CASINOS FOR WHOM?

In the past weeks, we heard the news about the putting up of a Casino within the Archdiocese of Cagayan de Oro, which disturbed our lay faithful. Supported
by objective data and in the light of the Christian faith, they have expressed themselves in a statement against it.

Our Catholic faith teaches us that Games of chance (card games, etc.) or wagers are not in themselves contrary to justice. They become morally unacceptable
when they deprive someone of what is necessary to provide for his needs and those of others. The passion for gambling risks becoming an enslavement. (CCC,
2413) The Church therefore warns us of the gambling culture which leads to various problems and immoralities; to a culture of enslavement of money and
pleasure as a form of addiction, from which many of our people are suffering today and families are victimized.

We cannot turn a blind eye to the negative effects that gambling institutions will create in our society: to our people, to the young, to families, especially
those who are poor, or those who have just enough for their survival. As the planned location for the Casino is at the heart of the City it will be highly inviting for
Cagayanons to enter it. And because it is in front of an educational institution and near places of worship, it could result in the erosion of the value system of our
young people.

Pope Francis in his Lenten Message of 2015 reminded us all, How much pain is caused in families because one of their members often a young person - is
in thrall to alcohol, drugs, gambling or pornography! How many people no longer see meaning in life or prospects for the future, how many have lost hope! Our
lay faithful have seen and recognize this problem creeping in our society and destroying lives of persons and families. During the World Youth Day 2016, Pope
Francis urged us to recognize that gambling is a form of pessimism succumbing to luck and chances, with the mask of recreation, depriving people of the ability
to determine their own fates.

When he visited the Philippines last January 2015, in His homily at Luneta he said, The devil is the father of lies. Often he hides his snares behind the
appearance of sophistication, the allure of being modern, like everyone else. He distracts us with the promise of ephemeral pleasures, superficial pastimes.
And so we squander our God-given gifts by tinkering with gadgets; we squander our money on gambling and drink; we turn in on ourselves. We forget to remain
focused on the things that really matter. We forget to remain, at heart, children of God.

Therefore, may I bring us back to the 2005 statement of the Catholic Bishops Conference of the Philippines (CBCP) on gambling. It warns us that, applying
the general moral principle to the specific Philippine situation gambling that is organized, widespread, and systemic, whether legal or illegal, is not desirable.
It is creating a culture of gambling that is seriously eroding the moral values of our people. In its illegal form, especially jueteng, gambling has bred a clandestine
network of corruption that feeds itself on the hundreds of millions of pesos lost to gambling especially by the poor.

Together with the CBCP and other religious leaders, the local Church of Cagayan de Oro stands:
To denounce illegal gambling in all its forms and prevent its legalization;
To combat the expansion of organized and systemic legal gambling such as the putting up of casinos; and
To refrain from soliciting or receiving funds from illegal and legal gambling so as not to promote a culture of gambling.
May the Lord of life renew in us the trust and hope in Love, and the capacity to go against any form of a Culture of Death as seen in the pessimism of the Culture
of Gambling. May He rekindle in us the passion to create a just and humane society, where recreations are for the integral growth of the person, and tourism will
showcase the innate beauty of the city without resorting to any means that would degenerate the values and dignity of our people.

(Council of Lay Ecclesial Movements and Organization in the Archdiocese of
Cagayan de Oro)

CLEMOACO is against any form of gambling including the plan of establishing a Casino at LimKetKai Center in the City of Cagayan de Oro because of the following
reasons:
Gambling is anti-youth. The youth of Cagayan de Oro has so many problems that still need to be addressed immediately and this form of gambling will entice
them to be wayward as they will be tempted to bet and take chances on easy money. It thus becomes a threat to their personal development and social
responsibility.

Gambling is anti-family. The parents are likely to be influenced and tempted to give in to gambling and its related vices, like drugs, alcohol, corruption, and
theft. We cannot afford to see bankrupt parents and hooked to gambling and other addictions because ultimately the children will be affected.
Gambling is anti-God and church. Money becomes the object of both the gamblers and owners of casinos. It is expected that there will be increase in criminality
and correspondingly a decrease in the quality of the spiritual life of the people in Cagayan de Oro since Christian values are overshadowed by the love of easy
money.

Gambling is anti-poor. Poor people will be used as reason for operating Casino since they will be recipients in medical assistance and other social welfare
concerns. But given the highly politicized giving if financial assistance and the corrupt bureaucracy, the poor will always be exploited to advance the personal
interests of the few specifically by the unscrupulous politicians.

Statement against the establishment
of Casino in Cagayan de Oro
CASINO-NGALINGAN
(No to Casino in CDO)
Some twenty-five years ago or particularly in 1992, Cagayan de Oro and
its people stood against the plan of the Philippine Amusement and Gaming
Corporation (PAGCOR) to open and operate a Casino in one of the hotels in the
city. However, due to the vigilant and strong stand of the people, the promoters
found themselves defeated not by violence but by presentation of sound
arguments anchored on principles and values.
Today, we are again threatened by the resurrection of a dead cause and idea
of putting up a Casino in one of the modern hotels of the city which is a stones
throw away from the school, mall and a chapel or place of worship. But as ever
vigilant residents of Cagayan de Oro, we are ready to face this threat again still
with our values and principles as our weapon.
We strongly denounce the opening of Casino in CDO as its operation will
bring so much damage and untold misery which can never be redeemed by
golden chips not even by any token or promise of economic opportunity and
prosperity. To allow the Casino venture, it will sooner than later operate on
and control many lives which will eventually lead to communal destruction and
values degeneration.
To name a few, the ill-effects of the Casino are:
Counterproductive-we have been taught the value of hard work and dignity
of labor that every peso we spend must be hard earned. But the promise of
Casino of easy money will destroy these values as it will invite reliance to chance
and winning rather than working.
Addictive-it is said that once tasted always wanted. True enough, Casino
being a form of gambling is addictive and contradicts the principle of moderation
and satisfaction. Once we are hooked to gambling activities, we will end up
always as losers. We will not only loss money but as well as time for family and
friends, time to reflect and we loss the opportunity to serve others and loss the
chance to live and lead a decent life. What more, vulnerable members of the
society like the youth and students are prone to succumb to this vice as they are
easily lured to gaming and gambling that will provide them the opportunity of
quick-rich activity.
Sinful-as Christians and other faith included, we are taught and all agreed
that gambling is a sin since the motivation and desire to win instant money and
more money becomes the object of desire as gambler will tend to love and rely
on the power of money and compromise his values. Gambling is not a form of
entertainment but an avenue to waste and splurge money instead of using it for
food, education, and other basic needs.
Immoral-gambling is intrinsically evil and immoral. Once Casino operates in
Cagayan de Oro, immoral activities will follow such as prostitution, promiscuous
criminality such as robbery, theft, swindling, burglary, and many other petty or
high crimes. Where the money is there, the mind and heart of the criminals
will be.
Negative impact- a local government that welcomes Casino to generate
huge revenue, and people who go and gamble to get easy cash, and the poor
people getting help through gambling money, create a negative impact. Though
it may boost income but not in the good way as safety and morality of the people
and the locality are often sacrificed. Even before the Casinos actual operation in
this city comes to being, the proposal alone creates division amongst people and
is drawing negative reception already.
Opportunism- the proposed establishment of Casino will surely fill the
pocket of corrupt politicians who may be asking assistance from Casino operators
or from PAGCOR to fund their so-called projects tainted with irregularities.
Casinos is an opportunity to feed ones greed.
Hence, the promise of economic prosperity of Casino is a lie or a
CASINONGALINGA as the price to pay is the corruption of peoples values and
principles. Progress founded on gambling is no real progress at all. Help from
gambling money is no real help at all. Prosperity without hard work is fleeting.
Gambling is not a form of entertainment rather it is squandering pure and simple!

AWRACO sponsors talk on womens perspective for peace

The Catholic Church observes the
day of Consecrated Life every February
2, the Feast of the Presentation of the
Lord. This year, the Association of
Women Religious of the Archdiocese
of Cagayan de Oro (AWRACO) included
a unique feature in its celebration.
Preparatory to the Holy Eucharist
celebrated by the Most Rev. Antonio J.
Ledesma, SJ, DD, at 5:30 PM, there was
a talk on The Woman Perspective for
Peace at 2:00 PM.
Several sisters from 20 member
-congregations of AWRACO joined

Ministers Go Lakbay Aral

Rev. Fr. Cornelio J. Cadenas Jr., STL,
SSJV, Archdiocesan Catechetical Director,
and Sr. Josephine P. Alabado, TMM,
Archdiocesan Catechetical Coordinator,
facilitated the Lakbay Aral for all
Catechetical Vicariate Coordinators of
the Archdiocese of Cagayan de Oro, the
Archdiocese of Caceres and the Diocese
of Legazpi from January 15-21, 2017.
On January 15, Feast of Sto. Nio,
the group assembled at the Archbishops
House and left at 11:00 AM for the
Bishops House in Surigao City hosted
by Rev. Fr. Bobby Puracan. Early dawn
of the next day, they headed towards
San Ricardo Port in Southern Leyte.
The trip to Leyte was not easy because
they were trapped in Sogod, Leyte, by
a landslide due to continuous heavy
rain. They group stayed overnight in
Tacloban City. In the morning of January
17, they traversed San Juanico Bridge to
lay catechists of Consolacion Parish
to listen with mind and heart to the
resource person, Amina T. Mambuay.
She is a Muslim who wholeheartedly
shared her person, theories and
experiences of several years of
involvement in peace advocacy and
interfaith groups. She was assisted
in the open forum by Nathaniel,
her husband, which resulted in an
integrated man-woman/husband-wife
perspective of the Muslim situations
presented.
Many valuable learning surfaced
from her talk like the reality that both
San Isidro, Northern Samar for the ferry
that will bring them to the Bicol Region.
They arrived Matnog, Sorsogon at
5:45 PM and continued to the Bishops
House in Daraga, Legaspi, Albay. Rev.
Fr. Domingo Penilla, the Bishops House
Administrator, welcomed them.
Early the next day, Most Rev.
Joel Z. Baylon, DD, Bishop of Legaspi,
celebrated the Holy Mass which
they attended. After breakfast with
the bishop, they proceeded to the
Archdiocese of Caceres and visited the
Shrine of Our Lady of Peafrancia in
Naga City. Part of the Lakbay Aral is to
visit the Catechetical Center of Caceres
located at the back of the Shrine.
Rev. Fr. Erwin Obias, Director of the
Catechetical Ministry of the Archdiocese
of Caceres, gave them a tour of the
Center. It is a two-storey building with
an air-conditioned chapel, the office

Muslims and Christians dream
of peace. Yet, the reality around
us is unpeace, starting from our
homes and families: killings,
war, injustice, terrorism,
kidnappings, conflicts, despite
the dream of an everlasting
peace where there is trust,
understanding, love and
unity. The path to peace is the
development of a culture of
dialogue which is not just an
exchange of ideas between two
persons or groups but a deeper
form of relationship.
There are four pillars of dialogue:
1. Dialogue with God - whatever faith
we believe in. This concerns our
relationship with God, our prayer life
and how we are to reciprocate His
goodness to us. 2. Dialogue with the
self - knowing who we are and the
meaning of our life, our biases and
prejudices, becoming more authentic
which lead us to be able to dialogue
with others. 3. Dialogue with others

again till they reached Catbalogan City
down to San Juanico Bridge, the rest
of Leyte province until the last stop
in Visayas which is the Port of Liloan,
Southern Leyte. The group took the
RORO Vessel for the island Mindanao.
It was already evening when they
reached Surigao City. The former
Rector of the Shrine of the Blessed
Sacrament in Kauswagan, CDO, Rev. Fr.
Joel R. Lasutaz, SSS prepared snacks
for the group for our short stop.
After more than a-two-hour-drive,
they finally reached Butuan City and
proceeded to the Birhen sa Kasilak
Shrine where Rev. Fr. Roy Garcia and
Rev. Fr. Rex Cassion, the Parish Priest
and Parochial Vicar, waited for them
and prepared a sumptuous dinner
for the group. Indeed, the trip was so
challenging. All were smiling as they
