city must ensure that its Forensic Services Department is competently staffed and adequately funded.

case of Sanford Capital the District should aggressively inspect its apartments and strictly enforce
the housing code.
Sherwood: Attorney General Karl Racine hasn't yet confirmed as much, but he sounds like a 2018
