measurement algorithm parameters.Coverage-based handovers
are triggered by the event 2D or event 2F
This parameter is used for decision making for the inter-RAT
handover. The larger the value of the parameter, the higher the
handover priority of the GSM cell. The smaller the value of the
parameter, the lower the handover priority of the GSM cell.
This parameter is used to set measurement control on the
event 3C. The event 3C is triggered when the signal quality of
the target frequency is above this threshold.
