that peace talks would not resume unless the
communist New People’s Army (NPA) rebels
lay down their arms and yield to the govern-

Gazmin said there would always be a
threat as long as the other side has firearms.
“Let’s proceed the talk without arms,”
Gazmin stressed.
He admitted that the NPA remained a threat
to the government.
“Everything should be within the frame-
work of the Constitution. That’s non-nego-
tiable,” said Gazmin, former chief of the

Gazmin said President Aquino's march-
ing order was to “really sit down and talk,

“What we will do is to really sit down
with the opposing forces, rebels, and get to
the bottom of what is happening, what they

Gazmin explained.
He said he was hopeful that the peace talks
