CONTENTS

3.1 Terminal 3 Soekarno Hatta Airport

On Tuesday (09/08), Terminal 3 of the Soekarno-Hatta International Airport, located


just outside Indonesia's capital city of Jakarta, becomes operational. This IDR 7.7 trillion
(approx. USD $588 million) terminal is designed to have the capacity to handle some 25
million passengers per year. In the first phase of the terminal's operations, national flag
carrier Garuda Indonesia will use it for its domestic flights (about 126 per day). Gradually,
Garuda will serve international flights from this terminal, followed by international flights of
other airlines.

The building of Terminal 3 Ultimate covers 331,101 m2, while its parking space
covers 85,578 m2, and the VVIP building covers 6,124 m2. The Soekarno-Hatta International
Airport is Indonesia's busiest airport. After Terminal 3 Ultimate has become online the
airport's total annual passenger-handling capacity is set to rise from 55 million in 2015 to 70
million. It will further rise to an annual capacity of 80 million passengers once renovations at
terminals 1 and 2 are completed.

3.2 Operational of Terminal 3 Soekarno Hatta Airport

Terminal 3 - its full name is Terminal 3 Ultimate - will not be operating at full
capacity right away. Construction will continue into 2017. In the first phase, when only
Garuda Indonesia is allowed to use the terminal, it can handle some 12 million passengers per
year. After completion of the full project at the end of the first quarter of 2017 this figure
should rise to 25 million.

As a whole, Soekarno-Hatta International Airport should then be connected to more than 70


countries across the globe (up from 30 countries in 2015). This would imply that Jakarta's
airport becomes on par with the Kuala Lumpur International Airport in Malaysia. However,
to compete with Singapore's Changi Airport, which is directly connected to more than 100
countries across the world, will require more time. However, Indonesian authorities are eager
to create enough quality and quantity in terms of airport facilities at Soekarno-Hatta Airport
in order to have overtaken the leading positions of Singapore and Kuala Lumpur by the year
2021. Earlier, Indonesian Minister of Transportation Budi Karya Sumadi said Angkasa Pura
will need to improve the quality of its human resources in order to compete with other
regional international airports.

In the future Angkasa Pura II is also to develop a fourth terminal, next to Terminal 3
Ultimate. The land acquisition process for this fourth terminal is expected to start in 2018
(land acquisition is a lengthy and costly affair in Indonesia), while completion of the terminal
could be realized in 2021 if not major obstacles occur. There will also be a people mover
system between terminals, similar to Changi Airport's sky-train.

Meanwhile, the land acquisition process for the development of the 3rd runway of the
Soekarno-Hatta International Airport is currently underway. This third runway is needed to
optimize passenger capacity and flight frequency at the airport. An estimated 173,19 hectare
plot of land is required to construct the 3,000 meters-long runway. Construction, which will
require some USD $350 million worth of capital, is scheduled to start near the end of 2016.

3.3 Facility Of Terminal 3 Soekarno Hatta Airport

Terminal 3 Ultimate Soekarno-Hatta will be a pilot project of smart airport


development undertaken by PT Angkasa Pura (AP) II. The program includes infrastructure
and community level. Generally in the context of smart airport there are three conditions that
must be met, namely infrastructure, content and community.

a. For infrastructure, the design of this particular airport terminal building 3 Ultimate
should be using intelligent building management system.
"Then the communication, all the wiring system and should be based on fiber optics,
good Internet, good wifi, airport management must be integrated. The security
system, parking lot, both personally and bus parking should also be smart," said
Director of Angkasa Pura II Muhammad Awaluddin
b. The second condition that must be met are smart content, meaning that the airport
should have content that supports to be put on infrastructure. The trick to creating a
smart application that will be called smart airport application share.
"What content should be possible to be smart content, for example, ground handling
system must have application, freight delivery systems, it also must be based
applications," said Awaluddin.
Another example related to smart content is the passengers who move in the terminal,
such as a direction for passengers who wish to boarding and so on. "The system of
parking and a shuttle will also have to have a smart application so that passengers are
not confused. Then on the airport side, you want to order a bus, taxi, whatever service
facilities, in the smart airport app share it will all be managed," he said.
c. The third thing that becomes an important point for the creation of smart airport is
smart community, namely by educating existing communities and are often located at
the airport. "its good about infrastructure , but when interacting with the community
there is lack of information. We want all there is unity. The community should be
integrated," he explained.
Additionally, Terminal 3 Ultimate will be equipped with some modern technology,
including:
1. BHS Level five that can detect explosives or bombs. When an item is detected the
bomb, it will be directly inserted into the bomb blanket and then followed up by
the authorities
2. ASS or Airport Security System that functions like intelligence. With this
technology can detect faces CCTV passengers or airport visitor who entered into
the list of the authorities.
3. Fully IBMS or Intelligence Building Management System. This technology is
arranged to Terminal 3 into a building that carries the concept of eco green, like
manage the expenditure of water, electricity usage, and so on.
4. Rain water system. This technology in order to take advantage of rain water so as
to be used as clean water.
5. Recycle water system. This technology is able to process water toilet to go back
again into the toilet water so as to conserve water usage.
6. The lighting system uses technology that set the bright and dim automatically in
accordance with the weather conditions.

3.4 Problem Of Terminal 3 Soekarno Hatta Airport

a. Flooding

The incident was due to the terminals drainage systems becoming clogged by debris from
construction, which remains ongoing in some parts of the week-old terminal. As a result,
water burst through the exit doorway of the arrivals section, causing puddles and flooding.

b. Power Failure

Approximately 12 hours after the operation, a power failure in Terminal 3 that on Tuesday
evening. This led to the postponement or delay the flight schedule until about 9pm. As a
result, dozens of flights Garuda Indonesia, the only airlines that operate at the terminal, has
been delayed.
