Job Title: Administration Officer

1. Key Purpose of Job

To provide accurate typed taped transcripts to the standard suitable for production in a
Court of Law
To assist the Fraud Investigation Department in the prevention and detection of fraud and
reduce losses from Fraud and Error

2. Anticipated Outcomes of Post


2.1. An efficient and effective Administration Service

3.1. Audio type transcripts of taped Interviews under Caution


3.2. Answer fraud investigation telephone enquiries including the Benefit Fraud Hotline
3.3. Index fraud paperwork
3.4. Send appointment letters for formal Interviews under Caution
3.5. Compile paperwork for Administrative penalty and Caution Interviews
3.6. Attend formal Interviews under Caution and assist Investigation Officers by operating
recording equipment
3.7. Set up benefit fraud investigation cases on the Councils Comino system and conduct

basic enquiries such as initial checks on the Councils computer systems
3.8. Close benefit fraud investigation Sanction and Non Sanction cases on the Councils
computer systems and record details as necessary
3.9. Index fraud paperwork on computer system
3.10. Assist the Fraud Investigation Support Officer to examine lists obtained via internal
and external checks to identify possible fraudulent benefit claims or irregularities
3.11. Liaise with outside bodies such as the Department of Work and Pensions, National
Anti Fraud Network, Operational Intelligence Unit , Police and Tax Credit offices
3.12. Check benefit suspension lists monthly and liaise with Fraud Investigation Officers

4. Give examples of the typical types of problems and decisions the post will be required to

Other Information
a) All staff must commit to Equal Opportunities and Anti-Discriminatory Practice.
b) The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking
in any of the Council's buildings (including Council owned and Council leased buildings,
but excluding designated areas in residential schemes), enclosed spaces within the
curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks
within work time, however, in services where the flexi-scheme is in operation, employees
may take reasonable break times outside of core hours, in accordance with flexi-time
arrangements. Employees should follow the flexi-scheme procedure for agreeing time
away from their duties in the normal manner with their immediate colleagues and line
manager, with break start and finish times being recorded, as with any other break-time
arrangement.

c) The post-holder is expected to familiarise themselves with and adhere to all relevant
Council Policies and Procedures.

d) The post-holder must comply with the Councils Health and Safety requirements as
outlined in the H&S policy appropriate to the role.

e) This post is based at Town Hall, Torquay but the postholder may be required to move their
base to any other location within the Council at a future date.

f) As this post meets the requirements in respect of exempted questions under the
Rehabilitation of Offenders Act 1974, all applicants who are offered employment will be
subject to a criminal record check (Disclosure) from the Criminal Records Bureau before
the appointment is confirmed. This will include details of ALL cautions, reprimands or final
warnings as well as convictions, whether spent or unspent. Criminal convictions will
only be taken into account when they are relevant to the post.
