IV. ENTRANCE BRIEFING:

The undersigned arrived at Globe TELECOM Cell site to conduct Security


Survey of said Installation and welcomed by Roland B. Gaboy- Security Guard/caretaker. Thereafter
entrance briefing was conducted and briefed the personnel of the Cell site for purpose of the Security
Survey. The undersigned explained to him that the purpose of the Survey is to apprise the members of
the Globe TELECOM Cell site the purpose and significance of the Security Survey, determine the level
of security measures imposed/implemented by the personnel from possible sabotage, espionage, enemy
harassment/attack, and subversions.

V. HISTORY OF THE INSTALLATION:

The Globe TELECOM Cell site is located at Puspos Bangilo,S Malibcong,


Abra. The said cell site is constructed in 2009 and the said installation was renting by Ex-mayor Mario
Baawa.

VI. THREAT TO SECURITY AND PEACE AND ORDER:

1. THREATH TO SECURITY:

There were no organized threat groups in the locality.

2. THREATS TO PEACE AND ORDER

These are some crimes committed in the municipality due to


misunderstandings, drunkenness, crime of passion, personnel grudges etc. these are no organized Crime
groups in the area.

a. STRENGHTS AND WEAKNESSES OF THE INSTALLATION:

Perimeter fence surrounding the installation is Lack of issued long and short firearm
properly constructed
Personnel strength is depleted.

VII. NAME AND LOCATION OF THE INSTALLATION:

Globe TELECOM Cell site is situated on the mountain along the road going to Bangilo district.

VIII. MISSION AND FUNCTION OF THE INSTALLATION:

The mission and function of the installation is to improve Signal Level and
Strength that has been by the network for the subscriber to have communication access. In this way,
communication of people living in remote areas and urbanized or developing places continue through
these available networks.

IX. IMPORTANCE OF THE INSTALLATION TO NATL SECURITY:

The installation plays a vital role in terms of Communication. The installation


covers about 63, 187 inhabitants as of 2011 census and has a total land area of 12,490 hectares.

X. VITAL AND CRITICAL INFRASTRUCTURE IN THE AREA

The installation covers the Guard house, water tank, one (1) standby generator, two
(2) cabin processor, tower antenna, electric transformer and the weather monitoring.

XI. PHYSICAL SECURITY

1. PEREMITER BARRIERS AND BARRIER DETECTION

a) Natural Barriers or Features:

- No natural barriers of features.

b) Structural Barriers:

There is a concrete perimeter fence constructed to serve as perimeter barrier.

c) Human Barriers:

Smart TELECOM Cell site is manned by two (2) alternate duty-guards, 24 hrs. duty, which
gives a great deterrent to any atrocious plans of lawless elements.

d) Energy Barriers

The installation compound is well lighted during night time.

e) Animal Barriers:

- No animal barrier.

2. SECURITY MEASURES OF THE INSTALLATION:

a) Structural and Mechanical Security of the Installation:

The installation has only one (1) door, the main gate, serve as entrance and exit. The
cabin processor was made by a steel plate and enforces by steel trashes and has a separate door with
padlock.

b) Guards and Guarding System:

The whole installation is guarded on 24 hours basis especially at night time with
alternate duty guard manning.

c) Identification and Control of Personnel and Visitors:

Personnel identification and control is not a problem because duty-guard of this


installation already knew each other for a long period of time.

d) Office Area Control System:

The guards are only authorized personnel who have an access or possess the keys.
Visitors are entertained at the guard house.

e) Identification and Control of Vehicles:

No vehicles entering the installation.

f) Designation of Parking and No Parking of Vehicle:

The installation has no parking zone.

g) Photography and Package System:

- No Photography and package system

h) Fire Prevention and Firefighting Facilities:

No fire prevention and Firefighting Facilities.

i) intrusion detection, Alarm System, and Video Monitoring:

- No intrusion detection, alarm, system and video monitoring.

j) Trash Disposal Control:

Items or classified documents that is no longer used or needed by the installation are burned to
prevent other people from taking information on the activities inside the installation.

k) Firearms Storage and Security:

Only one (1) firearm, a 38 revolver pistol is issued to the guards, the duty-guard can only use
the said firearm during the tour of duty and properly turned-over to the next duty-guard and who has an
access or in a possession of the key of the installation.

l) Utility and Maintenance Personnel:

- No utility and maintenance of personnel.

XII. PERSONNEL SECURITY:

1. Security Clearance Program:

- No security clearance program.

2. Security Education and Training Program:

- No security education and training program conducted.

3. Labor Turn-over, Absentee Rate and Morale:

Before going off, there is a formal turnover of responsibility between the outgoing and the
incoming duty.

4. Personnel Security Investigation Program:

This is conducted through a series of procuring clearances and training of personnel. It is also
a mandatory requirement and prerequisite before being assigned to any post.

5. Security Declaration Compliances:

Classified information and documents are kept in the guardhouse. Only personnel who has issued
valid security clearance has access over the matter.

6. Designation of Security Officer of the Unit:

Smart TELECOM Cell site is manned by two (2) alternate duty-guards, 24 hours his duty,
which gives a great deterrent to any atrocious plans of lawless elements.

XIII. DOCUMENT & SECURITY INFORMATION:

1. Security Classification of Documents:

All classified documents are being kept by the duty responsible personnel and properly turned-
over to the next duty-guard.

2. Flow of incoming and outgoing documents:

Incoming classified documents/information is directly assigned to the duty-guard.


While outgoing classified documents/information is again directly handed by the duty-guard.

3. Transmission of Classified Documents and Information:

Transmission of classified document and information will be the responsibility of security guard
on duty who has access over it before reaching the main office of the installation.

4. Destruction of Classified Documents and Information:

Destruction of classified documents and information are based on the serviceable of the
documents, with sanction of the security supervisor through burning.

5. Storage of Classified Documents and Information:

- No storage of classified documents and information, only kept by the duty-guard.

6. Dissemination of Classified documents and Information:

Dissemination of classified documents and information are being done in closed doors and
only to personnel concern.

XIV. COMMUNICATION SECURITY

1. Physical Security:
Only the guard house is served as quarters of the guard.

2. Transmission Security

Transmission security was conducted through cellphone.

3. Emission Security

- Coding system is not applied in the installation.

4. Crypto Security

- No crypto security use in the installation

5. Communication personnel:

In the installation, the duty guard is also serve as communication personnel who are manning the
installation and responsible in receiving incoming messages and transmitting messages which are sent
through cellphone.

6. Presence of emergency communication number or phone list:

Contact numbers of the friendly forces in the area and main office with the different
government agencies are available in the guard house room and can be easily be contacted when needed.

XV. COMPUTER SECURITY:

1. Physical Security

- No computer of the installation.

2. Administration and Personnel:

- None

3. Security of Removable Media:

- None

4. Security of Computer Hardware:

- None

5. SECURITY OF Computer Software and Operations:

- None

XVI. OPERATIONAL SECURITY:

1. Personnel Strength:

- Globe TELECOM cell site has a total strength of two (2) personnel

2. Personnel Firepower:

- Only one (1) firearm, a 38 revolver pistol issued to the guards, the duty-guard can only
use the said firearm during the tour of duty and properly turned-over to the next duty-
guard.

3. Transport and Mobility Supply:

- No transport and mobility supply.

4. Power and Power Facilities of Supplies:

The electric of the installation is supplied by the Abra Electric Cooperative (ABRECO) and also
have standby emergency power generator to supply the installation in case of power failure with an
emergency light installed.

The source of Water of the installation is from the creek.

5. Other OPSEC Matters: x

- Negative

6. Analysis of Threats to Security and Peace and Order:

The only threat to security and peace and order are the Politicians, that are maintaining
bodyguards. At present, there are no existing organized crime group/syndicate crime group in the area.

XVII. RECOMMENDATIONS:

1. PHYSICAL SECURITY

- Additional security guard is highly recommended.

2. PERSONNEL SECURITY

- Proper logbook is encourages specially during turn-over of responsibility of incoming


and outgoing duty.

- No documents in the installation

4. COMMUNICATION SECURITY

- The detailed duty-guard used his cellphone for communication.

5. COMPUTER SECURITY

- No computer of the installation

6. OPERATIONAL SECURITY

- Additional Security Guards are highly recommended to cover up the security of the
installation.

XX. EXIT BRIEFING:

The exit briefing was conducted by the undersigned to the personnel of Globe
TELECOM Cell Site MPS regarding the defects/lapses that are observed during the conduct of the
Survey. They were, likewise, reminded of the several risks of said defects which could affect the
installation if not corrected immediately.

sees whether or not action have been taken and done.

VI. NAME, LOCATION, MISSION AND FUNCTION OF THE INSTALLATION:

Smart TELECOM Cellsite were located at Puspos Bangilo, Malibcong, Abra. The mission and
function of the installation is to improve Signal Level and Signal Strength that has been provided
by the network for the subscriber to have communication of people living in remote areas.

VII. DATE LAST SECURITY INSPECTION SURVEY CONDUCTED:

April 10, 2017

VIII. IDENTITY OF THE PERSON WHO ACCOMPANIED THE INSPECTION TEAM:

1. Roland B. Gaboy Security Guard/Caretaker

IX. PURPOSE OF THE INSPECTION:

Inspection aims to remind the personnel of the installation in providing solutions to the
defects during Security Survey. Such inspection further sees whether or not action have been taken and
done.

To determine and examined the degree of compliance of the vital installation accordance
with the mission and function of this station.

X. COVERAGE OF THE INSPECTION:

The coverage of inspection includes all surrounding, inside and outside of the installation,
the entire security measures of the installation on possible sabotage, espionage, enemy
harassment/attack, and subversion.

XI. RESULT OF INSPECTION:

o It was observed that during the Security Inspection only one (1) person on duty to
administer/in-charge the Globe TELECOM Cellsite.

o It was also observed that the transmitter site was surrounded about 10 to 15 ft. tall
concrete and cyclone wire fence with barb wire at the top.

o It was also observed that only (2) personnel employed in the cellsite, 24 hrs. alternate
duty.

o It was observed that no installed CCTV Camera.

XII. RECOMMENDATION:

o Alertness/consciousness on security measures must be undertaken at all times particularly


night time.

o If possible the administration of Globe Telecom Cellsite place additional personnel on the
site.

XIII. EXIT BRIEFING:

The exit briefing was conducted by the undersigned to the employee of Globe TELECOM
Cellsite regarding the defects/lapses during the Security Survey and observation during the
conduct of the inspection. Likewise, reminded of the several risks of said defects with could
affect the installation if not corrected immediately.
