Cloths & Wipes General Cleaning Odor Controls

Spray Cleaners & Upholstery & Carpet Window & Glass


Toilet Rolls & Towels
Polishes Cleansers Cleaners
Food and nutrition shall be stored in refrigerators base on expiry date and it is
mandatory to keep clean inside of refrigerators.
Any food and nutrition material that expired should remove quickly from refrigerator
and catering and camp hygiene supervisor should ensure about that food and nutrition
are healthy and all places may be used for storage of food and nutrient materials are
clean.

5.5 Scrap and Rubbish


Avoid tripping hazards by never allowing rubbish to accumulate on the floor.
Eliminate "striking against" accidents by ensuring that scrap and rubbish containers and
waste materials are never left in gangways or work areas.
Dispose of oil, grease and other flammable waste as soon as possible and in the
approved manner. Ensure that dedicated skips are located at various points around sites
for the collection of waste material.
Ensure that rubbish does not accumulate in out of the way corners or voids e.g. under
stairways, inside cable trays or open drainage ditches.
Combustible materials must be piled with due regard to the stability of piles and in no
case higher than 20 feet.

Driveways between and around combustible storage piles must be at least 15 feet wide
and maintained free from accumulation of rubbish, equipment, or other articles or
materials. Driveways must be so spaced that a maximum grid system unit of 50 feet is
produced.
The entire storage site must be kept free from accumulation of unnecessary combustible
materials.
Weeds and grass must be kept down and a regular procedure provided for periodic
cleanup of the entire area.
When there is a danger of an underground fire, that land must not be used for
combustible or flammable storage.
Method of piling must be solid wherever possible and in orderly and regular piles. No
combustible material may be stored outdoors within 10 feet of a building or structure.

5.6 Workshop Housekeeping


Workshop should be kept neat and tidy. Good housekeeping can significantly reduce
the risk of an accident and injury, failure to maintain a clean and tidy Workshop can
result in accident and injury. Work areas and equipment are to be thoroughly cleaned
after use.
Benches are to be kept clean and free from chemicals and apparatus that are not being
used. Aisles and exits are to be kept free from obstructions.
All walkways, work stations, access to emergency equipment and exits shall be free
from obstruction at all times.
Liquid spills shall be cleaned up immediately.
Heaps or stacks of equipment shall be stable and shall not obstruct lines of view
necessary for supervision of shop users.
Wood and metal dusts shall be collected at the end of each operation. Dry sweeping is
not recommended and the use of air hoses is not permitted.
Flammable and combustible materials shall not be allowed to accumulate in open areas
of the workshop.

5.7 Hand Tools


Ensure electric tools are of the double insulation type and are inspected regularly. Use a
soft-face hammer or other safe tool where there is a danger of sparks igniting
flammable substances.
Ensure that cutting tools, such as drills and chisels, are kept sharp. Keep tools which
are not in use in stores, or stowed so that they cannot be tripped over or be knocked
from benches. When working with tools at height makes sure they cannot fall. The use
of securing line is highly recommended.
Do not leave power tools switched on when disconnected from their power as
unexpected starting will occur when power is re-connected.

5.8 Lighting and Air Conditioning


Position lights so that they cannot light flammable material on. Illuminate gangways
and work areas so that possible floor hazards can be seen.
Ensure that power cables to lights, air hoses and portable tools do not constitute a
hazard. Keep lights and cables away from flammable goods. Illuminate dark corners so
that flammable rubbish cannot accumulate without being seen.

Make sure that gas cylinder are kept in upright position and are secured from falling at
all times.

5.9 Power Sources


Ensure that cables, power lines, pipes and hoses are not allowed to trail across
gangways or work areas. Check insulation, switches and fuse boxes for possible
hazards. Ensure warning signs are clear and easily seen.
Ensure that correct type of firefighting equipment, shutdown, and alarm systems are
fully operational and accessible in areas containing power supplies not suitable for use
in potentially hazardous atmosphere.

5.10 Material Storage


Remove empty cartons, wrappings and other flammable waste as soon as possible. In
the same storage area do not store substances which may react with each other to
produce heat or an explosion. Make sure gas cylinders and containers cannot fall.
Ensure boxes, sacks, barrels, or other objects are stacked correctly, using chocks and
lashings where necessary. Do not store in access ways.
Do not manually lift heavy items above chest level. Store heavier articles on lower
shelves.
Make sure that gas cylinder are kept in upright position and are secured from falling at
all times.

5.10.1 Gas Cylinder Storage and Handling:


All compressed gas cylinders in service shall be securely held upright in cylinder racks
or secured to other rigid structures so they will not be knocked over.
Secure cylinders using a chain at the top and bottom of the cylinder due to the
possibility of earthquakes. Straps have been known to fail in an earthquake.
Cylinders should be individually secured with chains. It is not a good practice to secure
a number of cylinders together with a single chain.
Keep cylinders out of direct sun, away from radiators, and other sources of heat.
Store cylinders in assigned places away from elevators, stairs, or gangways.
Storage shall be located where cylinders will not be knocked over, damaged by passing
or falling objects, or subject to tampering by unauthorized persons.
Do not store cylinders in unventilated enclosures such as lockers or cupboards.
Cylinders shall be legibly marked for the purpose of identifying the gas content with
either the chemical or the trade name of the gas. The label must be on the shoulder of
the cylinder. A full/empty tag is recommended for each cylinder.
When cylinders are no longer in use, shut the valves, relieve the pressure in the gas
regulators, remove the regulators, and cap the cylinders.
Segregate empty cylinders from full cylinders, return empty cylinders and unneeded
lecture bottles to the supplier rather than leaving them in storage.
Keep cylinders away from welding or cutting operations so sparks or flame will not
reach them. Segregate gas cylinder storage from the storage of other chemicals.
Keep incompatible classes of gases stored separately. Keep flammables away from
reactive. Oxygen cylinders in storage shall be separated from fuel gas cylinders or
combustible materials a minimum of 20 feet. A noncombustible barrier at least 5 feet
high having a fire resistance rating of at least one half hour can be used instead of
separation.

When transporting cylinders of compressed gases, the cylinder should always be


strapped to a cylinder cart and the valve protected with a cover cap. Cylinders may be
moved by tilting and rolling them on their bottom edges only if the caps are securely in
place. Cylinders shall not be dropped or permitted to strike each other. Do not lift the
cylinder by the valve protection cap. No person, other than the gas supplier, shall
attempt to mix gases in a cylinder.

5.10.2 Indoor storage housekeeping:


Storage may not obstruct, or adversely affect, means of exit.
All materials must be stored handled, and piled with due regard to their fire
characteristics.
Non-compatible materials, which may create a fire hazard, must be segregated by a
barrier having a fire resistance of at least 1 hour.
Material must be piled to minimize the spread of fire internally and to permit
convenient access for fire fighting. Stable piling shall be maintained at all times. Aisle
space shall be maintained to safely accommodate the widest vehicle that may be used
within the building for firefighting purposes.
Clearance of at least 36 inches must be maintained between the top level of the stored
material and the sprinkler deflectors.
Clearance must be maintained around lights and heating units to prevent ignition of
combustible materials.
A clearance of 24 inches must be maintained around the path of travel of fire doors
unless a barricade is provided, in which case no clearance is needed. Material must not
be stored within 36 inches of a fire door opening.

5.11 Hygiene and Safety for Mess / Galley Personnel


A high standard of hygiene is required to be observed by mess / galley personnel, and
the following instructions are to be obeyed at all times:
Wash your hands always before touching food and always after using the toilets
and garbage.
Inform your Supervisor and Medic at once of any skin, nose and throat or bowel
disorder.
Train and familiarize all new personnel with their duties and always relate it to
sanitary methods and safety rules.
Routine medical examination for food handlers must be taken every six months
or as required by the doctor.
Cuts and sores must be covered with waterproof dressings.
Do not smoke nor eat in galleys or food preparation and storage rooms.
Never cough or sneeze over food.
Keep food clean, covered, and either cool or hot.
Always dispose of out of date food, rotate old food.
Avoid hand contact (e.g. use scoop to serve ice from ice machine). Keep food
utensils clean.
Keep lids on dust and waste bins.

Keep working surfaces clean. Use really hot water with soap or detergent - a wipe
with a dish cloth is not sufficient.
Stack washed and rinsed crockery and utensils to drain. If drying cloths are used
they must be clean.
Work uniforms or clothing must be clean.
Fingernails must be kept short and clean.
Hair must be clean, short or tied back.
Mixers, mincers, potato peelers, can openers, butchers; band saws etc. all have moving
parts which can trap fingers, hair or loose clothing. Only authorized persons are to
operate these machines and them, and any other persons working in the vicinity, are to
wear close-fitting clothing, with short sleeves.
Safety guards, where fitted, must be in place before machines are switched on and not
removed while machine is in motion.
Care must be taken when cooking with oils or fats to not allow overheating.
There must be suitable portable fire fighting appliances, including fire blanket, installed
near at hand for use in case of such a fire, and galley personnel must know how they
are used.
The walls, ceiling, floor, woodwork and all other parts of food rooms will be kept clean
and in a good state of repair and order. Regular inspections will be made by a
responsible person. No refuse either liquid or solid will be allowed to accumulate in
any kitchen, food room or store.

5.12 Clothing
Care must be taken to ensure that clothing never becomes soiled to a dangerous extent.
Clothing which has been contaminated by dangerous substances should be removed
immediately, preferably under an Emergency Shower.
Clothing must be kept clean and in a good state of repair.

5.13 Office Hazards


The majority of reportable accidents in offices are due to fall and back strains caused
by faulty lifting techniques. Observing the following precautions will help towards
reducing the number of these accidents:
Keep stairs, passages and gangways clear of all obstructions.
Put cables of telephones, portable electrical appliances and office machines
where they will not cause anyone to trip. Do not run them under carpets where
they can gradually wear away without being noticed, so creating a fire hazard.
Close all filing cabinets and desk drawers immediately after use.
Do not run, or open doors in a hurry.
Beware of floor damage and loose tiles or carpeting which could cause a tripping
hazard.
If you have to work at height do not use chairs, boxes or cabinet draws. Use a
suitable step ladder or step stool.

Do not carry any load too heavy for you. Lift heavy articles using the correct
kinetic method, and make sure you can see over load you are carrying.
Always use furniture in proper manner; chairs, tables and desks are not for
standing on.
Before leaving work, switch off all electrical appliances and remove sockets of
portables tools.

Other accidents involving physical injury commonly occurring in offices can be


guarded against by following these rules:
Where it is possible, filing cabinets should be secured to the floor, walls or each
other. Only one drawer should be opened at a time.
Use suitable knives and cutters for paper, board, string and sharpening pencils.
Do not dispose of broken glass into waste baskets.
Do not remove guards from office machinery - e.g. shredders or letter-opening
machines, and do not operate them unless trained to do so.
Do not neglect minor cuts, abrasions or scratches which may lead to the
development of infection.
The greatest general office hazard is that of fire, and all personnel must be fully
aware of the consequences of not obeying these fire prevention rules:
Do not store flammable material or liquids in lockers or cloakrooms.
Refrain from smoking in non dedicated smoking area. Use only dedicated ashtray
to dispose stubs.

5.14 Use of computers and VDUs


It is important that those personnel who use a computer (especially for more than 3
hours per day) should review the set up to try to reduce backache and other strains.
Certain items to be considered are:
Adjust the seat height to suit your height. Your feet should be flat on the floor
and directly below your knees.
Ensure that the small of your back is properly supported.
Ensure that your computer monitor is approx. 35 degrees below the horizontal
line of vision when you are sitting vertical.
Your forearms and thighs should be horizontal.

5.15 Routine Bacteriological Samples


Water samples, taken from different outlets on the site by the Medical team shall be
dispatched at regular intervals for bacteriological and chemical examination. The
Operations Assistant Projects and Head of HSE shall be informed of the results.

5.16 House Rules


A specific house rules booklet should be made available to everybody working on
site.
The house rules listed below outline the general requirements which it is believed will
help maintain good standards for all sites.
Please keep your accommodation tidy.
Specific smoking rules need to develop for each operating site.
Smoking is not allowed in common areas such as meeting rooms, lounges, toilets,
etc.
Mess and food preparation areas are "NO SMOKING."
Dispose of any waste with care and use ashtrays in smoking areas.
Clean casual clothes in a good state of repair (including footwear) are to be worn
in the Mess & Recreation Areas.
In the interest of hygiene, and respect for fellow diners, all personnel must be
properly washed and wear clean clothing when using the Mess/Dining Room
facilities.
Fighting/horseplay or the defacing of surfaces or notice boards is strictly
forbidden.
No person is entitled to entry any cabin, for reasons other than work routine,
without the prior permission of the occupant.
