1. Notice inviting Expressions of interest (EOI) for Empanelment of Agencies
for Construction of Pre-Engineered/Pre-Fabricated Terminal & Allied
Building including related provisions for No Frill Airports.

Expressions of Interest are invited through the AAI e-tendering portal by Asstt.
General Manager (Engg-Electrical) (Bid Manager), O/o the Executive Director
Engineering-ER, CHQ AAI, Safdarjung Airport, New Delhi-110003, on behalf of
Chairman, AAI from the reputed agencies having experience in pre-engineered
/pre-fabricated building for Empanelment of Agencies for Construction of Pre-
Engineered/Pre-Fab Terminal & Allied Building including related provisions for No
Frill Airports.

2. Introduction of AAI :
Airports Authority of India (AAI) is a statutory body established under the AAI Act
1994. AAI currently manages a total of 125 Airports 21 International, 08
Customs, 96 Domestic including 25 Civil Enclaves at Defense Airfields and is
responsible for planning, developing and construction of aerodromes and allied
facilities for sustained growth of civil aviation infrastructure in India. AAI also
provides Air Traffic Management Services (ATMS) over entire Indian Air Space
and adjoining oceanic areas with ground installations at all Airports and 25 other
locations to ensure safety of Aircraft operations.

AAI has entered into a Joint Venture at Mumbai, Delhi, Hyderabad, Bangalore and
Nagpur Airports to upgrade these Airports with private participation.

3. Objectives:

As the Indian economy grows, consumption-led growth in populated metros is


expected to spill over to hinterland areas. This is also expected to be on account
of factors of production (land, labour, etc.) becoming costlier in the densely
populated metro cities. In this scenario, air connectivity can provide required
impetus to the economic growth of regional centers (towns / cities).

Today, the cost of operation of airports and airlines has increased drastically, and
thus their viability is a major concern. The Government has proposed to take flying
to masses by making it affordable and conveniently by enhancing regional

connectivity through fiscal support and infrastructure development. The regional
connectivity scheme will be implemented by way of revival of un-served airports
by constructing No-Frill airports. Hence, the no-frill airports are urgently needed in
the tier-2 and tier-3 towns and small remote areas to strengthen connectivity and
to explore the huge potential. Due to low infrastructure and operational costs, no-
frills airports would help incentivize lower ticket rates resulting in higher air
passenger volume. Therefore, it needs to act fast on the idea of no-frills airports
connectivity to help boost tourism, increase economic development and boost the
fortunes of the low cost carriers. To improve the regional connectivity, the Govt.
plan to develop No-Frill airports in smaller cities across the country. These airports
will be built in the form of modular construction concept.

4. Scope of Work to be carried out by empaneled agencies :


Scope of work covers the design and construction of Pre-Engineered
Terminal/Pre-fabricated Terminal & Allied Building including related provisions for
No Frill Airports. The broad scope of work is as under:
A. Civil Works
i. Soil investigation including designing of foundation of terminal & allied
buildings.
ii. Designing & construction of Pre-Engineered/Pre-Fab Structure in steel
sections with pre-fabricated insulated sandwich panels in roof, walls,
partitions and other component of Terminal & Allied buildings including
canopy at City side for arriving passengers and Airside for collection &
distribution of baggage of passengers, toilets, floorings and false ceiling etc..
iii. Anodized Aluminum glazed main door and other doors with locking
arrangement and Anodized Aluminum Glazing in partition, Airside & Cityside
walls as per design in frame of required size.
iv. ATC tower glazing as per design.
v. Other miscellaneous finishing works.
vi. Car parking with Interlocking paved tiles over base as per site requirement.

B. ELECTRICAL WORKS
i) Internal & External electrification of Terminal Building, allied building, car
park and street lighting with LED light fixtures with associated works like
supply and laying of wires/conduits. Providing of MCB DBs, cabin/pedestal

fans, exhaust fans, street light poles and fitting i/c feeder pillars as per
requirement.
ii) Provision of LT panel with required nos. of incomers, bus bars and outgoings
of suitable rating switchgears.
iii) Provision of fire alarm and detection system.
iv) Provision of CCTV surveillance system as per BCAS requirements.
v) Provision of adequate number of signages (non-illuminated) inside and
outside the terminal building, car park area, city side approach road and air
side area for guidance of passengers and visitors.
vi) Provision of standby DG sets.
vii) Provision of standalone AC for reserved lounges & Security hold Area, water
coolers with RO system.
viii) Provision of Baggage Handling System for Category III airports.
ix) Required nos. of Fire Extinguishers.

5. Instruction & Guidelines for submission of application for empanelment:

i) The Application process is online at e-portal URL address


https://etender.aai.aero/irj/portal or www.aai.aero. Aspiring agencies may
go through the tender document by Guest User login.

ii) Prospective applicants are advised to get themselves acquainted for e-


tendering participation requirements at Guidelines for bidders, register
themselves at AAI e-tendering portal, obtain User ID & Password and go
through the Self Help Files available in the Home Page after log in to the
portal http://etender.aai.aero/irj/portal or www.aai.aero. They should also
obtain Digital Signature Certificate (DSC) in parallel which is essentially
required for submission of their application. The process normally takes 03
days time. The bidders may also take guidance from AAI Help Desk
Support.

iii) Empanelment fee of Rs.20000-/ (Rupees Twenty thousand only) inclusive


of taxes, Non- Refundable will be required to be paid by way of online
payment through Indusind/HDFC gateway provided at the portal itself.

iv) The empanelment shall be valid for a period of 03 (Three) years from the
date of issue of letter of empanelment. The validity of panel may be
extended further at the discretion of Airports Authority of India.

v) Last date and time of submission of application is as per Table no-1 as


below:-

1. Last date & Time for sale of empanelment 23.02.2017 upto 17:30 Hrs
applications.
2. Last date & Time for raising clarifications by the 28.02.2017 upto 17:30 Hrs
applicants, if any
3. Last date & Time for submission of 07.03.2017 upto 17:30 Hrs
empanelment applications.
4. Opening of Envelope I 08.03.2017 at 11:30 Hrs

5. Opening of Envelope II 10.03.2017 at 11:30 Hrs

vi) Following Envelopes I & II shall be submitted online through AAI e-portal by
the Applicant.

Envelope-I:- Containing details of empanelment fee paid (Annexure-I)


and unconditional acceptance as per Proforma enclosed (Annexure-II).
Envelope-II:- Containing empanelment documents as mentioned under
para 6 below.
6. Empanelment criteria of Agencies:-

i) The agency should have Permanent Account Number (PAN).

ii) The agency should have Service Tax Registration number.

iii) The applicant must be a reputed agencies having experience in pre-


engineered/Pre-fabricated building with pre-fabricated insulated sandwitch
panel. Applicant should have satisfactorily completed single work of
construction of pre-engineered/pre-fabricated building with pre-fabricated
insulated sandwitch panels like Airport Terminal / Hangar /Industrial Sheds/
Residential / Office Building of value not less than Rs.10 Crores during last
05 years ending on last date of submission of application with annual
enhancement @7.5% per year (phase/part completion of work in single
contract shall not be considered).

Client certificate for experience should be given with Completed value, Date of
start, Date of completion as per agreement and Actual date of completion.
Firms showing work experience certificate from non-government / non-PSU
organizations should submit copy of tax deduction at sources certificate in
support of their claim for having experience of stipulated value of work.

iv) Should have annualized average financial turnover of Rs.50.00 Crores during
last three financial years ending on 31st March, 2016. As a proof, copy of
Abridged Balance sheet along with Profit and Loss Account Statement of the
firm or certificate from Chartered Accountant for the last 03 financial year i.e.
FY 2013-14 to FY 2015-16 should be submitted along with the application.
Firms showing continuous losses for the last three years in the balance sheet
shall be summarily rejected.

7. Empanelment Fee: Empanelment fee of Rs20,000/- (Rupees Twenty Thousand


Only) Non-Refundable, shall be accepted online only through the e-tender portal
via bank transfer in the form of RTGS/NEFT. Applicant shall use the payment
gateway of Indusind Bank/HDFC Bank integrated for the purpose with the AAI E-
tender portal for online submission of empanelment fee in the form of
RTGS/NEFT.

For the empanelment fee submitted RTGS/NEFT of value as stipulated in the


Notice Inviting EOI, a scanned copy of the same shall be submitted in (Envelope
I) on the e-tendering portal.

Note: - Empanelment fee in the form of Cash/Demand Draft or any other form
shall not be accepted.

8. Application Opening Process:-

Application opening Process is as below:-

Envelope-I: Containing details of empanelment fee paid (Annexure-I) and


unconditional acceptance as per Proforma enclosed (Annexure-II) shall be
opened at stipulated date and time.

Envelope-II: Envelope II of those applicants shall be opened if they have


submitted empaneled fee and the required documents as asked under Envelope I.

Any clarification needed by the applicant may be raised through e- portal only
within the specified period. If any clarification is needed from the Applicant about
the deficiency in his documents in Envelope-II, they will be asked to provide the
requisite clarification/documents within time specified by AAI, failing which the
application for empanelment shall be liable for rejection.

9. Other Terms & Conditions:-

i) AAI reserves the right to accept or reject any or all applications without
assigning any reasons.

ii) AAI also reserves the right to cancel the application at any stage without
assigning any reason.

iii) AAI reserve the right to disallow to application of agency whose performance
at ongoing project (s) is below par and usually poor and has been issued letter
of restrain, Temporary/Permanent/Blacklisted (debar) by any department of
AAI.

iv) AAI reserve the right to verify the credential submitted by the agency at
any stage (before or after the empanelment of work). If at any stage, any
information/documents submitted by the applicant is found to be
incorrect/false or have some discrepancy which disqualifies the firm then
agency shall be liable for restrained from Empanelment in AAI, apart
from any other appropriate contractual / legal action.

v) If the entity participating in any of the Applicants is a private or public limited


company, Partnership firm or proprietary and any of the Directors / Partners /
Proprietor of such company is also a director of any other company or partner
of a concern or a sole proprietor having established business with AAI and has
outstanding dues payable to the Authority, then the said entity shall not be
allowed to participate in AAI tenders.
