About this document
About this document

Purpose
This document gives a high-level description of all FDD features introduced in LA5.0.0.
The purpose of this document is to help service provider personnel prepare to receive a
new release by clearly explaining the changes in this release that affect operational
activities.
Attention
Starting with Release LA5.0.0, all LTE RAN customer document numbers will have a
17-digit format to meet Alcatel-Lucent documentation standards. Therefore, this
document's number has changed from 418-000-014 to 9YZ-03990-0005-FMZZA.

Old title
For LA4.0 and earlier, the title of this document was Release Operational Impacts (ROI)
FDD Technical Description.

New title
For LA5.0.0 and later, the title of this document is FDD Feature Planning Guide.

Audience
The primary audience for this document is service provider personnel who work with the
LTE RAN in one of the following capacities:
Network Operation and Maintenance Specialists
Network Planners
Engineers with responsibility for network planning, design, configuration, or
optimization
A secondary audience is Alcatel-Lucent personnel who are interested in learning about the
LTE RAN feature set.

Scope
This document lists features for the 9400 eNodeB only, not for the entire LTE Solution.

What is a parity feature?


A parity feature is a feature that takes an existing feature and provides it on a new piece
of equipment.

Organizing principles
In this document, features are grouped using the following organizing principles:
Features are grouped by program.
Within program, features are presented in numerical order by Feature ID (FID).
For optional features, OI number and optional feature name are included.

What is a program?
Aprogram is a development organization within Alcatel-Lucent charged with developing
a certain type of feature. From the customer point of view the programs can be considered
general categories in which to group LTE RAN features.

Feature Description
This feature allows the eNodeB to inform the Management System (5620 SAM) of any
creation or deletion of managed objects and attribute value changes that occur on the
eNodeB dynamically and are not initiated by the Management System.

Feature Benefits
The introduction of the proactive notification from the eNodeB to the Management
system allows the operator to be aware of the autonomous changes occurring in the
eNodeB. This functionality is particularly useful for SON. Any tuning or dynamic
adjustment of parameters as a result of a SON function in the eNodeB is immediately
communicated to the 5620 SAM via SNMP, allowing the operator visibility into the
changes as a result of optimization.

This also allows the Management System to be in sync with the eNodeB.
In addition the notifications are also raised via NETCONF. Any northbound system can
subscribe to these notifications.
Notifications are raised for all read-only parameters (like hardware equipment
parameters) as well, allowing the operator visibility into any hardware-related
autonomous parameter changes.

This is a base feature and is related to the introduction of the NETCONF tail-f stack.

Engineering Impacts
There are no engineering impacts. The feature already takes into account any flooding
due to bulk changes. For example, if a WO is pushed down from the NEM, this change is
considered a bulk change and there will only be a single notification raised, which will
trigger 5620 SAM to up-sync the changes.

A Signal Quality alarm (IK4006014) may be raised in some scenarios for cells equipped
with certain type of RFM see Engineering Impacts for more details.

Engineering Impacts
Upon detection of an S1 link outage the eNodeB will not only auto-bar each cell of the
eNodeB but also reduce the cell's referenceSignalPower by a configurable offset
(DynamicCoverageMgmt::cellShrinkForS1LinksOutage that can be up to 30 dB) to
minimize inter-cell interference. Depending on whether the type of RFM of the cell
supports "EDPD bypass" or not, an RFM Signal Quality alarm (IK4006014) may be
raised as a result of referenceSignalPower change to the minimum (reduced by 30 dB).
Since referenceSignalPower is proportional to total Tx power and output linearization for
high fidelity of signal is not needed when it is reduced by (up to) 30 dB, the alarm may be
ignored if the goal is to eliminate inter-cell interference when all S1 links are lost.
Alternatively, the configurable offset of cellShrinkForS1LinksOutage can be set to a
smaller value (for example, 15 dB) to avoid the alarm in the S1 link outage scenario at the
expense of a certain level of inter-cell interference.

Operational Requirements
This feature introduces the following new parameters:
TxPowerDynamicRange::maxRefSigPower - This parameter specifies the upper
bound of referenceSignalPower above which the cell's LTE RRH/TRDU will not
operate properly and ACLR (adjacent channel leakage ratio) level is strictly limited by
FCC and ETSI regulations. The value is derived from the power settings of the cell
and managed by Alcatel-Lucent Templates. WARNING: The maximum absolute
power per RE must not be exceeded. This parameter must not be changed without an
agreement from Alcatel-Lucent.
TxPowerDynamicRange::minRefSigPower - This parameter specifies the lower
bound of referenceSignalPower below which the cell's LTE RRH/TRDU may not
operate properly. The value is derived from the power settings of the cell and
managed by Alcatel-Lucent Templates. WARNING: The minimum absolute power
per RE taking into account LTE RRH/TRDU minimum power should be respected.
This parameter must not be changed without an agreement from Alcatel-Lucent.

DynamicCoverageMgmt::cellShrinkForCallsDraining - This parameter specifies an
offset from referenceSignalPower and the net is used to encourage outgoing HO from
the cell and discourage incoming HO to the cell when existing calls on the cell are
drained prior to Cell Block by auto use of cell barring. Typically the offset value is
smaller than cellShrinkForS1LinksOutage to maintain coverage overlapping with
neighbor cells during the draining interval.
Note: Multiple steps of automatic cell shrinking are not supported in this release.

changed is an important step to facilitate patching and to reduce software download and
activation times. For LTE, a "patch" is a complete load build with a unique name and

Operational Requirements
In most cases, software activation still causes a service outage even if only the affected
HW units are reset. Service outages happen for the following reasons:
If the controller software changes, an eNodeB reset is required.
If the modem software changes and all modems are the same type, then all modems
are reset.
If the RFM software changes for a particular RFM type, then all RFMs of that type
are reset. In general, an eNodeB uses the same type of RFM for all sectors.

Feature Description
This feature provides the ability to manage the time zone of individual eNodeBs The
eNodeB Time will be made available in eNodeB performance reports.
The eNodeB provides and manages the UTC offset and the DST rules. The eNodeB
displays eNodeB local time with +/- UTC offset if timeZoneName is set to
Non-UTC.
A new parameter, timeZoneName, is used to support this feature. This parameter allows
the service provider to configure the timeZoneName for a particular eNodeB via SAM.
Note: The timeZoneName format matches with the Olson time zone database for
timeZoneName format.

Feature Benefits
With this improvement, operators are no longer required to use NEM to provision beta
parameters. With this improvement, operators need only configure one single

parameters + NETCONF gamma) from the WPS and SAM. However, the OAM system
still provides an option for operators to use the local NEM to configure the NETCONF
Beta parameters if there is a need during eNodeB commissioning.

adapted: q-Hyst, threshServingLow, threshServingLowQ-R9, s-nonIntraSearch,
s-nonIntraSearchP-r9, and s-nonIntraSearchQ-r9.
Up to 3 loading levels can be defined by creating a CellReselectionAdaptation object for
each level.
Each CellReselectionAdaptation object contains parameters that define the delta between
the existing MIM parameters that are used to populate each of the SIB3 parameters listed
above and the SIB3 value to use at a loading level that is defined by CellReselectionAd-
aptation::lowerBound and CellReselectionAdaptation::upperBound.
If the cell loading is not within the range defined by any CellReselectionAdaptation
object then the SIB3 value is taken from the baseline MIM parameter in
CellSelectionReselectionConf. Thus it is possible to construct 4 loading levels if desired,
for example when CellSelectionReselectionConf has 3 objects defined as follows:
Object 1 has bounds of 80 and 100%
Object 2 has bounds of 60 and 79%
Object 3 has bounds of 0 and 19%
When the loading level is from 20 to 59% the normal MIM parameters in
CellSelectionReselectionConf apply.
The service provider can configure how often the automated adjustment can be made. The
loading level is derived from the recent UL / DL PRB consumption.
An individual weighting factor can be applied for each of the 4 components of PRB
consumption using MIM parameters. At the interval defined by autoReselectMinInterval
the system will apply the weighting factors as following:

Feature Benefits
This feature provides the capability to automatically adjust broadcast cell reselection
parameters based on the loading condition of the serving cell. It can reduce the load in the
serving cell by causing some idle UEs to re-select to neighbor cells, and thus some future
connection requests will be handled by the neighbors. The operator will be able to
configure the extent of the adjustments made.

Per QCI-Group Measurement Parameters, a call is considered to be in the VoIP QCI
Group if it has a VoIP bearer set up; in the non-VoIP GBR QCI Group if it has a GBR
bearer but no VoIP bearer set up; in the non-GBR QCI Group otherwise.
Existing measurement parameters apply to calls that have only non-GBR parameters;
for the other types of calls (VoIP, calls with non-VoIP GBR bearers), offsets are
applied:
Support for simultaneous power and quality based Intra-LTE and IRAT measurement
configurations
This support is achieved through the configuration of two event reports
(ReportConfigEUTRA object), one power-based and the other quality-based, for the
purpose of activating (A2) or deactivating (A1) measurement gaps and
inter-frequency/inter-RAT measurements, for blind redirection (A2), and for intra- and
inter-frequency handover (A3, A4 and A5). Report configurations for inter-RAT
mobility (B2) can also be duplicated to have both power-based and quality-based
serving cell thresholds.
Enabling of multi-carrier measurement prioritization for load balancing purposes
Carriers are divided into 3 priority groups with the two following parameters:
mediumToHighPriorityThreshold and lowToMediumPriorityThreshold.
Measurements for high priority carriers are set up when the offload decision is taken.
Measurements for medium priority carriers are set up after timeOffsetForMediumPri-
orityCarriers has elapsed.
Measurements for low priority carriers are set up after another timeOffsetForLowPri-
orityCarriers has elapsed.

Feature benefits
This feature enhances eNodeB measurement management to enable Simultaneous RSRP
and RSRQ measurements, per QCI grouped RSRP and RSRQ thresholds and increased
service provider control on handover procedures.

Load information exchange over X2, per 3GPP TS36.423: Allows the gathering of
load information from neighbor cells in eNodeBs connected through X2
Aims to redirect UEs to another frequency within LTE when the cell becomes
loaded.
Cell load is determined by the total number of UL/DL PRBs consumption.
Threshold configurable by operator.
Hysteresis configurable parameter (in the order of seconds) preventing load
balancing from being triggered too often.
eMCTA load and capacity filtering: Allows the system to avoid triggering an
inter-frequency handover to a cell that is highly loaded.
The target cell load can be used by eMCTA as either a differentiator or as target cell
selection criteria.
As a differentiator, the information allows the cell with the lesser load to be selected.
As target cell selection criteria, the information can be used, along with a threshold
condition, to filter out target cells that have a certain load.

This parameter is used for the following case: when the handover is successful from a
source cell to a target cell, a re-establishment can occur with the source cell or a
wrong cell. This parameter specifies the maximum time the eNodeB allows at the
target cell to determine whether it should count a 'Handover Too Late' towards the
re-establishment cell or whether it should inform the source cell of a failure
('Handover Too Early' if the re-establishment is on the source cell or 'Handover To
Wrong Cell' if the reestablishment is on a wrong cell). This timer is started in the
eNodeB after an incoming intra-eNodeB or X2 handover is successful. Refer to TS

Feature Description
The aim of this feature is to allow handovers towards cells reserved for service provider
use for UEs used by the service provider's staff, and to block all other incoming
handovers.
Prior to opening up newly installed eNodeBs to use by commercial UEs, service
providers may have a period of time where access to these eNodeBs is restricted and the
service provider's teams verify that the radio parameters have been set properly. 3GPP
Standards have a mechanism to forbid idle mode reselection of commercial UEs towards
these restricted eNodeBs, but there is no mechanism to forbid incoming handovers of
commercial UEs while allowing handovers of the service provider's test UEs. This feature
introduces a proprietary mechanism to permit this behavior. The mechanism is based on
associating a given RFSP index value to the service provider's test UEs, and using this
RFSP index in the eNodeB to distinguish the service provider's test UEs from the general
population UEs.
Alcatel-Lucent's customers will gain from this mechanism as they will be able to perform
more testing in a controlled environment prior to opening up the new eNodeBs to
commercial use.

Feature Description
This feature introduces a Congestion and Access Control (CAC) in the transport layer (IP
backhauling) of the eNodeB. The CAC applies either Per Ethernet Physical Port or Per
VLAN depending on the configuration.
Transport CAC is a preventive control, which safeguards the QoS of the existing RAB by
refusing additional RAB when necessary. The CAC ensures that there are enough
resources for the RAB to be admitted. For GBR services, there is an obvious link between
CAC and call proceeding as the eNodeB is required to guarantee resources for the GBR.
However, for elastic applications (non-GBR), there is no obvious link. For elastic
applications the service provider can choose if and where to set the reserved bit rate. How
the service provider sets the rate depends upon the degree of risk that the service provider
is prepared to take.

The QoS mechanisms are applied to both CAC and traffic priority handling.
The bandwidth of a transport link is logically segmented into transport Classes of Service,
also called transport CoS.
The number of classes is configurable: from 1 up to 16.
As an example, in LA5.0.0 CoS could be defined as follows:
CoS for Voice Traffic (and also reserved room for High priority eRABs as Emergency
calls)
CoS for Real Time traffic
CoS for Gold Data traffic
CoS for Silver Data traffic
CoS for Bronze Data traffic
A transport CoS allows the service provider to manage a transport Quality of Service
compatible with constraints from variable packet length transmissions and real-time
traffic.
The bandwidth of each transport CoS is configurable.
Within the transport link, the bandwidth of a transport CoS is managed by a function
called CAC for Transport Call Admission Control. The TCAC applies to the following:
Per transport link of type Port (or Physical Link) or VLAN
To the user plane traffic S1U carried over this transport link
On a per eRAB basis:
For voice and GBR traffic, the TCAC relies on the guaranteed bit rate provided on
the S1C.
For non-GBR traffic, the TCAC relies on a configured minimum bit rate.
For a transport CoS, the TCAC ensures that the sum of the eRABs associated to
this CoS doesnt exceed the bandwidth configured for this CoS.
To the CoS to which the eRAB QCI belongs.
The transport admission control is triggered on events during the call lifetime.

Feature Benefits
This feature allows service providers to control the admission on new entrant bearer on a
per service type basis.
The service provider can then favor or restrict the admission of certain applications
depending on their impact/cost on the LTE network resources.

The management of the Transport-congestion (also known as resources pre-emption
management) is a post LA5.0.0 feature that means that whenever a Class of Services does
not have enough free bandwidth to accept a new RAB, this last one is rejected. A
mechanism to accept some Emergency RABs for some Emergency VoIP calls is provided.
This mechanism should be considered as a temporary solution, until resources
pre-emption is supported by the eNodeB (not in LA5.0.0) in the transport layer.

Engineering Impacts
This feature contributes to compliance to the SLA (loss of packets, delay, packets delay
variation [jitter]) in complement to the feature offered by the shaper by limiting the
volume of traffic per CoS.

Operational Requirements
This feature manages the load of the physical Ethernet Link or the VLAN. The
configuration of the transport CAC and the shaper is defined from the Committed
Information Rate (CIR). The value of the CIR is defined in the SLA, either per port or per
VLAN.

Feature Benefits
This feature supports the ECID position location method, which is needed for E911
position location. Although less accurate than OTDOA, ECID position location method is
available even in places where OTDOA doesnt work. For commercial launch of VoIP in
LTE, the E911 caller location identification is a prerequisite.
Having the eNodeB compute RF antenna and BBU coordinates reduces the service
provider's manual configuration effort when cell RF antennas are close to the eNodeBs
GPS antenna.
Threshold warnings offer a way to detect errors in position configuration.

For the eNodeB to compute BBU and/or cell antenna coordinates, the eNodeB must
establish an accurate GPS position fix. From cold start, this takes approximately 1 hour
and up to 24 hours to achieve maximum position fix accuracy.
This feature does not work when the antenna delay is unknown, for example with
Distributed Antenna System (DAS).

Engineering Impacts
Cell antenna coordinates are assumed to have an accuracy of 10 meters in the horizontal
plane and an accuracy of 9 meters in altitude. Because accuracy of cell antenna
coordinates directly affects accuracy of ECID and OTDOA position calculations, a higher
accuracy is desirable, especially when OTDOA is being used.
Cell antenna coordinates can be configured directly by the operator or can be computed
by the eNodeB. When the eNodeB computes cell antenna position, error is introduced if
the cell antenna is not co-located with the eNodeBs GPS antenna. This error can be

Feature Description
This feature manages VoIP bearers from a commercially deployed UE using the Dynamic
Scheduler (DS).
This feature benefits from the LA4.0.1 field experimentations with L115647 VoLTE
Friendly User Trial Solution and brings the same improvements such as Header
Compression of VoIP packets via RoHC V1. Compression of VoIP packets via RoHC V1
is supported to minimize the VoIP bearer impact on Air Interface resources, that is, impact
on user capacity and data throughput.
As RoHC reduces the required bandwidth of the VoIP application, the appropriate
scaled-down bandwidth must be taken into account by the scheduler to avoid
over-provisioning of air-interface resources for the VoIP bearers (which would in turn
impact user capacity and throughput).

Feature Benefits
This feature enables support of the VoLTE application within a commercial network
deployment and benefits from the LA4.0.1 field experimentations with L115647 VoLTE
Friendly User Trial Solution.

This feature provides the eNodeB Reliability target for LA5. The standard eNodeB
configuration shall have a minimum total system availability of 99.995% with the
following conditions:
total MTTR of 2.0 hours
Time to complete a software reboot shall be not more than 2 minutes and 30 seconds
(This target shall be reached for 95% of the reboot occurrences.)
eNodeB nb of SW upgrade 2 per year.
eNodeB Software upgrade success ratio: 99,9%.
eNodeB Software Upgrade Outage: < 2 mn 30 seconds

The term used to describe the control signaling messages transmitted on the Physical Downlink

Uplink Shared Channel [PUSCH]).

DHCP (Dynamic Host Configuration Protocol)


A protocol used to allocate Internet Protocol (IP) addresses and other configuration parameters to
devices in an IP network.

DL (Downlink)
The radio link in the direction from the base station to the mobile terminal.

DRX (Discontinuous Reception)


The periodic switching off of a receiver, usually to save energy. DRX cycles can be configured in
the LTE downlink so that the UE does not have to decode the Physical Downlink Control Channel
(PDCCH) or receive Physical Downlink Shared CHannel (PDSCH) transmissions in certain sub
frames.

E E-UTRAN ( Evolved Universal Terrestrial Radio Access Network)


Consists of eNodeBs, providing the User-plane (Packet Data Convergence Protocol [PDCP],
Radio Link Control [RLC], Medium Access Control [MAC] and PHYsical [PHY] layers) and
Control-plane (Radio Resource Control [RRC]) protocol terminations towards the UE. The
eNodeBs can be interconnected with each other by means of the X2 interface. The eNodeBs are
connected by means of the S1 interface to the Evolved Packet Core (EPC).

EPC (Evolved Packet Core)
The Core Network (CN) in the LTE/System Architecture Evolution (SAE) system. The EPC is
responsible for the overall control of the UE and establishment of the bearers. The main logical
nodes of the EPC are the Packet Data Network Gateway (P-GW), Serving-Gateway (S-GW) and
Mobility Management Entity (MME).

EPS (Evolved Packet System)


The term describing LTE and System Architecture Evolution (SAE) together, comprising both an
evolved core network and an evolved ratio access network.

data transmission scheduling and multiplexing/demultiplexing between logical channels and
transport channels. In the UE, it is also responsible for control of random access, timing advance
and discontinuous reception.

link layer protocol configuration).

R RACH (Random Access Channel)


A transport channel used for access to the network when the UE does not have accurate uplink
timing synchronization, or when the UE does not have any allocated uplink transmission resource.
The RACH is normally contention-based, which may result in collisions between UEs.

RRM (Radio Resource Management)


RRM consists of the system-level control mechanisms used to manage radio resources in the air
interface. The objective of RRM is to maximize the system spectral efficiency and to support
mobility for the users. RRM therefore involves strategies and algorithms for resources allocation,
Modulation and Coding Scheme (MCS), transmission power selection, and mobility.

RSRQ (Reference Signal Received Quality)


N x RSRP/ RSSI, where N is the number of resource blocks across which RSSI was measured.

RUC (Rack User Commissioning)


Entity that sets up the power for the system, stores the serial number for the cabinet, stores
commissioning data, and manages the power and fan speed.
