Item 1. Application
1.1. Fuel / petroleum products supply dumps (hereinafter referred to as FSD) are designed for
operational organization of fuel receiving, storing and distribution.

1.2. The fuel / petroleum products dumps having a nominal capacity of 500 m3 and more are
equipped with the PER-125N, PER-250N or PER-300N series collapsible polymer tanks with a
rated capacity of 125, 250, 300 m3 respectively.
1.3. The main advantages of the PER-N series collapsible tanks are:
Shell material is polyester fabric with 100 % polyurethane coating (USA) specifically de-
signed for long-term storage of petroleum products;
All seams are welded, the end joints, corners, joint crosses and the fitting attachments are
entirely welded using high frequency current on an industrial conveyor (welding unit, Ja-
pan), which provides exceptional reliability of the connections;
Metal reinforcement is made of intrinsically safe materials;
Cloth edges are insulated to avoid filtration in fabric base;
Each product is tested at the factory in accordance with the specifications;
Lower unit cost;
High speed of delivery and installation: the installation time for a fuel supply dump having a
capacity of 1000 cubic meters is 3 days;
Low transport weight and overall dimensions in the collapsed state;
Possibility of deployment on unprepared sites;
Wide operating temperature range: from -55 C up to +65 C;
Multiple applications;

Item 2. Fuel supply dump deployment and equipment

2.1. The fuel supply dumps, depending on the application, differ both by the rated capacity of the
tank farm, and by the availability of peripheral equipment.
2.2. The fuel supply dumps are located on outdoor areas allotted for these purposes, under shelters
or in specialized warehouses.

2.3. To equip the fuel supply dumps an even site is required. If such sites are not available, leveling
is performed by means of filling ground, sand or sand-gravel mixture.
2.4. The arrangement, the relative position and distance between the individual tanks and groups of
tanks must comply with the requirements of SNiP 2.11.03-93 and Regulations for the Operation of
Tank Farms.

2.5. The tanks with fuel reserves are placed as standalone units or in groups with a total capacity of
maximum 600 m3. The surface slope should be 0.001 to 0.005 towards the discharge / filling branch
pipe and drainage pit. The tank farms should be located at lower elevations of the land in relation to
the elevations of neighboring localities, enterprises, and public railways tracks.

2.6. A road to access each group of tanks is equipped on the territory of the fuel supply dumps.
2.7. The tanks' diking should always be kept in good condition and meet the requirements of SNiP
2.11.03-93 and the Fire Safety Regulations in the Russian Federation. Protective squares for the
tank or group of tanks are made according to established standards, by means of dumping ground or
a special steel frame.
2.8. The protective squares are equipped with a pit for water drainage and collection of possible
emergency leaks. The ratio of the protective square capacity for a group of tanks to the capacity of
the tanks in the group should be at least 1,2.
2.9. The territory of the tank farm in the dark should have lighting that meets the safety and fire
safety requirements. To illuminate the tank farm spotlights mounted on masts and located outside
the diking are used.

2.10. The fuel supply dumps having a capacity of more than 1000 m3 can be equipped with a porta-
ble laboratory designed for sampling and conducting operational acceptance analysis of fuel.
2.11. When deploying the fuel supply dumps, standard safe distances from the settlements, as well
as rail and road sites in accordance with SNiP 2.11.03-93 and SNiP 4.13130.2013, should be con-
sidered.
2.12. The fuel supply dumps include a tank farm and a supply department. The supply department
may include one or more oil pumping units, a vehicle-fueling unit, and an area for mass or special
fuel dispensing. All these departments are interconnected with process pipelines.

2.12.1. Fuel to fill the fuel supply dumps, may be supplied using different modes of transport: wa-
ter, rail, road and pipeline (on field pipelines) one. Engineering operations for receiving, storage and
delivery of fuel is carried out on the fuel supply dumps using mobile pumping equipment, pump
modules, discharge / filling devices and field (storage) collapsible pipelines.

2.14. Fuel is pumped from the base department to the supply departments of the fuel supply dumps
in the supply tank group through the process pipelines.

2.15. Storages, shelters and areas are equipped for hardware and fuel in containers on the fuel sup-
ply dumps.

Item 3. Applicability
3.1. The design solutions and perfected technology for the assembly and installation of fuel supply
dumps having a capacity of up to 15,000 m3 and more allow you to apply them in a variety of natu-
ral and weather conditions.
3.2. The FSD allows performing the guaranteed receipt, storage and dispensing of fuel in the offline
operation mode.
3.3. The FSD installation supposes the use of wheeled vehicles to deliver the dumps to the applica-
tion location and crawlers while preparing the site (if required).

3.4. Regardless of the weather conditions, with the correct operation and maintenance of fuel supply
dumps, they will always comply with the stated parameters and quality characteristics.
3.5. Necessary measures to ensure the working condition of the FSD equipment at the Customers
site:
3.5.1. Conducting surveying work along the perimeter of the fuel supply dumps installation, with
details on elevations of the terrain profile scheme;
3.5.2. Instructing the installer staff in the amount of 8-14 people;
3.5.3. Training of operators in the amount of 2 people;
3.5.4. Preparing equipment for transportation of the fuel supply dumps equipment, installers, oper-
ators, and material resources to the site of the deployment of fuel supply dumps;
3.5.5. Conducting methodical and instructing training;
3.5.6. Installation work at the facility;
3.5.7. Performing commissioning works at the facility.

Item 4. Fuel supply dump kitting

4.1. The fuel supply dumps are fitted with the following equipment:
4.1.1. The PER-N collapsible tanks that provide reliable storage of fuel, having a rated capaci-
ty of 125, 250 or 300 m3, completed with discharge / filling elbows.

4.1.2. The PFP diking canopy (rated volume + 20 %) and a collapsible frame of protective
diking squares;

4.1.3. Suction and discharge hoses and collapsible pipelines;

4.1.4. Valves and fittings;

4.1.5. Camlok type and / or TK quick couplings;
4.1.6. The pumping unit comprising the used and prepared 20" container, ASVN-80 pump
2pcs., PPV-100 / 1,6 counter, 2 pcs., FZhU-100 / 1,6 filter, 2 pcs., and the necessary process
piping;
4.1.7. Alarms and firefighting equipment;

4.1.8. Active lightning protection system;

On the Customers request, the FSD may be fitted with other equipment:
Are for POL dispensing directly into the tanks of motor vehicles (mobile fuel dispensers);
Areas for mass fuel dispensing;
System of protection against static electricity (flexible grounding conductor for protection
against static electricity);
Storwater, snowmelt and drainage water treatment facilities;
POL dumps fencing;
Etc.

All equipment, materials and components have passed mandatory and voluntary certification.
The dedicated equipment has permission to use from Rostechnadzor.
