- Every barangay is required to establish a Materials Recovery Facility

Section 37- Prohibition against the Use of Open Dump for Solid Waste.

- Establishment/practice of Open Dumps shall be prohibited.

Section 41- Criteria for Establishment of Sanitary Landfill.

- The following shall be the minimum criteria:

o Liners
o Leachate collection and treatment system
o Gas control recovery system
o Ground water monitoring well system
o Cover
Daily cover
Final cover/cap
o Closure procedure
o Post closure care procedure
